Mayor Pro -Tem called the meeting to order and led in the salute to the Flag. Invocation was.given by Reverend Elmer Nelson of the Foursquare Gospel Church. I Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses Absent at Roll Call : Councilmen: Solem Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to excuse Mayor Solem from the meeting. /409 15, 1980 :7:30 p.m. Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, Deputy City Clerk Lara Call to Order Invocation Roll Call Mayor Solem excused Moved by Councilman Fry, seconded by Councilman Cruz Ap vl.Min. and unanimously carried to approve Minutes of September 2, 9/80 mtg. 1980 regular meeting. Moved by Councilman Moses, seconded by Councilman Cruz Ratification and unanimously carried by roll call to ratify approval sale of of sale of 1974 Matador vehicle to Mr. Charles Connelly Matador in the amount of $463.31 as recommended by the Finance Officer. City Administrator introduced new employees, Mrs. Linda Intro.L.Rocha Rocha, Secretary in the Planning Department and Mrs. &.D.Wallace, Dorothy Wallace, Secretary in the Personnel Department new employee$ to Council. Moved by Councilman Fry, seconded by Councilman Moses Adj.to CRA and unanimously carried to adjourn Council meeting to - Community Redevelopment Agency.. CRA reconvened as City Council at 7:41 p.m. Reconvened The hour of 7:30 p.m. being the time set for Public Pub.Hrg. re: Hearing regarding the 1981-82 application for Housing 1981-82 app. and Community Development Funds, Mayor Pro -Tem declared for Hsng.& the Hearing open. Comm.Dev. Deputy City Clerk read affidavit of proof of publication (Continued to of Notice of said Hearing, published in the Azusa Herald 30/6/80 mtg.) on August 28, 1980. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to close the Hearing. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to re -open the Hearing. ' Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to continue Public Hearing to meeting of October 6th, 1980, for further input from the public. Councilman Fry offered a Resolution entitled: Res. #6938 re: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Joint Powers Agmt.So.Ca. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call to approve exendi- ture in the amount of $275.00 for purchase of a sweepstakes trophy for the Azusa High School Marching Band's Annual Field Tournament to be held at Citrus Stadium on October 14, 1980. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses NOES: COUNCILMEN: None ABSENT: COUNCILMEN: Solem Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that City Administrator prepare study with regard to waiving all fees and clean up deposits for dances for non-profit organizations within the City, with financial effect it would have upon the City. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that dance permit fees and clean-up deposit fees be waived for the St. Frances of ' Rome, Guadalupe Society 16th of September Fiesta dance. Councilman Moses offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION N0. 6918 RELATING TO THE TABLE OF ORGANIZATION AND COMPENSATION IN THE PERSONNEL DEPART- MENT AND THE PLANNING DEPARTMENT. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to waive further reading. Moved by Councilman Moses, seconded by Councilman Cruz that Resolution be adopted. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried that claims vs City for alleged food spoilage caused by power outage on July 11, 1980, by Mrs. Harvetta Major in the amount of $12.56 and by Mr. Daniel Bernica, in the amount of $27.00 be continued to next regularly scheduled Council meeting. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that claims vs City for alleged food spoilage caused by power outage on August 9, 19800 by Mrs. Roberta Baca in the amount of $122.35 and by Mr. James Short in the amount of $63.89 be continued to next regularly scheduled Council meeting. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried by roll call that salary range for Water Maintenance Leadworker be revised to Range 124.2, and that salary increase be retroactive to incumbent John Padilla, further that City Administrator review classification ranges for positions that are in need of adjustment and report to Council. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried by roll call to accept the construction of Project No. 602, Replacement of Water Lines along Motor Avenue, Peckham Road, Gladstone Street, and First Street in the amount of $194,457.01, and that City Clerk be authorized to record the Notice of Comple- tion. Councilman Moses offered a Resolution authorizing payment of warrants by the City which the Deputy City Clerk read in full.
