The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the
salute to the Flag.
Invocation was given by Reverend Bruce Redner of the
Foursquare Gospel Church.
Mayor Solem presented a resolution/plaque to Battalion
Chief Clarence "Cass" Schad for his services to the
City, said resolution was read in full by City Adminis-
trator.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Moses, Solem
Also Present: City Attorney Newton, City Administrator

At the request of Councilman Moses the Minutes of the
regular meeting of December 21, 191, were amended to
read "many" complaints rather than "several" complaints,
as listed on Page 6, paragraph 5, line 5. The minutes
were then approved as corrected.
Mr. Salvador Velasquez of the East San Gabriel Valley
'Consortium, addressed Council regarding the senior
citizen transportation program. Complaints had been
received with regard to the service. All future com-
plaints are to be referred to the Consortium Staff.
City Council adjourned to Community Redevelopment Agency
at 7:56 p.m.
City Council reconvened at 8:10 p.m.
The hour of 7:30 p.m, being the time set for Continued
Public Hearing on sub -standard building at 171 N. Dalton
Avenue, Dednicia G. Lechuga, the Mayor declared the
Hearing re -opened.
Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried to continue Public Hearing for
a period of six months to allow owner of building ample
time for rehabilitation of the structure.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file report from
City Clerk with regard to canvass of signatures for the
Initiative Petition for contracting with Los Angeles
County for Fire protection services.
City Council recessed to Executive Session at 8:13 p.m.
City Council reconvened at 8:40 p.m.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried that Initiative Petition not be
placed on the ballot for the April 13th election based
on the City Attorney's Opinion, which Opinion, City
Attorney read aloud, for the benefit of the audience;
the gist of which stated that Initiative Petition, as sub-
mitted, would be invalid if placed on the ballot.

that matter of consolidating with the Los Angeles
County Fire Protection District be placed on the ballot
as an Advisory Measure, i.e., advisory to the Council for
consideration only, not mandatory. Motion carried by the

Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried that a resolution be prepared
commending Zack Padilla, National Amateur Junior Welter-
weight boxing champion and Paul Banke, Southern Califor-
nia Amateur Fleaweight boxing champion.
It was consensus of Council that City Administrator
review complement in the Community Services Department
and the Public Works Department with regard to need for
additional personnel.
' It was consensus of Council that Director of Public
Works and Director of Community Development/Planning
review work load carried by Secretary Linda Rocha
during the absence of a Planning Director, in order that
she receive some commendation for her efforts.

and unanimously carried that City Administrator and
Chief of Police prepare a report with regard to a
Crime Prevention Program.
