The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in the salute to the Flag. Invocation was given by Reverend Henry Tolle of the First Baptist Church. ' Present at Roll Call: Councilmen: Decker, Cruz, Moses, Solem Absent at Roll Call: Councilmen: Fry Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to excuse Councilman Fry from meeting. Also Present: City Attorney Newton, Assistant City Administrator Cooney, Chief of Police Wood, Personnel Clerk Filer, Fire Chief Littlefield, Assistant City Librarian Vandale, Superintendent of Light & Power Gerharz, Director of Community Services Guarrera, Director of Public Works Wells, City Clerk Solis. There being no additions or corrections, the Minutes of the August 3, 1981 regular meeting stand approved as written. Councilman Decker presented a plaque to Mr. Len Vander - hoop, for his services to the City and youth of Azusa. ' Council adjourned to Community Redevelopment Agency at 7:39 p.m. Council reconvened at 7:40 p.m. Call to Order Invocation Roll Call Fry absent Fry excused Appvl.Min. of 8/3/81 mtg. Plaque to Len Vanderhoop Adj. to CRA Reconvened The hour of 7:30 p.m. being the time set for Public Pub.Hrg.re: Hearing on sub -standard structure at 701 N. Azusa Avenue, sub -standard Al and Miriam Reinhardt, the Mayor declared the Hearing bldg -701 N. open. Azusa Ave. City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on July 29, 1981. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried that Hearing be continued to meeting of November 16, 19813 to afford property owners additional time to either correct the deficiencies of demolish said structure. The City Clerk announced that bids were opened in his office on Thursday, August 13, 1981, at 10:00 a.m, for transportation services for the elderly. City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on July 29, 1981. One bid was received from the East San Gabriel Valley Consortium in the amount of $12,342. for services from September 1, 1981 to June 30, 1982. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call to approve the bid award to the East San Gabriel Valley Consortium in the amount of $12,342.00. Bid Opening transp.servcs for elderly Moved by Councilman Decker, seconded by Councilman Cruz Appvl.to hang and unanimously carried that the Los Angeles County banners by Fair be authorized to place banners across Foothill Blvd., L.A.County announcing Fair dates which are 9/10 through 9/27/81. Fair AUDITORIUM AZUSA. CALIFORNIA Said banners to be placed beginning 9/1 through 9/28/81. Moved by Councilman Cruz, seconded by Councilman Moses Appvl.appt. and unanimously carried to approve the appointment of C.Toscano, Mrs. Candace Toscano, as probationary clerk in the Clerk City Clerk's Office, effective September 2, 1981. Secretary Moved by Councilman Decker, seconded by Councilman Moses Req.from Az. and unanimously carried to receive and file communication H.S.Drill Team from the Azusa High School Drill Team for donations toward for donation purchase of new uniforms; further instructing Assistant Corbet, City Administrator to receive additional information with Comm. Dispatcher regard to costs for the uniforms and other sources of Stat. revenue and donations they have received, other than Comm. request of the City. Perm. Notice was given that Planning Commission by Resolution P.C.Res.#1768 No. 1768 approved a variance to allow an additional free apppvd.Var.V- standing sign in a shopping center for a total of two 726,N.Krems (2) signs instead of the permitted one (1) on the property located at 645 E. Eighth St., Variance Case No. V-726 - Nathan S. Krems (Brunswick). No action taken by Council. Notice was given that Planning Commission by Resolution P.C.Res.#1769 No. 1769 conditionally approved a conditional use cond.appvd.CUP permit to allow a drive-in business (FOTOMAT) in a C3 C-259-C.N.Green zone on the property located at 926 E. Alosta Ave., Conditional Use Permit Case No. C-259, C. N. Green. No action taken by Council. Notice was given that Planning Commission by Resolution P.C.Res.#1770 No. 1770 recommended an amendment to the Azusa Municipal remnded amend. Code regarding Arcades (Amendment No. 126). Public to AMC re: Hearing set before Council on September 8, 1981. Arcades Notice was given that Planning Commission by Resolution P.C.Res.#1771 No. 1771 approved the revised Housing Element of the appvd.rev.hsng. General Plan for the City of Azusa and recommended to elmnt.of Gen'1 the City Council the adoption of the revised Housing Plan Element. Public Hearing set before Council on September 8, 1981. Moved by Councilman Moses, seconded by Councilman and unanimously carried that the policy regarding of the Woman's Club be revised as follows: Clean-up deposit to remain $300; $200 of which will be returned with no breakage or damage, and $100 to be retained by the City for clean-up.
