The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the
salute to the Flag.
Invocation was given by Reverend Fred T. Kolosick of the
World Baptist Church.

City Administrator introduced Firefighters Robert Bangar Intro new
and Timothy Bleichner to the City Council. employees
Moved by Councilman Fry, seconded by Councilman Decker and Cons. of Dep.
unanimously carried that consideration of Deputy City Clerk's Cty Clerk's
compensation be discussed during Executive Session. comp. -Exec Sess
Councilman Fry commended staff for the conscientious manner Commend.Staff
in which weed abatement, tree -well planting and over-all
clean up of city was being handled.

Azusa Central Business District Redevelopment Project was
brought Before Council and the Mayor declared the Hearings
re -opened.
City Administrator read staff report from Urban Futures with Staff Rept
regard to Fiscal Review meeting with Los Angeles County
v�herein the County was'requesting-certain-conditions-be
implemented without future adverse=fiscal impact to the County.
Moved by Councilman Moses, seconded by Councilman Fry and

the Mayor declared the Hearing re -opened.

Conditional Use Permit, C-256, Conrock Company, be granted
with conditions one -through eight as set forth by the
Planning Commission, with the addition of condition number
nine, that the conditional use permit be granted for a
period of five years, failed by the following vote of the

retirement of Mrs. Marie Lunnemann, Clerk, in the City Clerk's
Office, effective August 18, 1981, with regret; further that
a plaque be prepared for presentation at a later date.

DECLARING A MORATORIUM ON THE ESTABLISHMENT OF ANY USE
INVOLVING THE SALE OF ALCOHOLIC BEVERAGES AT SERVICE
STATIONS PENDING THE STUDY OF SAID USE BY THE PLANNING
COMMISSION AND CITY COUNCIL; SAID ORDINANCE TO BE ADOPTED
AS AN URGENCY ORDINANCE PURSUANT TO SECTION 65858 OF THE
GOVERNMENT CODE.

City Council's protest to the ABC Board regarding their
approval of license for USA Petroleum Corporation, off sale
beer and wine, conditional, new application, for premises
located at 340 N. Citrus Avenue, USA Gasoline Station, in
conjunction with the Chief of Police's letter of protest;
further that a copy of Urgency Ordinance adopted with regard
to moratorium on sale of alcoholic beverages in gas stations
also be forwarded to them.

Moved by Councilman Fry, seconded by Councilman Moses and
unanimously carried by roll call to approve the purchase of
vehicle for Police Chief from Clippinger Chevrolet, in the
amount of $10,200.00, waiving formal bidding procedures under
the Municipal Code, finding it useless, impracticable and
uneconomical in this instance to follow such procedures and
,,`that the public welfare would be promoted by dispensing with
same.

unanimously carried that City Administrator be authorized to
purchase gifts for visiting youth exchange from our Sister
City, Zacatecas, further advising that the Mayor of Zacatecas
would also be with the group and that an appropriate gift be
purchased for him; said group is to be introduced to the
Council at the meeting of July 20, 1981.
City'Administrator read update report on the apartment
building at 451 W. Foothill, wherein Judge Osko advised
owner of said building, Mr. Billy Simpson, that he would
not allow any further continuances for the necessary repairs
and rehabilitations to said building, and that he would
impose a fine of $200.00 per violation on August 19, 1981.
Councilman Fry offered a resolution authorizing payment of
warrants by the City which the City Clerk read in full.
