The City Council of the City of Azusa met in adjourned regular session at the above time and place. Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Decker, Fryi'Cruz, Roll Call Moses, Solem Also Present: City Administrator Dangleis, Finance Officer. Cooney, City Treasurer Talley, Chief of Police Wood, Chamber of Commerce President Wooler, Chamber of Commerce Office Manager Mendoza and'City Clerk Solis Moved by Councilman Cruz, seconded by Councilman Moses and Appvl attndce unanimously carried to approve the attendance of City Cncl, Dept.Hds. Council members and spouses, Department Heads and spouses & Spouses at at the Chamber of Commerce Installation Dinner, at Chmbr Inst. Monrovia Nursery, July ll, 1981. Moved by Councilman Fry, seconded by Councilman Moses Retign/Retrmnt and unanimously carried to accept the resignation for I. Gilbertson purposes of retirement, with regrets of Irene Gilbertson, Asst.Dir.Civ. Assistant Director of Civil Defense, effective August Def. i, 1981; further that a plaque be prepared for presenta- tion at a later date. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by'roll call that specifications for the position of Director of Community Development/ Planning, be referred to the Personnel Board, and that City Administrator prepare report as to how this position will fit in City's organizational chart. Councilman Fry offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA FINDING AND DETERMINING THAT A CERTAIN CITY EMPLOYEE IS INCAPACITATED FOR THE PERFORMANCE OF HIS DUTIES AND SHOULD 'BE RETIRED FOR DISABILITY. (Section 21024 Government Code) Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to waive further reading. Moved by Councilman Moses, seconded by Councilman Fry that resolution be adopted. Marcia Smith, Communications Dispatcher/Reserve Police Disp/Res.PO Officer, effective July 1, 1981. 'Moved by Councilman Fry, seconded by Councilman Decker Appvl.purch. and unanimously carried to waive bidding procedures for transformer the purchase of one transformer in the amount of '$5571.36, & waive bidng finding it impradticable, useless and uneconomical in this procedures instance to follow such procedures and that public welfare would be promoted by dispensing with same. Moved by Councilman Cruz that report from City Administrator Report -Dir. with regard to job specifications for the position of Comm.Dev./Ping Director of Community Development/Planning be received and filed. Motion died for the lack of a second. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to approve Budget Account #4200; Police Departments as amended and Budget Account #4300, Animal Regulation, as submitted. Moved by Councilman Decker, seconded by Councilman Moses Bus.Lic./Zng and carried by roll call that Business License/Zoning Insp. to use be authorized to use a police vehicle in the Police veh. 'Inspector course of his code enforcement duties. Councilman Cruz dissenting. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried that City Administrator contact Chief of Police and City Clerk with respect to having the Business License/Zoning Inspector being under the direct supervision of the Chief of Police, with report to Council at the July 7, 1981 meeting. Moved by Councilman Fry, seconded by Councilman Moses and Appvl part unanimously carried that part time personnel receive an time wages increase of 10% on July 1, 1981, and 5% effective January 11 1982; further that Business License/Zoning Inspector receive An increase comparable to Police Officers} percentage increase. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to increase hourly rate for Reserve Police Officers from $5.00 to $6.00. Councilman Moses offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE BUDGET AND APPROVING APPROPRIATIONS FOR THE CITY OF AZUSA FOR THE FISCAL YEAR COMMENCING JULY 11 1981, AND ENDING JUNE 30, 1982. Councilman Fry offered for introductory first reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE RELATING TO THE COMPENSATION OF THE CITY TREASURER.
