Mayor Solem called the meeting to order and led in Call to Order the salute to the Flag. Invocation was given by Reverend John Herring of the Invocation Assembly of God Church. I Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Min. the October 6, 1980 regular meeting stand approved as 10/6/80 mtg. written. Council adjourned to Community Redevelopment Agency at Adj.to CRA 7:33 p.m. CRA reconvened as City Council at 8:18 p.m. Reconvened Moved by Councilman Fry, seconded by Councilman Decker Claim vs City, and unanimously carried by roll call to deny claim vs Bernard Uribe City by Bernard Uribe for alleged damages to his vehicle by Azusa Police vehicle occurring on June 25, 1980. Moved by Councilman Fry, seconded by Councilman Decker ABC Notice and unanimously carried to receive and file ABC Notice 251-53 E. for off sale -general- person to person transfer from Abdel& Gladstone St. ' Jamileh Tannourji to Loretta J. and Rudolph L. Yuhas, for (Beverage premises located at 251-53 E. Gladstone St. (The Beverage Shop) Shop). Moved by Councilman Fry, seconded by Councilman Decker ABC Notice and unanimously carried to receive and file ABC Notice 503 N. Azusa for off sale -beer and wine, new license, Rungrueng and (Top Market) Somchai Vissessmith for premises located at 503 N. Azusa Avenue (Top Market). Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to receive and file claim vs City by John Spaid for alleged damage to vehicle tire when driving through pot hole at Rockvale and Alosta on May 20, 1980. (Insurance Carrier advised that claim was paid in the amount of $54.27.) Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to receive and file claim vs City by Joseph Delgado for alleged damage to nis bicycle by Azusa Police vehicle on August 17, 1980. No action taken by Council. Notice was given that Planning Commission by Resolution P.C.Res.#1680 No. 1680 approved a Variance permitting a floor area of appppvd.Var.V- 818 sq. ft., instead of the required 850 sq. ft., for the 6t4 -Padilla ' rear unit of a duplex (Variance Case No. V-684 - Leo Padilla). No action taken by Council. Notice was given that Planning Commission by Resolution P.C.Res.#1681 No. 1681 conditionally approved a Variance to allow an cond.appvd.Var. overheight fence of 5 ft. instead of the permitted 316" V-685-Pulido within a required front yard setback (Variance Case No. V-685 - Salvador Pulido). No action taken by Council. Notice was further given that Planning Commission by P.C.Res.#1682 Resolution No. 1682 denied a Variance waiving the two- denied Var.V- car garage requirement on property located at 334 N. 683-Brizuela Coney Ave. (Variance Case No. V-683 - Delia Brizuela). Records Supervisor at the California Law Enforcement mtg.J.Shishido Warrant Officer -Association meeting at Pasadena, on November 6th and 7th, 1980. Moved by Councilman Fry, seconded by Councilman Decker Resign.R. and unanimously carried to accept resignation of Rodolfo Torres,Res. Torres, Reserve Police Officer, effective September 30, Pol.Officer 1980. Moved by Councilman Moses, seconded by Councilman Fry Aband.portion and unanimously carried to support action of the Depart- of Rte -39 at ment of Transportation in the abandoning of a portion Sierra Madre of superseded highway along Route 39 at Sierra Madre Avenue. Moved by Councilman Decker, seconded by Councilman Moses Appvl.trafflc and unanimously carried to approve in-depth study of studies by ' Azusa's traffic safety program by a two person enforcement University of and engineering team from the Institute of Transportation Calif.,Inst.of Studies, University of California, Berkely, at no cost Transportation to the City. Moved by Councilman Cruz, seconded by Councilman Moses Appvl.informal and unanimously carried that following materials be bids for obs. disposed of by informal bidding procedures and that notice propty. of said bids be published in newspaper: One 1957 SCHRAM Self-propelled air compressor. Nine Rensselaer fire hydrants, with Bury, dry barrel, 2 - 2-1/2" outlets. Two Rensselaer steamer hydrants, with Bury, 2 - 2-1/2" and 1 - 4" outlets. Councilman Decker offered a resolution authorizing pay- Res. #6944 ment of certain claims and demands by the City, which Warrants the City Clerk read in full. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, Moved by Councilman Decker, seconded by Councilman Moses that Resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Councilman Decker requested that report from Chief of Rpt.re: Police be prepared for Council meeting of November 3, incident 1980, regarding incident occurring during Golden Days occrd.at ' activities involving City employee and police officer. Moved by Councilman Fry, seconded by Councilman Decker Recessed to and unanimously carried to recess to Executive Session Exec.Session with Chief of Police to discuss police matter. Recessed at 8:45 p.m. Moved by Councilman Decker, seconded by Councilman Fry Atty.for Pol. and carried by roll call that Attorney for Azusa Police Relief Assoc. Relief Association not be allowed to address Council if not allowed his topic of conversation dealt with employee benefits to address which is inappropriate discussion at a Council meeting, or Council safety factors; Councilman Cruz dissenting. City Council reconvened at 8:55 p.m. Reconvened Mayor adivsed Attorney for Azusa Police Relief Association that in Council's opinion, safety elements of Police personnel and citizens was NOT thoroughly discussed by him with Chief of Police.
