Mayor Solem called the meeting to order and led in the salute to the Flag. Invocation was given by Reverend Larry Payne of the United Pentecostal Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Director of Public Works Wells, Personnel Clerk Filer, Chief of Policev; Wood, Superintendent of Light and Power Gerharz, Assistant City Librarian Vandale, Director of Community Services Guarrera, Fire Chief Littlefield, City Clerk Solis Call to Order Invocation Roll Call There being no additions or corrections, the Minutes of the Ap vl.Min. June 1, 1961 regular meeting and June 2, 1981 and June 8, 6,6/2,6/8/81 1981 adjourned regular meetings stand approved as written. mtgs. Moved by Councilman Fry, seconded by Councilman Decker Rec. ID Card and unanimously carried by roll call to amend the Recrea- Policy tion Identification Card Program as follows: (amended) 1. Extend the boundaries to include residents of the Azusa Unified School District. 2. Persons under the age of 16 do not require an identi- fication card to participate in recreation activities: 3. Persons 16 years of age and over may obtain an iden- tification card without parental permission. 4. Either a driver's license or school identification card from a school within the Azusa Unified School District may be used for verification of residency. 5. Non-residents of the City of Azusa would be required to pay a $5.00 fee for an identification card. Moses, Solem Roll Call The hour of 7:30 p.m. being the time set for Joint CRA Joint Pub. and City Council Public Hearing on proposed Amendment Hrg.Prop. No. Two to the Azusa Central Business District Redevelop- Amend #2 & ment Project and also Public Hearing on the draft sub- EIR sequent Environmental Impact Report for the proposed Amendment No. Two, the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of said Joint Public Hearing published in the Azusa Herald on May 20th, 27th, Jvne 3rd and 10th, 1981. He also read affidavit of proof of publication of Notice of Public Hearing on the draft subsequent Environmental Impact Report published in the Azusa Herald on May 20th and 27th, 1981; and further, advised that Notices were duly mailed to all affected parties. Cit yy Clerk presented Planning Commission Resolution No. 1753 approving the proposed second amendment to the rede- velopment plan for the Azusa Central Business District Redevelopment Project making its report and recommendation,.3 X 9 2 CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 15, 1981 Page 2 as to conformity with the General Plan, and certifying as to the review of the Draft Subsequent EIR. City Clerk also read correspondence from the Chief Administrative Officer of Los Angeles County and the State of California, Office of Planning and Research. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to receive all staff reports and in the Azusa Herald on correspondence as stipulated above. May 27, 1981. ' Moved by Councilman Decker, seconded by Councilman Moses (Hrg.Cont. and unanimously carried to continue Joint Public Hearing to 7/7/81 and Public Hearing on the draft subsequent EIR to meeting mtg.) of July 7, 1981. with regard to uses for proposed Agenda Items 3-b, 3-c 4 and 5 (Proposed resolutions and Ordinance relating to proposed Amendment No. Two) will the approximate also be considered at meeting of July 7, 1981, as they $680,000.00 be made available for directly relate to the Public Hearings. CRA and Council adjourned and reconvened as City Council Reconvened at 8:53 P.m. as Cncl. The hour of 7:30 p.m. being the time set for Public Hearing on proposed uses of Revenue Sharing Funds for fiscal year 1981-1982, the Mayor declared the Hearing open. Pub.Hrg.re: revenue sharing funds 81-82 City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on May 27, 1981. City Clerk read communication from the Azusa Youth Club as well as communication from the Director of Finance with regard to uses for proposed revenue sharing funds, ' i.e., approximately $250,000.00 of the approximate $680,000.00 be made available for the purchase of capital items and the balance to go for the operation of the Police and Fire Departments. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to close the Hearing. The City Clerk announced that bids were opened in his Bids -Prof. office at 10:00 a.m., Thursday, June 11, 1981, for the #623 concrete construction of concrete gutters and slurry sealing of gutters & various streets east of Rockvale Avenue and north of slurry seal First Street, Project No. 623. for various streets City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on (Schramn & May 27th and June 3rd, 1981. Ms. Gayle Avakian addressed Council with regard to expand- ing the summer swimming pool policy. No action taken by Council. Council -man Decker offered for introductory first reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE BY AMENDING SECTIONS '15.36.010, 19.08.20(1) (C), 19.56.010, 19.56.020 AND 19.56.030(1) AND THE ADDITION OF SECTIONS 19.04.535 AND 19.04.536 RELATING TO PLACEMENT OF MOBILE HOMES ON PERMANENT FOUNDATIONS IN CERTAIN R ZONES. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to waive further reading. Councilman Decker offered an urgency Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING A MORATORIUM ON THE ISSUANCE OF ANY BUILDING PERMITS FOR THE ESTABLISHMENT OF MANUFACTURED HOUSING PENDING THE ORDINANCE REGULATING SAID USE BECOMING EFFECTIVE; SAID ORDINANCE TO BE ADOPTED AS AN URGENCY ORDINANCE PURSUANT TO SECTION 65858 OF THE GOVERNMENT CODE. Moved by Councilman Fry, seconded by Councilman Cruz Appvl.M.0.U. and unanimously carried by roll call to approve the Cov.-Azusa Memorandum of Understanding between the City and the Fire.Union Covina -Azusa Firefighters Union, Local 2415 and the & Azusa City Azusa City Employees Association as recommended by the Employees Personnel Board in accordance with the Civil Service Ordinance. CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 15, 1981 Councilman Fry offered a resolution authorizing payment of warrants by the City which the City Clerk read in full. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Fry, seconded by Councilman Decker that resolution be adopted.
