CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, JANUARY 18, 1982
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in
the salute to the Flag.
Invocation was given by Monsignor Robert Stein of the
St. Frances of Rome Church.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Moses, Solem
Also Present: City Attorney Newton, City Administrator

There being no additions or corrections, the Minutes of
the January 4, 1982 regular rm eting stand approved as
written.
City Council adjourned to Community Redevelopment Agency
at 7:34 p.m.
City Council reconvened at 7:36 p.m.
Deputy City Clerk announced that bids were opened in her
office on Thursday, January 14, 1982, for the drilling
and development of Water Well #8 (San Gabriel River
Spreading Grounds).
Deputy City Clerk read affidavit of proof of publication
of Notice Inviting Bids, published in the Azusa Herald
on December 16th and 30th, 1982.

Moved by Councilman Moses, seconded by Councilman Cruz
and unanimously carried by roll call to award contract
for Project No. 628, to Roscoe Moss Company for the
prices bid, direct the City Clerk to return bidder's
guarantee to the unsuccessful bidder, waive the irregu-
larity in the low bid in that it contained no corporate
seal, and authorize the Mayor and City Clerk to execute
the contract.
Deputy City Clerk announced that bids were opened in
her office on Thursday, January 14, 1982, -for the
demolition of brick masonry building at 63821-640 N. Azusa
Avenue.
Deputy City Clerk read affidavit of proof of publication
of Notice Inviting Bids, published in the Azusa Herald
on December 16th and 30th, 1982.

Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried by roll call to award the contract
for Project No. 629 to Viking, in the amount of $650.00,
waive the irregularity in the bid, direct the City Clerk
to return bidders' guarantees to the unsuccessful bidders
and authorize the Mayor and City Clerk to execute the
contract.
Deputy City Clerk announced that informal bids were Bids -softballs
opened in her office on Thursday, January 14, 1982 for
the purchase of softballs. (Diamond Co.-
)
Moved by Councilman Fry, seconded by Councilman Cruz low bidder
and unanimously carried by roll call to award bid for
690 dozen softballs to Diamond Baseball and Softball
Company, in the amount of $35.95 per dozen, with tax
and delivery included.
Moved by Councilman Decker, seconded by Councilman Fry Ratification
and unanimously carried by roll call to ratify Council Argument re:
'action regarding Argument to be prepared for Advisory Advisory Meas.
Measure to be placed on the ballot at election of April
13, 1982.
Moved by Councilman Moses, seconded by Councilman Fry Residential
and unanimously carried to authorize Mr. Fred Selfer'�, Nos.to be

procedure as submitted by the Chief of Police to be used
in addition to current complaint procedure.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call to authorize the
attendance of Superintendent of Light and Power at the
50th Annual California Municipal Utilities Association
Conference, to be held in Sacramento.. February 24-26,
1982.
Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried by roll call to authorize the
attendance of the Director of Community Services, Park
Superintendent and five Commission Members at the 34th
! Annual California and Pacific Southwest Parks and
Recreation Conference to be held in Sacramento, March
5-8, 1982; further, that each individual be authorized
$500:00 for advance accountable expenses, rather than
the $450.00 requested.

and unanimously carried to deny request of Kimbo Distribu-
tors, to bolt existing newsracks to city sidewalk in
front of the Post Office, further that the Chief of Police
authorize extra patrolling, weekly, of said area for
possible vandalism.

and unanimously carried to grant Leave of Absence from
January 4th through the 22nd, 1982, for Christopher

Moved by Councilman Decker, seconded by Councilman Cruz
and unanimously carried by roll call to approve Crime
Prevention Program as submitted by the Chief of Police
and authorize the addition of $3,424.00 to the Police
Budget to cover expenses.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried to approve recommendations as
submitted by Chief of Police with regard to vehicle
parking and noise problems, at the Foothill Drive -In
Swap Meet; copy of said recommendations on file in the
office of the City Clerk.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried by roll call to approve the 8%
increase for interior traffic signal maintenance, as
submitted by Signal Maintenance, Inc., and authorize
modification of the contract to allow for negotiation
of future increases.
Councilman Fry offered a resolution authorizing payment
of warrants by the City, which the Deputy City Clerk
read in full.

Mr. Eugene Thrasher, President of the Azusa Veterans
Flag Committee presented a plaque to the Citv for
outstanding contributions to the Flag and Community which
the Mayor accepted with thanks.
