Mayor Solem called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Monsignor Robert Stein of St. Invocation Frances of Rome Church. Y.R.McVicar Council adjourned to Community Redevelopment Agency at Adj. to CRA 7:35 p.m. CRA reconvened as City Council at 7:53 p.m. Reconvened ' Moved by Councilman Decker, seconded by Councilman Fry Table prop. and unanimously carried that proposed resolution acknow- Res.re:Amendmt. ledging receipt of resolution of the CRA regarding #2 to CBD & Amendment No. Two to the redevelopment plan of the CBD, holding joint and directing the holding of a joint Public Hearing be Pub.Hrg. tabled to meeting of February 2, 1981. Moved by Councilman Decker, seconded by Councilman Fry Table prop. and unanimously carried to table proposed resolution Res.re:expan- calling for the expansion of the Project Area Committee sion of PAC (PAC) relative to Amendment No. Two of the redevelopment plan of the CBD to meeting of March 2, 1981. The hour of 7:30 p.m. being the time set for Public Hearing on appeal of denial of variance to allow an over - height fence of 6' instead of the permitted 3'6" high fence within a required front yard setback on property located at 280 E. Sierra Madre Avenue, Variance Case No. V-692 - Lucio D. Cruz, the Mayor declared the Hearing open. Councilman Cruz requested to be excused from proceedings and left the Council table. 'City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on December 31, 1980 and affidavit of proof of posting of said property on December 31, 1980. Moved by Councilman Fry, seconded by Councilman Decker and carried by roll call that Hearing be continued to meeting of February 2, 1981, in order that Planning Com- mission return with recommendation, in view of new infor- mation being submitted with regard to said Variance; further, that concerns of surrounding residents be investigated. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to waive further reading. Councilman Fry offered a resolution entitled: Res.#6962 re: fees for bldg. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA permits FIXING AND ESTABLISHING FEES TO BE CHARGED FOR THE (eff-3/4/81) ISSUANCE OF PERMITS FOR BUILDING(INCLUDING GRADING, PLUMBING, ELECTRICAL AND MECHANICAL INSTALLATIONS WITHIN THE CITY. Moved by Councilman Decker, seconded by Councilman Fry Swimming Pool and unanimously carried that City Administrator advise Study refrd. the Parks and Recreation Commission of Council's feelings to Pks & Rec. regarding swimming pool study, particularly, that the Commission free swimming period be enlarged. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried that City Administrator investi- gate feasibility of solar heating for swimming pool in order to expand the swimming hours. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried by roll call to accept notice of contract terminatirn from ARA Food Services for Senior Citizen lunches, effective February 27, 1981; further, that formal bidding be waived under the Municipal Code, finding it impracticable, useless or uneconomical in such instance to follow such procedures and that the public welfare would be promoted by dispensing with same and that Cabaret Caterer's proposal to provide meals at $2.25 per meal be accepted and that Performance Bond not be required due to demonstrated stablility and ability of the firm to carry out the terms of their contracts. Moved by Councilman Fry, seconded by Councilman Decker and carried by roll call that the County of Los Angeles, Department of Community Development be advised that Council's choice for proposed development of excess flood control property at Gladstone and Azusa Avenue would be Option #2, that is: Condominium Development: assisting in making the units available to low income purchasers by financing the land and attempting to find low cost financing for the purchasers. Councilman Cruz dissenting. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call to authorize the attendance of five Parks and Recreation Commission members, Director of Community Services and Recreation Superintendent, at the 33rd Annual California and Pacific Southwest Park and Recreation Conference in San Diego, from March 6-9, 1981. ' Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that Captain William Franklin be authorized to attend the California Conference of Arson Investigators Annual Workshop, January 22-23, 1981 in Santa Barbara. ` Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to accept resignation with regret of Charles Ray Hardy, Jr., Park Maintenance Man II, effective January 16, 1981; further,, that a resolu- tion and plaque be prepared for presentation at a later date. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call that formal bidding procedures be waived under the Municipal Code for the repairs needed for the snorkel in the Fire Department, finding it impracticable, useless or uneconom- ical in such instance to follow such procedures and the public welfare would be promoted by dispensing with same and that the Truck Hydraulic Equipment Company, Inc.,be authorized to perform the necessary repairs in the amount of $9,798.42. Moved by Councilman Moses, seconded by Councilman Decker and carried by roll call that new water rates as sub- mitted by the Director of Public Works copy of which is on file in the Office of the City Clerk be adopted and that the City Attorney be authorized to prepare the necessary resolution. Councilman Cruz dissenting. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to receive and file report from Director of Public Works and Chief of Police with regard to recommendations for various requests of the Foothill Gardens Owners, Inc. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried that City Administrator be directed to respond to owners of Foothill Gardens advising them the steps that are being taken to solve some of their areas of concern. Communication was received from the Director of Community Services inviting members of Council to Annual City -Wide Bicycle Rodeo, to be held at Memorial Park on Saturday, January 24, 1981, at 10:00 a.m. Moved by Councilman Decker, seconded by Councilman and unanimously carried to approve the appointment Mr. Rudy Martinez and Mr. Jeffrey Hicks, as Reserve Police Officers, effective January 20, 1981.
