HomeMy WebLinkAboutMinutes - June 16, 1980 - CCCIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 16, 1980 7:30 p.m. The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Reverend John Neciuk of the Invocation Ebenezer Assembly of God Church. 'Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis. There being no additions or corrections, the Minutes of Appvl Min, 6/2 the June 2 1980 regular meeting and the Minutes of the reg mtg. & 6/9 June.9, 1960 adjourned regular meeting stand approved as adj reg mtg. written. Director of Community Services presented Mrs. Madelyn Tyck Present. Madelyn to City Council members as Azusa's honored citizen for the Tyck to Cncl. Older American Recognition Day held in Los Angeles. Mrs. Tyck was congratulated by Council for this distinct honor. City Administrator presented new city employee, Mr. Edwin Edwin Miller Miller, Assistant Purchasing Officer to City Council and present. to Cncl Mayor introduced members of Council to him. Council adjourned to Community Redevelopment Agency at Adj to CRA 7:40 p.m. TRA reconvened as City Council at 7:45 p.m. Reconvened he hour of 7:30 p.m. being the time set for Public Pub.Hrg, re: Hearing on proposed uses of revenue sharing funds for revenue shar. fiscal year 1980-81, the Mayor declared the Hearing open, funds City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on June 5, 1980, and further advised that publication time of Hearing was set at 7:00 p.m, rather than 7:30 p.m., but that notice of change of hours was posted on Civic Auditorium door. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to close the Hearing. No action to be taken by Council at this time, however determination will be made at Budget session as to allocation of revenue sharing funds. City Clerk announced that Bids were opened in his office Bids - Sr.Cit. on June 12, 1980, at 10:00 a.m., for the delivery of meals Nutrition Prgm. to the Azusa Senior Citizens Program for the fiscal year 1980-81. City Clerk read affidavit of proof of publication of Notice onviting Bids published in the Azusa Herald on May 29, 1980. nly one bid was received from ARA Food Services Company ast (ARA) follows: $1.98rice per meal; alternate #1 - $2.03; alternate #2 - p$2.07. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll"call to award contract to ARA Food Services Company for Senior Citizen Nutrition Program in the amount of $2.03 per meal, and that Mayor and City Clerk be authorized to execute the contract. CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 16, 1980 City Clerk announced that bids were due for opening in his office on June 12, 1980 at 10:00 a.m., for the construction of a 2,000,000 gallon steel reservoir, Project No. 570. City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on May 29th and June 5th, 1980. No bids were received. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried that since no bids were received, that City Clerk be authorized to re -advertise for bids. Councilman Fry offered the resolution entitled: Res. #6914 Ordinance on property of this nature. appvng findings A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, re: L. Valentine CALIFORNIA, APPROVING AND CONFIRMING THE FINDINGS AND 700 blk DECISION IN THE DISCHARGE OF POLICE OFFICER, LOUIS Virginia Ann VALENTINE. (Denied) Moved by Councilman Fry, seconded by Councilman Moses and Appvl Auction unanimously carried to waive further reading. E. Strathkoetter to waive Section 8.32.010 with re: lost & regard to found property until Chief of Police prepares found property report regarding volume of lost and found property, kinds of property, disposition of same and possible costs incurred if State Law would be adopted in lieu of City's Ordinance on property of this nature. Moved by Councilman Decker, seconded by Councilman.Cruz Block Party and unanimously carried to deny request of Mr. Teddy Kleca, 700 blk to rope off areas between 714 and 778 Virginia Ann Drive Virginia Ann for a block party on the 4th of July, 1980. (Denied) Moved by Councilman Fry, seconded by Councilman Cruz and Appvl Auction unanimously'carried to approve request of David Weisz Co., Sale-Comm.Homes for auction sale on June 23, 1980, at Commander Homes, 120 North Aspan Street. Moved by Councilman Decker, seconded by Councilman Fry and Claim vs City unanimously carried to deny claim of Nikki Ruiz for alleged Nikki Ruiz injuries sustained when falling over cone in crosswalk at Gladstone and Azusa Avenue, on April 23, 1980. Foothill Blvd. (CUP Case No. C-235 - Bobby -R. Lomax). No action taken by Council. Notice was given that Planning Commission by Resolution No. 1660 conditionally approved Tentative Tract Map No.38473, located at 1130 E. Alosta Avenue (Lewis Development Co.). No action taken by Council. Councilman Fry offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING ELECTRICAL RATE SCHEDULES GOVERNING THE SALE OF ELECTRIC ENERGY DISTRIBUTED AND FOR SERVICE SUPPLIED BY THE LIGHT AND POWER DEPARTMENT OF THE CITY OF AZUSA AND AMENDING RESOLUTION NO. 3874. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to waive further reading. Moved -by Councilman Moses, seconded by Councilman Decker Appvl plans for and unanimously carried by roll call to approve plans for booster pump & booster station at Reservoir #5, and to waive formal waive bidding bidding procedures finding it impracticable, useless and uneconomical to follow such procedures and that the public welfare would be promoted by dispensing with same. Moved by Councilman Moses, seconded by Councilman Decker Traffic control and unanimously carried by roll call to approve speed speed zoning on zoning of San Gabriel Canyon Road to 40 mph, between the San Gab.Cyn.Rd. north city limits and the property line between the Moose Lodge and the Ghost Town, and to 35 mph, from the property line between the Moose Lodge and the Ghost Town to Sierra Madre Avenue, further that flashing beacon and sign be constructed and placed in the right of way at the property line between the Moose Lodge and the Ghost Town. Moved by Councilman Fry, seconded by Councilman Decker and Appvl appt. unanimously carried to approve appointment of Mr. Randall R. Phillips, Phillips as probationary police officer, effective July 7, Police Off. 1980. Matter of aiding the Veterans of Foreign Wars financially VFW Flags with purchase of Flags to be placed on Foothill Blvd., was deferred to Budget Session. Councilman Moses offered a resolution authorizing payment Res. #6916 of warrants by the City which the City Clerk read in full. Warrants RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE UNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Moses, seconded by Councilman Decker that resolution be adopted.
