Mayor Solem called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend Elmer Nelson of the Invocation Foursquare Gospel Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis Councilman Moses presented a plaque to Mr. Luis Miranda Plaque to Luis for his services to the senior citizens of the City. Miranda There being no additions or corrections, the Minutes of Ap vl.Min.of the September 15, 1980 regular meeting stand approved 95/80 mtg. as written. Assistant City Librarian Elsie Vandale presented Miss Intro.new empl. Helen Boring, newly appointed Library Clerk I to members Helen Boring of Council. Moved by Councilman Fry, seconded by Councilman Decker Mr. Richard Hernandez of the San Gabriel Valley Human Plaque to Cncl. Relations Committee presented a plaque to the Council in frm S.G.V.Human prepare and file the required applications with Los recognition of the Azusa Golder, Days celebration. Relations Comm. Council adjourned to Community Redevelopment Agency at Adj. to CRA office on Thursday, September 25, 1980, 10:00 a.m., for 7:38 p.m. the replacement of two remote nondensing air condition- ' CRA reconvened as City Council at 7:50 p.m. Reconvened The hour of 7;30 p.m. being the time set for Continued Cont.Pub.Hrg.re: Public HEaring regarding 1981-82 application for Comm.DAv.Funds on September 11th and 18th, 1980. There were no bids Housing and Community Development Funds, the Mayor 1981-82 declared the Hearing re -opened. and unanimously carried that Purchasing Agent be Moved by Councilman Fry, seconded by Councilman Decker authorized to negotiate for the replacement of the two and unanimously carried to close the Hearing. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to adopt the 1981- 82 recommended budget and to direct Urban Futures to prepare and file the required applications with Los Angeles County and HUD. The City Clerk announced that bids were opened in his Bid Opening office on Thursday, September 25, 1980, 10:00 a.m., for Proj.#611 - the replacement of two remote nondensing air condition- air cond.units ing units at the Police Depaztment, Project No. 611. at P.D.-Formal bidding waived City Clerk read affidavit of proof of publication of Notice Inviting Bids, published in the Azusa Herald on September 11th and 18th, 1980. There were no bids received. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that Purchasing Agent be authorized to negotiate for the replacement of the two ten ton air conditioning units at the Police Station, dispensing with formal bidding procedures, finding it impracticable, useless and uneconomical to follow such procedures and that public welfare would be promoted by dispensing with same. The City Clerk announced that bids were opened in b4s Bid Opening office on Thursday, October 2, 1980, at 10:00 a.m. for Staff Offices the construction of staff offices at Memorial Park, @Memorial Pk. Project No. 603. Moved by Councilman Decker, seconded by Councilman Fry Claims vs and carried by roll call to deny claims in accordance City -Major with recommendation of City's insurance carrier, for & Bernica alleged food spoilage caused by power outage on July 11, 1980, by Mrs. Harvetta Major in the amount of $12.56 and Mr. Daniel Bernica in the amount of $27.00. Councilman Moses dissenting. Moved by Councilman Decker, seconded by Councilman Fry Claims vs and carried by roll call to deny claims in accordance City -Baca with recommendation of City's insurance carrier, for & Short alleged food spoilage caused by power outage on August 9, by Mrs. Roberta Baca in the amount of $122.35 and '1980, Mr. James Short, in the amount of $63.89. Councilman Moses dissenting. Moved by Councilman Decker, seconded by Councilman Fry Comm.Atty. and unanimously carried to receive and file communica- H.S.Barbosa tion from Mr. Henry S. Barbosa of Ochoa, Holderness, re:refuse Barbosa and Crook regarding exclusive refuse contract, contract with Western Disposal Company. Western Disp. Moved by Councilman Moses, seconded by Councilman Cruz Handicapped and unanimously carried that City Administrator contact count in Mr. Carlos Engle to determine methods for establishing City a handicapped count for the City of Azusa, if al all possible.
