Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Reverend Jim Lafolette of the Invocation Foursquare Gospel Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of the Appvl.Min.5/5 May 5, 1980 regular meeting and the May 14, 1980 adjourned reg.mtg.& 5/15 regular meeting stand approved as written. adj.reg.mtg. Council adjourned to Community Redevelopment Agency at Adj.to CRA 7:40 p.m. CRA reconvened as City Council at 7:45 p.m. Reconvened The hour of 7:30 p.m. being the time set for Public Hearing Pub.Hrg.re: on the proposed amendment to Title 19 (Zoning Chapter) of Adult Bus. the Azusa Municipal Code relating to Adult Businesses, the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on May 8, 1980. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to close the Hearing. Councilman Moses offered for first introductory reading 1st rdg.Ord. an Ordinance entitled: re: Adult Businesses AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ADDING CHAPTER 19.63 OF THE AZUSA MUNICIPAL CODE AND AMENDING SECTIONS 19.40.051 OF SAID CODE, REGULATING AND CONTROLLING ADULT BUSINESSES. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to waive further reading. Moved by Councilman Fry, seconded by Councilman Decker that approval for Conditional Use Permit, for a condo- minium conversion of apartments located at 1130 E. Alosta Ave. be approved and that items offered by developer be accepted with regard to this condominium conversion and that City Attorney prepare necessary resolution carried by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Moses NOES: COUNCILMEN: Cruz, Solem ABSENT: COUNCILMEN: None The Continued Public Hearing regarding appeal of a certain condition set forth in Conditional Use Permit, Case No. C-229 Southern California -Arizona Conference of the Free Methodist Church as appealed by Windsor Financial Corporation, the Mayor declared the Hearing re -opened. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to accept letter of withdrawal for Conditional Use Permit request from Windsor Financial Corporation, and to deny conditional use permit. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that City Administrator and Planning Director be authorized to attend Public Hearing regarding proposed conditional use permit to allow adult bookstore and adult arcade on the property located at 17515 E. Arrow Highway (County area), opposing said CUP and to file a written opposition also, as location is within City's sphere of `.nfluence. Item 5A as listed on the Agenda, i.e., oral presentation regarding students loitering at Azusa High School by Mrs. Doris Hannaford, was withdrawn by Mrs. Hannaford. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried that Director of Public Works inspect the Boy Scout Hall, 1300 block N. San Gabriel Avenue, listing items in need of repair with possible costs for same, and report to Council. Councilman Moses offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING JENNIE AVILA TO THE PARK AND RECREATION COMMISSION. O'Guinn, Communications Dispatcher to Step 4, effective May 28, 1980. Councilman Fry offered for second reading and adoption an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ADDING SECTION 10.08.090 TO CHAPTER 10.08 OF TITLE 10, RELATING TO THE CONTROL OF ATTACK DOGS. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to waive further reading. Moved by Councilman Fry, seconded by Councilman Decker that Ordinance be adopted. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried that 200 Amp, 40 volt Lincoln Welder and 12 HP, 4 cycle Kohler Generator be declared surplus equipment and bids be solicited for same. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to approve request for four weeks leave of absence without pay for Mrs. Sandra Smith, Secretary, Consumer Service Office. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to approve plans and specifications for Project No. 570, construction of Reservoir #6, and to direct the City Clerk to advertise for bids. Moved by Councilman Moses, seconded by Councilman Fry and unanimously carried to approve appointment of Reserve Police Officer Jeffrey Maxon effective May 20, 1980.
