CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, DECEMBER 7, 1981 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the
salute to the Flag.
Invocation was given by Reverend James Herring of the
Assembly of God Church.

There being no additions or corrections, the Minutes of
the November 16, 1981 regular meeting stand approved as
written.
Miss Azusa, Kim Silva, and her court, Sheryl Schulz and
Susan Merry Martin, were presented to Council.

Mayor Solem presented a plaque to Harry Wright, Welder, Plaque to Harry
in the Water Department, on behalf of the American Water Wright from the
Works Association, in recognition of Mr. Wright's AWA
development of new methods to improve the care of water
hydrants.
City Administrator introduced new Library employees,
Mrs. Mary Ortiz, Library Clerk I and Ms. Carolyn Klatt,
Senior Librarian/Children's to the City Council.
City Council adjourned to Community Redevelopment Agency
at 7:36 p.m.
City Council reconvened at 7:50 p.m.
Item 2G on the Agenda was brought forward at this time.
Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried by roll call to approve the
purchase of ad in the Azusa Herald conveying Christmas
greetings to the citizens from the City Council, in the
amount of $500.00.
Councilman Moses offered a resolution entitled:

COMMENDING CLARENCE A. "CASS" SCHAD FOR HIS YEARS OF
SERVICE TO THE CITY.

and unanimously carried to waive further reading.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
URGING THE IAS ANGELES COUNTY BOARD OF SUPERVISORS TO
TAKE IMMEDIATE ACTION REGARDING ITS USING MUNICIPAL
PROPERTY TAX INCOME TO PROZVIDE MUNICIPAL TYPE SERVICES
TO UNINCORPORATED COMMUNITIES.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to waive further reading.
Moved by Councilman Fry, seconded by Councilman Decker
that resolution be adopted. Resolution passed and
adopted by the following vote of the Council:

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call that City Adminis-
trator be instructed to contact the Los Angeles County
Fire Chief to request a supplement to initial Fire
protection proposal, in light of court decision wherein
Los Angeles County cannot use municipal tax income to
provide municipal type services to unincorporated
communities; determining whether or not this would
effect its proposal with regard to costs.

and unanimously carried to deny claim vs City by Michael
J. Hanna for alleged assault and battery by police
officers occurring August 29, 1981.
Moved by Councilman Cruz, seconded by Councilman Decker
and unanimously carried to deny claim vs City by Robert
'J. Fiore, II, for alleged false arrest occurring August 15, 1981.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to deny claim vs City by Tina
Marie Wheeler for alleged humiliation and emotional
injuries, caused by police officers, occurring August
15, 1981.
Moved by Councilman Moses, seconded by Councilman Fry
and unanimously carried to receive and file ABC Notice
for on sale beer and wine, eating place, new license,
for premises located at 800 E. Alosta Ave., Long John

and unanimously carried to approve City Administrator's
vacation from December 21st through December 24th, 1981.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call that the fee
schedule for the checking of Tentative, Final and Tract
Maps remain as is and that the City Attorney be directed
to prepare a modification of the Park and Recreation
'fee schedule.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried by roll call to approve electrical
rate increase by 10% effective January 1, 1982, and that
staff be authorized to negotiate a contract for a rate
study to commence after Edison announces their proposed
rate increase some time after the first of the year.
Councilman Decker offered a resolution authorizing the
payment of warrants by the City, which the City Clerk
read in full.

'Moved by Councilman Moses that Council sanction the
Los Angeles County Fire proposal in that one-third of
the registered voters of the City signed the Initiative
Petition for consolidation with the County, and by
doing so, the City would save the added expense of put-
ting the measure on the ballot; died for the lack of a
second.
