Lake Ave., Pasadena and Feeding Systems, of Huntington Beach. Of the two bids received, Cabaret Caterers was the only bid with a bond and correct paper work, with bid of $2.22 per meal. Moved by Ccivacilman Moses, seconded by Councilman Cruz and unanimously carried that contract be awarded to Cabaret Caterers for $2.22 per meal, authorize the City Administrator to execute the contract and that the City Clerk's Office notify the unsuccessful bidder. The City Clerk announced that bids were opened in his Bid Opening office on Thursday, May 14. 1981, at 10;00 a.m. for the Construction construction of an 11" x 11V CMP .Storm Drain with catch of Storm basin and appvxtenances in Foothill Blvd., west of Drain,Proj. Mr. Leon Bryant addressed Council for the purposes of Leon Bryant commending the Council in its stand against the surcharge addsd.Cncl. being imposed by the Los Angeles County Sanitation re:San.Dist. District, and also read communication that he forwarded surcharge to Supervisor Pete Schabarum. Councilman Moses offered urgency ordinance entitled: Ord.#2106 moratorium on AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, bldg.permits CALIFORNIA, DECLARING A MORATORIUM ON THE ISSUANCE OF in redevelop - ANY BUILDING PERMITS IN COMMERCIAL ZONES WITHIN THE ment area REDEVELOPMENT AREA OF THE CITY PENDING COMPLETION OF A STUDY BY THE PLANNING COMMISSION OF APPROPRIATE LAND USES WITHIN SAID ZONES WITHIN THE REDEVELOPMENT AREA; SAID ORDINANCE TO BE ADOPTED AS AN URGENCY ORDINANCE PURSUANT TO SECTION 65858 OF THE GOVERNMENT CODE. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call to waive further reading. Prior to adoption of said ordinance it was consensus of Council that a separate section be incorporated into the ordinance as follows: "Provided, however, any proposed development during the period of the moratorium can be submitted to the Planning Commission for review, and if the Planning Commission determines that the proposed development is consistent with the objectives of the Planning Commission and City Council relative to uses within the redevelopment area, that the Planning Commission can then approve such develop- ment with a right of appeal on denial by the Planning Commission to the City Council." Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to waive the $45.00 fee for use of said gas grills. Moved by Councilman Fry, seconded by Councilman Decker City Tress. and unanimously carried to receive and file City Financial Treasurer's Financial Statement showing a balance of Statement $7,243,883.39 as of April 30, 1981. Moved by Councilman Moses, seconded by Councilman Cruz Appel. and unanimously carried that Recreation Identification Recreation Card Policy as submitted by the Parks and Recreation ID card Commission be approved with initial charge for issuance policy of cards at .75¢ and replacements at a cost of $1.25. Further, that City Administrator advise Commission members of Council action. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
