CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, NOVEMBER 21 1981 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to Order
salute to the flag.
Invocation was given by Reverend Fred T. Kolosick of Invocation
the World Baptist Church.

Councilman Moses presented Resolution/Plaque to Mr. Rea./Plaque to
Armando Camarena for his services to the City of Azusa. Armando Camarena
City Council adjourned to Community Redevelopment Agency Adj. to CRA
at 7:37 p.m.
City Council reconvened at 7:43 p.m. Reconvened

Community Development Funds, the Mayor declared the Hearing for HCDA
open. funds
City Clerk read affidavit of proof of publication of
Notice of said Hearing published in the Azusa Herald,
both in English and Spanish on October 21, 1981.
Moved by Councilman Moses that consideration be given to
allow a comprehensive presentation and design for the
beautification of Azusa sometime in May, 19b2 by members
of the community in consort with Gayle Avakian, died for
the lack of a second.
It was consensus of Council that Mrs. Avakian and the
citizens interested in presenting the City Beautification
presentation could do so at any time by requesting to be
placed on the Agenda.
Moved by Councilman Pry, seconded by Councilman Moses
and unanimously carried to close the Hearing.
Moved by Councilman Pry, seconded by Councilman Decker
and unanimously carried by roll call to approve the
recommendations of consultants Urban Futures, Inc., with
respect to the 1982-83 application for HCDA funds (Copy
on file) and that Urban Futures prepare and file the
required application with both Los Angeles County and
HUD.
The hour of 7:30 p.m. being the time set for Public
Hearing regarding extending moratorium on the establishment
of any use involving the sale of alcoholic beverages at
service stations, the Mayor declared the Hearing open.

Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to close the Hearing.
Councilman Moses offered an Urgency Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, EXTENDING THE EFFECTIVENESS OF ORDINANCE
NO. 2110 DECLARING A MORATORIUM ON THE ESTABLISHMENT
OF ANY USE INVOLVING THE SALE OF ALCOHOLIC BEVERAGES
AT SERVICE STATIONS PENDING THE STUDY OF SAID USE BY
THE PLANNING COMMISSION AND CITY COUNCIL; SAID ORDINANCE
TO BE ADOPTED AS AN URGENCY ORDINANCE PURSUANT TO
SECTION 65858 OF THE GOVERNMENT CODE.
Moved by Councilman Moses, seconded by Councilman Fry
and unanimously carried by roll call to waive further
reading.

that Ordinance be adopted. Ordinance passed and adopted
by the following vote of the Council:

The hour of 7:30 p.m. being the time set for Public
Hearing to determine whether a building hazard at 171 N.
Dalton should be abated, the Mayor declared the Hearing
open.
City Clerk read affidavit of proof of publication of
Notice of said Hearing published in -the San Gabriel
Valley Tribune on October 22, 1981.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to continue the Public Hearing
for a period of 60 days in order to allow owner tosbate
said defects to the building.
The City Clerk announced that bids were opened in his
office on Thursday, October 15, 1981 for a 6" water main
in Memorial Park, Project No. 626.
City Clerk read affidavit of proof of publication of
Notice Inviting Bids, published in the Azusa Herald on
September 23rd and 30th, 1981.
Five bids were received as follows:

and unanimously carried by roll call that bid award be
granted to low bidder, L.D.M. Pipeline, Inc., in the
amount of $8,476.00; further that the City Clerk return
bidders' guarantees to all the unsuccessful bidders and
that the Mayor and City Clerk be authorized to execute
the contract.
Councilman Moses offered a resolution for ratification,
entitled:

tions for the classification of Consumer Service Manager.

No. 1784 conditionally approved a variance to allow a

Council reconvened at 9:50 p.m.
Moved by Councilman Fry, seconded by Mayor Solem that
personnel matter be referred to the Personnel Board
with instructions to expedite the Hearing as soon as
possible, passed by the following vote of the Council:
AYES: COUNCILMEN: Fry, Cruz, Solem
NOES: COUNCILMEN: Decker, Moses
ABSENT: COUNCILMEN: None
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried that City Administrator contact
outside counsel with respect to procedures regarding
Hearings held by the Personnel Board, determining and
recommending the minimum requirements to afford
personnel due process in disciplinary actions, further
that report be made available to Council prior to
Personnel Board meeting of November 10, 1981, possibly
at adjourned Council meeting of November 9th.
Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried to adjourn to Monday, November 91
1981, at 4:30 p.m. in the City Hall Conference Room.
