Mayor Solem called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend Frank Ballester of the Invocation Good Shepherd Presbyterian Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of Ap vl.Min. the July 21, 1980, regular meeting stand approved as 71/80 mtg. written. Council adjourned to Community Redevelopment Agency at Adj. to CRA 7:35 p.m. CRA reconvened as City Council at 7:45 p.m. Reconvened Moved by Councilman Fry, seconded by Councilman Decker Soccer fields and carried by roll call that City Administrator prepare at Zacatecas complete report with total costs for construction of Park soccer fields at Zacatecas Park, also fee schedule for use of park by soccer players to possibly off -set costs of construction, and further an over-all plan for the use of the park. Councilman Cruz dissenting. Moved by Councilman Decker, seconded by Councilman Fry Northside Park and unanimously carried that City Administrator and Chief report on socc of Police prepare report with regard to use of Northside activities Park for soccer games with exact effects it has on the neighborhood as well as the park and look into appropriate- ness of using Northside Park for soccer games. It was consensus of Council that Councilman Moses as Asphalt under. Liaison Officer to the Parks and Recreation Department, park amusements investigate reasoning for placing asphalt under swings and other childrens amusements rather than dirt or sand. Moved by Councilman Cruz, seconded by Councilman Moses Dirt for that $15,000.00 be allocated to import dirt for Zacatecas Zacatecas Pk. Park failed by the following vote of the Council: AYES: COUNCILMEN: Cruz, Moses NOES: COUNCILMEN: Decker, Fry, Solem ABSENT: COUNCILMEN: None Councilman Fry requested that Director of Public Works Cal Tech prpty. contact Cal -Tech and advise them to clean up their property from weeds and debris. Moved by Councilman Fry, seconded by Councilman Decker L.A.Co.Fair to and unanimously carried to approve request of Los Angeles hang banner County Fair to hang banner across Foothill Blvd., anneg.Fair date announcing Fair dates of September 26th through October 12th. Banner to hang from September 15th to the 12th of October, 1980. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that Mayor be authorized to execute Cooperation Agreement. No. 1667 conditionally approved a Variance to allow a cond.appvd.Var. lot having a width of 72.62' instead of the required 80' v-674-J.Botting and lot area of 15,410 square feet instead of the required 20,000 square feet in a residential Agriculture Zone (R -A) on property located at 285 E. Sierra Madre Ave. (Variance Case No. V-674 - John W. Botting). No action taken by Council. Notice was given that Planning Commission by Resolution P.C.Res.#1668 No. 1668 conditionally approved a Variance to allow a cond.appvd.Var one -car garage instead of the required two -car garage V-675-A.Rubio for a single family residence on property located at 1010 North McKeever Ave. (Variance Case No. V-675 - Anita Rubio). Moved by Councilman Fry, seconded by Councilman Moses Change of and unanimously carried to approve request for change of Complement complement in the Personnel Department by deleting one Personnel Senior Secretary position and replacing with one Dept. Secretary position. Notice was given that Planning Commission by Resolution P.C.Res.#1666 No'. 1666 conditionally approved a Variance to allow a cond.appvd.Var. sign other than a directory in an R -zone on property V-673-R.Hobbs located at 543 E. Arrow Hwy. (Variance Case No. V-673 - Roger C. Hobbs). No action taken by Council. Councilman Fry offered for first introductory reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA REZONING CERTAIN PREMISES (ZONE CHANGE CASE NO. Z-217 EDWARD SEIDNER). Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to waive further reading. Councilman Fry offered for first introductory reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA REPEALING CHAPTER 8.32 OF THE AZUSA MUNICIPAL CODE RELATING TO LOST OR STOLEN PROPERTY. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to waive further reading. Councilman Fry offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING ITS INTENTION TO BE GOVERNED By THE PROVIS- IONS OF STATE LAW WITH RESPECT TO DISPOSITION OF FOUND OR SAVED PERSONAL PROPERTY. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to waive further reading. Moved by Councilman Fry, seconded by Councilman Decker that Resolution be adopted. Moved by Councilman Fry, seconded by Councilman Decker Appvl.stop sign and unanimously carried to approve creation of stop 12th -Vernon; intersections on 12th Street at Vernon Avenue, 13th 13th & Vernon; Street at Vernon Avenue and Duggan Avenue at Gladstone Duggan at Glad - St, and to direct the City Attorney to prepare the necessary stone resolution. Moved by Councilman Fry, seconded by Councilman Moses Resign.M.I. and unanimously carried to accept resignation of Mrs. Guzman, Mary Inez Guzman, Senior Secretary in the Personnel Personnel Department, effective August 8, 1980, with regret, Dept. further that she be presented with a Plaque for her years of service to the City. Moved by Councilman Decker, seconded by Councilman Moses Aiding VFW and unanimously carried that City Administrator contact with Flags the Veterans of Foreign Wars and acknowledge City's support in aiding them with maintenance of Flags that are displayed on Foothill Blvd. Mr. Ramon Lopez, representative of the American Legion Invitation invited members of Council and community to -attend the to attend Youth Football Kick-off night to be held at the American Youth Football Legion Hall, on August 7, 1980, at 7:00 p.m. Mr. Roman Kick-off Gabriel will be guest speaker. Moved by Councilman Decker, seconded by Councilman Moses Rental Policy and unanimously carried to approve rental policy for the re: Woman's Azusa Woman's Club, restricting it to local individuals Club and groups, as follows: Type of Use Rental Fee Cleanup Deposit LOCAL GROUP Meeting Cost of Utilities and Custodian as Needed None Fundraising $25.00 per hour $300.00 Activity LOCAL INDIVIDUAL $50.00 per hour $300.00 Moved by Councilman Fry, seconded by Councilman Moses Appvl.appt. and unanimously carried to approve appointment of Mrs. Agnes Flor, Agnes Flor as Senior Accountant, effective August 5, Sr.Accountant 1980. Moved by Councilman Fry, seconded by Councilman Moses Appvl.Tuition and unanimously carried to approve tuition reimbursement reimbusement- of $30.30 to Joseph Cvetezar, Welder's Helper, for J.Cvetezar successful completion of job related course. Moved by Councilman Fry, seconded by Councilman Moses Appvl.purchase and unanimously carried by roll call to authorize the of FMC street purchase of an FMC Model 12 Diesel powered street sweeper sweeper and to dispense with bidding procedures under the Municipal Code, finding it impracticable, useless and uneconomical tc follow such procedures and that public welfare would be promoted by dispensing with same.
