CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JANUARY 5, 1981 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to Order
salute to the Flag.
Invocation was given by Reverend Elmer Nelson of the Invocation
Foursquare Gospel Church.

There being no corrections or additions, the Minutes of Appvl.Min.of
the December 15, 1980 regular meeting stand approved as 12/15/80 mtg.
written.
Mayor Solem presented Resolution/Plaque, which the City Res./Plaque to
Administrator read in full, to retired Fire Captain Harold Hubert
Harold L. Hubert, for his services to the City.
Council adjourned to Community Redevelopment Agency at Adj.to CRA
7:43 p.m.
CRA reconvened as City Council at 8:34 p.m. Reconvened

and unanimously carii ed by roll call, that based on structure Hong.
action taken by Community Redevelopment Agency re: Senior & Comm.Dev.Prgm.
Citizen Housing Facility, that staff be directed to
restructure the Housing and Community Development Program.
Moved by Councilman Cruz, seconded by Councilman Decker
that information regarding proposed revocation of
business license, Websters Refuse Disposal be received
and filed, and that no action be taken passed by the
following vote of the Council:

NOES: COUNCILMEN: Fry, Moses
ABSENT: COUNCILMEN: None
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to deny claims vs City by Mary
Rojas, Phillip Pardo and Patricia Rose Pardo, for
alleged assault and battery by Police Officers, when
arrested on April 13, 1980.
Councilman Fry offered a resolution entitled:
'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REQUESTING AN ESTIMATE OF THE ASSESSED VALUATION OF
PROPERTY WITHIN THE CITY.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to waive further reading.
Moved by Councilman Fry, seconded by Councilman Decker
that resolution be adopted. Resolution passed and
adopted by the following vote of the Council:

Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried that City Council's policy
regarding house number painting on curbs, within the
City, be limited to locally recognized youth groups
only.
Notice was given that Planning Commission by Resolution
No. 1703 denied a variance to allow garages without the
Irequired doors and/or elimination of the required parking
spaces on the property located at 805 South Cerritos
Avenue. (Variance Case No. V-693 - Bruce Steinbaum)

and unanimously carried to receive and file Fuel Cost
Adjustment for the month of January, 1981.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried that Police Sergeant Robert
Termath be authorized to attend Traffic Program Manage-
ment Institute, held at California State Polytechnic
University, Pomona, from January 25th through the 31st,
1981.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to approve probationary appoint-
ment of John Broderick as police sergeant, effective
January 6, 1981.
' Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried to approve lateral appointment
of Carlton Hoffpauir, as probationary police officer,,,
effective January 6, 1981.
Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried to authorize the Director of
Public Works to paint an additional crosswalk across
Gladstone Street west of Donna Beth Avenue.

CALIFORNIA PARKLANDS ACT OF 1980.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to waive further reading.

and unanimously carried to waive the $1.00 bicycle
licensing fee issued during the period of January 5-31,
1981.

and unanimously carried to approve lateral appointment
of Kenneth Lane, as probationary police officer,
effective January 70 1981.
Councilman Cruz requested that City Clerk investigate
methods of displaying motions, i.e., first and second
on actions, to be visible on voting machine.
Councilman Decker offered a resolution authorizing
payment of certain claims and demands by the City, which
the City Clerk read in full.

18th of January, in conjunction with appreciation of
Council for the American Flags flying in the City since
hostages were taken in Iran.
