Mayor Solem called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend Frank Herber of the Invocation Church of Jesus Christ of Latter Day Saints. I Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Chief of Police Wood, Fire Chief Littlefield, Assistant City Librarian Vandale, Direc- tor of Community Development/Planning Cunningham, Superintendent of Light and Power Gerharz, Director of Community Services Guarrera, Director of Public Works Wells, City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Mln.of. the January 18, 1982 regular meeting stand approved as 01/08/82 mtg. written. Mayor Solem received a plaque from Boy Scout Troop 414 Plaque to Cncl. thanking City Council for all the support given that from Boy Scout troop by the City. Troop 414 Councilman Decker presented a Resolution to Jeff Fitz- Res. to Jeff simmons, which the City Administrator read in full, Fitzsimmons commending him for his services to the City by preparing a reflectivity study. Mayor Solem presented a resolution/plaque to Thais Aguirre, Res./Plaque to which the City Administrator read in full, for her con- Thais Aguirre tributions to the City while a member of the Azusa Unified School District Board of Education. Councilman Fry and Councilman Cruz presented resolutions Res. to Zack to Zack Padilla and Paul Banke, which the City Administra- Padilla & Paul for read in full, for their outstanding accomplishments Banke in the boxing field. Mr. Banke's trainer accepted resolution in his behalf. City Council adjourned to Community Redevelopment Adj. to CRA Agency at 7:47 p.m. City Council reconvened at 7:48 p.m. Reconvened Moved by Councilman Fry, seconded by Councilman Cruz and Appvl.purch. unanimously carried to authorize the purchase of an Ad Ad in Azusa in the Azusa High School Yearbook in the amount of $100.00. H.S.Yearbook Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to deny claim vs City by Alice J. Clark for alleged damages when vehicle was involved in ' an accident due to malfunctioning signal lights at Citrus and Gladstone, on December 24, 1981 and that claim be referred to City's insurance carrier. Public Hearing set before Council on February 16, 1982. Planning Commissioners' Institute, League of California Cities, to be held at the Holiday Inn, San Diego, from February 24th through the 26th, 1982. Moved by Councilman Fry, seconded by Councilman Moses Res. to be prepd and unanimously carried that resolution be prepared for G.Campbell commending Mr. Glenn Campbell for his services beyond his regular duties as Planning Commission Chairman, in the absence of a Planning Director. . Moved by Councilman Decker, seconded by Councilman Moses New Hrg.set for and unanimously carried to set a new hearing for the 6381-& 64o N. abatement of substandard structures, 638J and 640 N. Azusa Ave. Azusa Avenue, (Winifred Miller - Dale Holderman) as oriinal Public Hearing only listed the one structure 9381 at N. Azusa Avenue; further, that a legal descrip- tion of the property be placed in the Notice of Public Said Public Hearing to be held at meeting of 'Hearing. March 1, 1982. Moved by Councilman Fry, seconded by Councilman Decker Revised fee and unanimously carried by roll call to adopt revised schedule for fee schedule for use of recreation facilities, as sub- use of Rec. mitted by the Director of Community Services. _ Facilities Councilman Fry offered a resolution entitled: Res -#7075 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA app`nng . app . for Grant Funds - APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE Energy Res. ENERGY RESOURCES PROGRAM FOR SLAUSON POOL RENOVATION. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to waive further reading. Moved by Councilman Fry, seconded by Councilman Decker that resolit ion be adopted. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to waive further reading. Moved by Councilman Fry, seconded by Councilman Decker that resolution be adopted. Moved by Councilman Moses, seconded by Councilman Cruz' and unanimously carried by roll call to approve renewal of Agreements with the National Little League and the American Little League for a period of five years termina- ting February 7, 1987. Moved by Councilman Moses that ad be placed in the San Gabriel Valley Tribune for advertising surplus property bid of a 1967 Dodge 2 ton cab & chassis, died for the lack of a second. Moved by Councilman Fry, seconded by Councilman Decker and carried by roll call that 1967 Dodge 2 ton cab & Chassis be declared surplus property and that the City Clerk be authorized to advertise for informal bids in the Azusa Herald, and that notices also be posted within the City Hall complex. Councilman Moses dissenting. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried by roll call to approve the construction of Project No. 37-81, construction of basketball courts at Memorial Park and to direct the City Clerk to record the Notice of Completion in the Office of the Los Angeles County Recorder. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by roll call to approve the construction of Project No. 626, water line replacement at Memorial Park and that the City Clerk be authorized to have the Notice of Completion recorded by the Los Angeles County Recorder. Moved by Councilman Moses, seconded by Councilman Cruz Resign.as Util. and unanimously carried by roll call to accept the resig- Clk-Cash.& appt. nation of Yolanda Covarrubias, Utility Clerk -Cashier, to Pol.Clk.Yol. effective February 15, 1982 and that her appointment as Covarrubias a probationary police clerk be approved, effective February 15, 1982. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call that a resolution be prepared commending Reverend Frank Herber for his 'assistance in providing Invocations before the City Council. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried that a resolution be prepared commending Monsignor Stein for his assistance in provid- ing Invocations before the City Council. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried that a resolutionbe prepared honoring Father Coronel for his Fiftieth anniversary serving his fellow man as a member of the Priesthood; said anniversary is March 27, 1982. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to accept the resignation of John Gates, probationary Police Officer, effective January 18, 1982. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to refer request from the Royal Oaks Methodist Church for annexation to the City to the Planning Commission for pre -zoning hearing. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to approve the closing of the Library on Saturday, February 13, 1982, due to holiday week -end. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried that certain personnel files as submitted by the Personnel Board be approved for destruction. Resolution authorizing destruction to be prepared for next Council meeting. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by roll call to approve the purchase of one 500 KVA Transformer from General Electric Corporation in the amount of $6,390.00. Supt. purposes of retirement of Hugh Gerharz, Superintendent of Light & Power of Light and Power, with regret, and that a resolution be prepared to be presented at a later date. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to waive fees for use of facilities at Memorial Park for the Cub Scout Pack #413's Blue and Gold Dinner, on February 27, 1982. Councilman Decker offered a resolution authorizing payment of warrants by the City, which the City Clerk read in full. Moved by Councilman Decker, seconded by Councilman Fry that resolution be adopted. Councilman Fry requested that City Attorney review the Civil Service Ordinance with regard to part time employees. Moved by Councilman Moses, seconded by Councilman Fry and unanimously carried to adjourn.
