CIVIC AUDITORIUM AZUSA, CALIFORNIA TUESDAY, FEBRUARY 16, 1982 7.30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to Order
salute to the Flag.
Invocation was given by the Director of Community Invocation
Services Joe Guarrera.

City Administrator introduced new employee, Mrs. Bonnie Intro new empl.
Woodson, Consumer Service Supervisor to Council and Bonnie Woodson
audience.
City Council adjourned to Community Redevelopment Agency Adj. to CRA
at 7:35 P.m.

The hour of 7:30 p.m. being the time set for a Public Pub.Hrg.pre-
Hearing on proposed zoning upon annexation, Case No. Z-220, zoning upon
Northerly Annexation District 82, the Mayor declared the Annex.Z-220
Hearing open.
City Clerk read affidavit of proof of publication of Notice
of said Hearing published in the Azusa Herald on February
33 1982 and affidavit of proof of posting said property
on February 10, 1982.
Acting City Attorney Lennard advised Councilman Moses Moses & Cruz
and Cruz that since their property adjoined dairy property to abstain re:

nated as zone R -3a. Councilmen Cruz and Moses abstaining.
Moved by Councilman Moses that City Clerk contact
licensee for painting residential street numbers on
curbs and inquire whether there would be a conflict
if the same service were to be done by Cub Scout Pack
405, died for the lack of a second.
It was consensus of Council that City Clerk notify
licensee and receive above stated information, and report
at next Council meeting.

Moved by Councilman Decker that claim vs City by Arthur
Hermosillo for waiver of 100 day limitation of alleged
theft of his radio when city vehicle was burglarized,
occurring September 14, 1982, be denied , died for the
lack of a second.
Moved by Councilman Moses, seconded by Councilman Cruz
and carried by roll call that claim vs City by Arthur
Hermosillo be referred to City Attorney for legal opinion
on City's responsibility for stolen personal property
and that Mr. Hermosillo be in attendance at the next
council meeting. Councilmen Decker and Fry dissenting.
Acting City Attorney Lennard apprised Council that
the City Attorney would also address the request of
the 100 day statute of limitations for filing claim
and respond to same.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to deny and refer to insurance
' carrier claim vs City by State Farm Mutual for Joseph
Lucero, for alleged damages to his vehicle due to accident
caused by malfunctioning siggnal lights at Citrus and
Gladstone on November 3, 1931.
Notice was given that Planning Commission by Resolution No.
1808 recommended a zone classification upon annexation
-Easterly Annexation District No. 83, Zone Change Case
No. Z-221. No action taken by Council.

Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried that City Administrator contact
Mr. Leo Nasser, property owner, and ascertain if he would
be willing to enter into a joint venture with the City
and the California Conservation Corporation in the
establishment of a mini park near the mouth of the Canyon.

and unanimously carried to approve the appointment of
Mr. Patrick Doyle as a probationary police officer,
effective March 1, 1982.

and unanimously carried by roll call that allocation of
tickets for social function Sponsored by Pete Schabarum's
Office, on March 10, 1982, be approved.
It was consensus of Council that communication be sent
to the Railroad and request that they repair crossings
within the City.
It was consensus of Council that communication be forwarded
tc Caltrans with regard to freeway landscaping.
Moved by Councilman Decker, seconded by Councilman Fry
and carried by roll call that alleged complaints of Police
harassment suffered by Mrs. Barbara Diaz Childs, be
referred to the Chief of Police for report to Council
at next regular meeting. Councilmen Cruz and Moses
dissenting.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried that City Administrator investi-
gate the acquisition of the Fire engine in the Fire
Department, as to its merits and further that he
interview as many employees of the Fire Department as
he deems fit to ascertain who is giving out false or
misleading information with recommendation for possible
disciplinary action.
Councilman Fry offered a resolution authorizing payment
of warrants by the City which the City Clerk read in full.
