CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 1, 1981 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to Orderr
salute to the Flag.
Invocation. was given by Father Coronel of the St. Frances Invocation
of Rome Church.
Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call
Moses, Solem
Also Present: City Attorney Neti+ton, Assistant City
Administrator Cooney, Director of Public
Works Wells, Planning Director Fitzsimmons,
Personnel Clerk Filer, Chief of Police Wood,
Captain Lara, Director of Community Services
Guarrera, Assistant City Librarian Vandale,
Superintendent of Light and Power Gerharz,
Fire Chief Littlefield, City Clerk Solis
There being no additions or corrections, the Minutes of Appvl.Min.of
the May 183 1981 regular meeting stand approved as written. 5/18/81 mtg.
Mayor Solem introduced Chief of Police Wood to the audience Intro.COP
and welcomed him to the City.
City Council adjourned to Community Redevelopment Agency Adj. to CRA
at 7:37 P.M.
CRA reconvened as City Council at 7:38 p.m. Reconvened
The hour of 7:30 p.m. being the time set for a Public Pub.Hrg.re:
Hearing on appeal by Council's own action of Conditional Use.0-256 Conrock
Permit, C-256, Conrock Company, allowing concrete products
manufacturing in an M2 zone located at 791 Todd Avenue, the (Cont.to
Mayor declared the Hearing open. 7/7/81)
City Clerk read affidavit of proof of publication of Notice
of said Public Hearing, published in the Azusa Herald on
May 13, 1981 and affidavit of proof of posting of said
property on May 15, 1981.
Councilman. Fry advised that he would be abstaining from Councilman Fry
participating in the Public Hearing. abstaining
Moved by Councilman Decker, seconded by Councilman Moses
and carried byy roll call that Public Hearing be continued
to July 72 19�?1 in order that an opinion be secured from
the Fair Political Practices Commission with regard to
possible Cinflict of Interest involved. Councilman Cruz
dissenting, Councilman Fry abstaining.
Moved by Councilman Cruz,'seconded by Councilman Moses Re -open Hrg.
that Hearing be re -opened, failed by the following vote of (failed)
the Council:

Hearing on proposed amendment to the Azusa Municipal Code clothes cing.
relating to uses permitted in the C2,C3, M1 and M2 zones agencies
within the City, more specifically, clothes cleaning
agencies, the Mayor declared the Hearing open.
City Clerk read affidavit of proof of publication of Notice
of said Hearing, published in the Azusa Herald on May 20,
1981.

Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to close the Hearing.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call that recommendation
of Planning Commission with regard to clothes cleaning
agencies, Class IV or Class V closed systems in C2 and C3 zones
be approved and that City Attorney prepare Ordinance
amending the Municipal Code in this regard.

Hearing on proposed amendment to the Azusa Municipal Mobile Homes
Code relating to the placement of mobile homes on on permanent
permanent foundations in certain areas and/or zones within foundations
the City, the Mayor declared the Hearing open.
City Clerk read affidavit of proof of publication of
Notice of said Hearing, published in the Azusa Herald
on May 20, 1981.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to close the Hearing.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call that recommendations
of Planning Commission with regard to the placement of
mobile homes on permanent foundations with specific
stipulations as submitted, -be approved and that City
Attorney be authorized to prepare the Ordinance amending
the Municipal Code.
Councilman Decker offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPOINTING A CITY OF AZUSA MEMBER AND ALTERNATE TO THE
CITY SELECTION COMMITTEE FOR THE SOUTHERN CALIFORNIA
RAPID TRANSIT DISTRICT.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to waive further reading.
Moved by Councilman Decker, seconded by Councilman Moses
that resolution be adopted. Resolution passed and
adopted by the following vote of the Council:

NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: None
Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried by roll call that claim vs City
by Russell Frank Purkey for alleged stolen bicycle
parked in Staff Offices at 320 N. Orange, on March 24,
1981, be approved.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to receive and file ABC Notice
for off sale, beer and wine, person to person transfer
from Joan A. and Raymond L. Schultz (The Southland
Corporation) to Arnold L. and Hazel L. Gilliland (The
Southland Corporation) for premises located at 705 E.
5th St., 7 -Eleven Food Store.

Notice.was given that Planning Commission by Resolution
No. 1749, conditionally approved a variance to allow a
reduced side yard of 21611 instead of the required 5';
a reduced rear yard setback of 20' instead of the
required 251; a reduced distance between'a residence and
an accessory structure instead of the required 10' and
waiver of the two -car garage requirement on property
located at 408 E. First St., Variance Case No. V-714 -
Abelino A. Rubio. No action taken by Council.
Notice was given that Planning Commission by Resolution
No. 1750 conditionally approved'a variance to allow
waiver of the two -car garage requirement for a single

Moved by Councilman Decker, seconded by Councilman Moses City Atty.to
and unanimously carried that City Attorney and firm of rep.City in
Burke, Williams and Sorensen be authorized to represent litigation -
the City in litigation, Shirley Castro vs City of Azusa. S.Castro
Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried to receive and file proposed
resolution relating to supporting and encouraging the
development of alternative forms of energy and con-
tinued conservation of energy resources and the licensing
of the San Onofre Nuclear Power Plants.
Moved by Councilman Cruz, seconded by Councilman Fry

and unanimously carried to waive bidding procedures for
the purchase of two, 3 ton heat pumps at the Recreation
Center, finding it impracticable, useless and uneconomi-
cal, in this instance, to follow such procedures and that
public welfare would be promoted by dispersing with same;
further, that Director of Public Works be authorized to
secure informal bids for the purchase of said heating
pumps.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to accept resignation of Police
Officer Larry Sweers, effective June 5, 1981.

Assistant City Administrator read in full violations as
stipulated by the Building Department, Fire Department,
and 'the Health Department with regard to apartment
building at 451 W. Foothill Blvd., further advising
that Mr. Simpson was ordered by the Judge of the Citrus
Municipal Court to correct all deficiencies by July 3,
1981.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to receive and file report on
apartment building at 451 W. Foothill Blvd., stipulating
that up -dates be given City Council at each Council
meeting.
Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried by roll call that Cost Sharing
Agreement for utility rate cases, R. W. Beck and
Associates and SFiegel & McDiarmid be approved and that
the Mayor and City Clerk be authorized to execute the
agreement and that City Attorney review same as to form.

and unanimously carried to approve the appointment of
Robert Bangar, Jr., probationary Firefighter, effective
June 2, 1981.
Councilman Moses offered a resolution authorizing payment
of warrants by the City, which the City Clerk read in
full.

City Council recessed to Executive Session at 8:20 p.m.

the fact that informal quotes had already been received
with regard to the purchase of heating units for the
