Mayor Solem called the meeting to order and led in Call to Order the salute to the Flag. Invocation was given by Director of Community Services Invocation Joe Guarrera, as Reverend Richard Addison was not in attendance. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Acting Director of Public Works Diaz, Superin- tendent of Light & Power Gerharz, Plan- ning Director Fitzsimmons, Fire Chief Littlefield, Chief of Police Elkins, Director of Community Services Guarrera, Assistant City Librarian Vandale, Personnel Clerk Filer and City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Min.of the November 3, 1980 regular meeting stand approved as 11/3/80 mtg. written. City Administrator introduced Mr. Christopher Fairclough, Intro.to Cncl. new employee in the Public Works Department to Council. C.Fairclough City Administrator introduced the following newly appointed Intro.to Cncl. police officers to the Council:Jimmie Holland, David Jones, 9 Police Alan Anderson, Michael Gurbada, Hobart Gray, Stephen Brown, Officers ' Anthony Bertagna, Robert Ferguson and John Momot. All new city employees were welcomed to the City by Mayor Solem. Council adjourned to Community Redevelopment Agency at Adj.to CRA 7:38 p.m. CRA reconvened as City Council at 7:43 p.m. Reconvened The hour of 7:30 p.m. being the time set for Public Hear- Pub.Hrg.Zone ing on a proposed change of zone from C-2 to R3a on Change Z-218 premises located at 648 S. Azusa Avenue, Zone Change Case B.Cottle - No. Z-218 - Barry Cottle, Century American Corporation, Century the Mayor declared the Hearing open. American Corp. City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on November 5, 1980 and affidavit of proof of posting said property on November 7, 1980. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to close the Hearing. ' Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to approve change of zone from C2 to R3a on premises located at 648 S. Azusa Avenue, Zone Change Case No. Z-218; further, direct- ing City Attorney to prepare necessary Ordinance. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to refer matter of recordation of private street - Running Drive - on Parcel Map No. 1993 to meeting of December 1, 1980, and that City Clerk and Engineering staff research and present to Council actual prior action taken by Council on naming of private street. Councilman Decker offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA FINDING AND DETERMINING THAT A CERTAIN CITY EMPLOYEE IS NOT INCAPACITATED FOR THE PERFORMANCE OF DUTIES AND SHOULD NOT BE RETIRED FOR DISABILITY. With regard to commercial leveraged loan program in the Comm.Loan City, it was consensus of Council that Finance Officer Prgm.cont. recontact Security Bank and request reasoning for $15,000.00 to 12/1/80 maximum on commercial loans and possibly negotiate for mtg. raising that figure; further that some assurance be given with regard to duration of the 15% interest factor. Engineering Assistant be permitted to carry-over 112 R.Montgomery vacation hours to calendar year 1981. Moved by Councilman Fry, seconded by Councilman Moses Appvl.carry- and unanimously carried that Ms. Paula Filer, Personnel over of vac. Clerk, be permitted to carry-over 45 vacation hours to P. Filer calendar year 1981. City Administrator advised that sealed bids were opened Bids -Surplus in the City Clerk's office on November 14, 1980 at 10:00 Property AM for excess/obsolete materials in the Water Department. (Norac Co.) He also apprised Council that notice of same was duly published in the Azusa Herald. Moved by Councilman Fry, seconded by Councilman Decker Resignation and unanimously carried to accept resignation of Mr. M. Avalos Michael Avalos, Maintenance Worker I, in the Public Works Department, effective November 14, 1980. Notice was given by the Director of Community Services that Fee for rental the Park and Recreation Commission updated the Santa suit of "Santa" use policy for community groups from $5.00 to $10.00; i.e., suit $10.00 $25.00 deposit with $10.00 retention fee. No action taken by Council. City Administrator apprised Council that Annual Christmas Xmas tree Tree Lighting Ceremony would take place at City Hall lighting at Courtyard, Monday, December 1, 1980s 6:30 p.m., prior to 12/1/80 mtg. regular Council meeting. Mayor Solem advised Director of Community Services that the V.F.W. was interested in sponsoring a Christmas party for Senior Citizens and that Senior Citizen Project Director should contact that organization. Councilman Decker offered a resolution authorizing payment of warrants by the City which the City Clerk read in full. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Decker, seconded by Councilman Fry that Resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Councilman Cruz requested that the Fire Department survey areas in Azusa, especially the hillsides, for possible weed abatement in order to prevent fire hazards. Moved by Councilman Moses, seconded by Mayor Solem that custodial fees of $15.00 per hour for auditorium and conference room useage be waived for all Cit non-profit, charitable organizations (excluding churches failed by the following vote of the Council: AYES: COUNCILMEN: Moses, Solem NOES: COUNCILMEN: Decker, Fry, Cruz ABSENT: COUNCILMEN: None Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to adjourn.
