The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in
the salute to the Flag.
Invocation was given by Reverend Frank Herber of the
Church of Jesus Christ of Latter Day Saints.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Moses, Solem
Also Present: City Attorney Newton, City Administrator

There being no additions or corrections, the Minutes of
the May 4, 1981 regular meeting stand approved as written
City Council adjourned to Community Redevelopment Agency
at 7:38 P.M.
CRA reconvened as City Council at 7:40 p.m.
The City Clerk announced that bids were opened in his
office on Thursday, May 14, 19813 10:00 a.m., for a
catered food service operation for senior citizens of
the Azusa community.
City Clerk read affidavit of proof of publication of
Notice Inviting Bids, published in the Azusa Herald on
April 29, 1981.
Bids were received from Cabaret Caterers, 1260 N. Lake
Ave., Pasadena and Feeding Systems, of Huntington Beach.
Of the two bids received, Cabaret Caterers was the only
bid with a, bond and correct paper work, with bid of
$2.22 per Beal.
Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried that contract be awarded to
Cabaret Caterers for $2.22 per meal, authorize the City
Administrator to execute the contract and that the City
Clerk's Office notify the unsuccessful bidder.

Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call that contract for
Project No. 622 be awarded to Holstrom Construction
Corporation in the amount of $11,897.00, further
instructing the City Clerk to return bidders' guarantees
to the unsuccessful bidders and authorize the Mayor and
City Clerk to execute the contract.
Mr. Leon Bryant addressed Council for the purposes of Leon Bryant
commending the Council in its stand against the surcharge addsd.Cncl.
being imposed by the Los Angeles County Sanitation re:San.Dist.
District, and also read communication that he forwarded surcharge
to Supervisor Pete Schabarum. No action taken by Council.

858 N. Azusa Ave., Suite "E", Supreme Sandwiches.
Moved by Councilman Moses , seconded by Councilman Cruz Appvl.Boxing
and unanimously carried to approve boxing show on the Show -Parish
13th of June, 1981, at the St. Frances of Rome Parish Hall
Hall, from 1:00 p.m. to 5:00 p.m.
Notice was given that Planning Commission by Resolution P.C.Res.#1742
No. 1742 conditionally approved a variance to allow a cond.appvd.
fence of 6' in height instead of the permitted 2'6" in Var.V-712 -
a required front yard setback and a rear yard setback Friedman Homes,
of 7' instead of the required 15' on the property Inc.
located at 820 N. Pasadena Ave. (Variance Case No. V -712 -
Friedman Homes, Inc.). No action taken by Council.
Notice was given that Planning Commission by Resolution P.C.Res.#1743
No. 1743 conditionally approved a variance to allow a cond.appvd.
reduced rear yard setback of 21' instead of the required Var.V-713 -
25' on the property located at 414 N. Durrell Ave. E.Moronez
(Variance Case No. V-713 - Edward A. Moronez). No
action taken by Council.
Notice was given that Planning Commission by Resolution P.C.Res.#1744
No. 1744 conditionally approved a Variance to allow an cond.appvd.
overheight fence in the required front yard setback on Var.V-711 -
the property located at 737 S. Donna Beth (Variance Case K.Marti
No. V-711 - Kurt Marti). No action taken by Council.
'Notice was also given that Planning Commission by
Resolution No. 1745 recommended a change of street name
from North Street to Optical Drive.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call that City Attorney
prepare necessary resolution changing NORTH Street to
OPTICAL DRIVE and NORTH/SOUTH Street to either AEROJET AVE.
STREET OR DRIVE, same to be determined by staff.
Notice was further given that Planning Commission by
Resolution No. 1746 recommended an amendment to the
Azusa Municipal Code relative to clothes cleaning
agencies. Public Hearing set before City Council on
June 1, 1981.

Notice was given that Planning Commission by Resolution
No. 1747 recommended an amendment to the Azusa Municipal
Code relative to the placement of mobile homes on
permanent foundations in certain R zones. Public
Hearing set before City Council on June 1, 1981.
Notice was given that Planning Commission by Resolution
No. 1748 declared its intention to initiate and initiating
amendment of Title 19 of the Azusa Municipal Code relat-
ing to the parking or storage of vehicles in front or
side yards on other than legally installed paved surfaces.
No action taken by Council.
Councilman Moses offered urgency ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DECLARING A MORATORIUM ON THE ISSUANCE OF
ANY BUILDING PERMITS IN COMMERCIAL ZONES WITHIN THE
REDEVELOPMENT AREA OF THE CITY PENDING COMPLETION OF
A STUDY BY THE PLANNING COMMISSION OF APPROPRIATE LAND
USES WITHIN SAID ZONES WITHIN THE REDEVELOPMENT AREA;
SAID ORDINANCE TO -BE ADOPTED AS AN URGENCY ORDINANCE
PURSUANT TO SECTION 65858 OF THE GOVERNMENT CODE.
Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried by roll call to waive further
reading.
Prior to adoption of said ordinance it was consensus of
Council that a separate section be incorporated into the
ordinance as follows:
"Provided, however, any proposed development during
the period of the moratorium can be submitted to
the Planning Commission for review, and if the
Planning Commission determines that the proposed
development is consistent with the objectives of
the Planning Commission and City Council relative
to uses within the redevelopment area, that the
Planning Commission can then approve such develop-
ment with a right of appeal on denial by the
Planning Commission to the City Council."

that Ordinance be adopted. Ordinance passed and adopted
by the following vote of the Council:

Item 9G of the Agenda was brought forward at this time Use of City's

and unanimously carried that Recreation Identification Recreation
Card Policy as submitted by the Parks and Recreation ID card
Commission be approved with initial charge for issuance policy
of cards at .75¢ and replacements at a cost of $1.25.
Further, that City Administrator advise Commission
members of Council action.

Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried to adjust salaries for part-
time pool staff as submitted by Director of Community
Services.
Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried by roll call that the adjusted
salary schedule for•part-time pool staff be in effect
for the whole season, with no raises received July 1,
1981.
Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried that Personnel Clerk be
authorized to attend an Equal Employment Opportunity
Seminar to be held May 29, 1981 at the LAX Hyatt House,
Los Angeles.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried that Councilman Moses also be
authorized to attend the Equal Employment Opportunity
Seminar.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried that other alternatives other
than Bill Bonds be explored for City's Loan Programs,
further methods by which the City's small loan program
could continue to be administered by the City Clerk's
Office.

Councilman Moses offered a resolution authorizing payment
of warrants by the City, which the City Clerk read in
full.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
Moved by Councilman Moses, seconded by Councilman
Fry that resolution be adopted. Resolution passed and
adopted by the following vote of the Council:
