Invocation was given by Reverend Frank Herber of the Church Invocation of Jesus Christ, Latter Day Saints. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call .� Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis. There being no additions or corrections, the Minutes of Ap vl.Min. the April 21, 1980 regular meeting stand approved as 41/80 mtg. written. Mayor Solem presented Proclamation, which the City Admin- Proclamation istrator read in full, to Doctor Charles Cline on behalf Correct of the Los Angeles County Chiropractic Society, proclaim- Posture ing the month of May as Correct Posture Month. Month Council adjourned to Community Redevelopment Agency at Adj.to CRA 7:40 p.m. CRA reconvened as City Council at 7:45 P.m. Reconvened The hour of 7:30 p.m. being the time sets for Public Hearing Pub.Hrg.re: on proposed amendment to the Azusa Municipal Code relating Amendment to to 'R" zones, the Mayor declared the Hearing open. AMC-'R'zones City Clerk read affidavit of proof of publication of Notice of said Hearing, published in the Azusa Herald on April 17, 1980. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried to close Hearing. Moved by Councilman Decker, seconded by Councilman Moses And unanimously carried by roll call, that amendment be approved, further that City Attorney prepare necessary Ordinance. The hour of 7:30 p.m. being the time set for Public Hear- Pub.Hrg.re: ing on proposed amendment to the Azusa Municipal Code Amendment to relating to condominiums and condominium conversions, AMC --Condos the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on April 24, 1980. Moved by Councilman Cruz, seconded by Councilman Fry and carried by roll call to continue Public Hearing on amendment regarding condominiums and condominium conversions to meeting of May 19, 1980, for further study. Councilmen Decker and Moses dissenting. Moved by Councilman Decker, seconded by Councilman Moses and carried by roll call that City Attorney be directed to prepare necessary Ordinance with regard to condominiums and condominium conversions, in the event that amendment is approved at meeting of May 19th. Councilman Cruz dissenting. City Clerk announced that bids were opened in his office Bids-Proj. on Thursday, May 1, 1980, at 10:00 a.m. for the instal- 604 -traffic lation of traffic signal system in the intersection of sig.Calera Calera Avenue and Alosta Avenue, Project No. 604. & Alosta 3 CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, MAY 52 1980 Page 2 City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on April 17th and 24th, 1980. Three bids were received as follows: BIDDER AMOUNT Steiny & Company, Anaheim $43,467.00 Electrend, Inc., Norwalk 433950.00 C.T. & F., Inc., Bell Gardens 44,800.00 Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to award contract for Project No. 604, traffic signal installation at Alosta and Calera Avenues to Steiny and Company, in the amount of $43,467.00, waiving the irregularity of no corporate seal on the bid documents and that City Clerk be directed to return bidders' guarantees to the unsuccessful bidders. Moved by Councilman Fry, seconded by Councilman Cruz Bus.Lic. and unanimously carried by roll call that business license revoked for Classic Associates, Inc., (David Ackerman) be revoked, Classic 'effective immediately and that State Contractors License Associates Board be notified of City's decision in this matter. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to waive three year organization requirement for purpose of selling fireworks for Cub Scout Pack 818 of St. Frances of Rome Church. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to waive principal meeting place in City of Azusa requirement for the purpose of selling fireworks for Boy Scout Troop 418. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried that Chief of Police and Director of Public Works prepare study with regard to methods of curtailing traffic problems at Sierra Madre and San Gabriel, arising from speeding drivers coming from the canyon. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to deny request from musical group "Enthusiasm" for use of city chairs on May 18, 1980 for "The Largest Musical Chairs Game That Has Been", with letter of regrets. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried to deny claim of State Farm Insurance Co., for Bruce Cleland, for alleged damage to his vehicle due to protruding pipe in ground at Sierra Madre, east of Dalton, occurring December 24, 1979.
