Mayor Solem called the meeting'to order and led in the salute to the flag. Invocation was given by Reverend Robert Flagg of the Invocation _ First Presbyterian Church. ' Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of Ap vl.Min.of the July 7, 1980, regular meeting stand approved as 7/80 mtg. written. The Champion Azusa Pony League players and coaches were Azusa Pony presented to Council and congratulated for their achieve- League ments. Samuel "Dino" Baldon, newly appointed Firefighter was Intro.S.Baldon introduced to members of Council. Mr. Joe Torrez introduced youth and chaperones from our Zacatecas sister city Zacatecas to Council and each received a Youth Exchange gift from the Mayor and Council. Council adjourned to Community Redevelopment Agency at Adj. to CRA 7:55 P.me CRA reconvened as City Council at 9:35 P.m. Reconvened Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that zone change be approved from R -lb to R -3b and that City Attorney prepare the necessary Ordinance. Moved by Councilman Decker, seconded by Councilman Fry Appvl.to hang and carried by roll call to approve hanging of one 1 banner - banner across Foothill Blvd., announcing the Elks Chili Foothill Blvd. Cook -Off, from August 15th to September 1st, 1980. Elks Chili Councilman Cruz dissenting. Cook -Off The hour of 7:30 p.m. being the time set for a Public Pub.Hrg.re: Hearing on proposed zone change from R -lb to R -3c on Zone Change property located at 1290 N. San Gabriel Avenue, Zone Z-217 - Change Case No. Z-217 - Edward Seidner, the Mayor E. Seidner declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on July 32 1980, and affidavit of proof of posting said property on July 3, 1980. Moved by Councilman Fry that Hearing be continued until meeting of August 4, 1980, as petitioner was not present, died for lack of a second. Moved by Councilman Moses, seconded by Mayor Solem that Hearing be closed. Motion carried by the following vote of the Council: AYES: COUNCILMEN: Cruz, Moses, Solem NOES: COUNCILMEN: Decker, Fry ABSENT: COUNCILMEN: None Moved by Councilman Moses that zone change as recommended be approved, died for the lack of a second. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to authorize Crippen Ambulance Service, Inc., to provide the City, for fiscal year 1980-81, with ambulance service under the terms of the EAP Program. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to approve the Memorandum of Understanding of the IBEW Local 18, contingent upon formal approval by the union. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to Mrs. Tylene Warner, Senior Deartment, for a six week i9g0. approve maternity leave for Secretary in the Planning period beginning July 11, Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to accept resignation of Hugh Clark, effective July 28, 1980, however, request that his name be retained on the eligibility list for a period of one year was denied. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to approve appointment of Wayne Ketaily as Reserve Police Officer, effective July 22, 1980. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to authorize the transfer of $24,000.00 from the Water Fund to repair Well #3, and that formal bidding procedures be dispensed with under the Municipal Code finding it impracticable, use- less and uneconomical to follow such procedures and that public welfare would be promoted by dispensing with same. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call that City Attorney prepare necessary document repealing present City Ordi- nance with regard to lost and found property in order that City adopt State policy regarding same. Councilman Fry offered a Resolution authorizing payment of warrants by the City which the City Clerk read in full.
