The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in Call to Order the salute to the Flag. Invocation was given by Mr. Hal Moore of the First Invocation Church of Christ. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator The hour of 7:30 p.m. being the time set for a Public Pub.Hrg.prezng Hearing on proposed zoning upon annexation of property upon Annex -#83 located on the north side of Alosta Avenue and Fifth Z-221 Street (Easterly Annexation District No. 83), the Mayor declared the Hearing open. Dangleis, Finance Officer Cooney, Chief of Police Wood, Assistant City Librarian Vandale, Community Development/Planning Director Cunningham, Director of Public Works Wells, Director of Community Services Guarrera, Battalion Chief Redfern, Deputy City Clerk Lara There being no additions or corrections, the Minutes of APRvl.Min.of the March 15, 1982 regular meeting stand approved as 3/15/82 mtg. written. City Council adjourned to Community Redevelopment Agency Adj.to CRA at 7:33 p.m. City Council reconvened at 7:36 p.m. Reconvened The hour of 7:30 p.m. being the time set for Public Hear- Pub.Hrg.Z-220 'ing on reconsideration of proposed designation of zoning prezoning upon upon annexation of dairy property, only, Northerly Annex.#82 Annexation District No. 82, the Mayor declared the Hearing (Dairy Propty.) ' open. Councilman Cruz and Moses abstained from the proceedings Cruz & Moses due to the possibility of a Conflict of Interests. abstained Deputy City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on March 17, 1982 and affidavit of proof of posting said property on March 26, 1982. Moved by Councilman Decker, seconded by Councilman Fry and carried to close the Hearing. Councilmen Cruz and Moses abstaining. Moved by Councilman Decker, seconded by Councilman Fry and carried by roll call to approve recommendation of Planning Commission for prezoning of dairy property to R -3b. Councilmen Cruz and Moses abstaining. Councilman Decker offered for introductory first reading 1st rdg.Ord. an Ordinance entitled: prezoning upon Annex. Z-220 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA PREZONING CERTAIN PREMISES UPON ANNEXATION (ZONING UPON ANNEXATION CASE NO. Z-220). Moved by Councilman Decker, seconded by Councilman Fry and carried by roll call to waive further reading. Councilmen Cruz and Moses abstaining. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to approve recommen- dation of Planning Commission for prezoning of property north of Alosta at Fifth Street to zone C-2, further, that City Attorney be authorized to prepare the necessary Ordinance. Deputy City Clerk announced that bids were opened in her Bids -Catered office on Monday, March 22, 1982, at 10:00 a.m. for a food service catered food service operation for senior citizens of the Sr.Citizens Azusa Community. (Cabaret Caterers) Deputy City Clerk read affidavit of proof of publication of Notice Inviting Bids publshied in the Azusa Herald on March 10, 1982. One bid was received from Cabaret Caterers, at a cost of $2.24 per meal. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to award the contract for catered food service for senior citizens to Cabaret Catering and that City Administrator be authorized to sign the contract. Councilman Fry offered a resolution entitled: Res. ##7102 ' posthumously A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA commending POSTHUMOUSLY COMMENDING GERALD H. MURRAY FOR HIS SERVICE Gerald H. TO THE CITY. Murray Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to waive further reading. Moved by Councilman Fry, seconded by Councilman Decker that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Moved by Councilman Fry, seconded by Councilman Cruz Report re: and unanimously carried that City Attorney and Chief Arcades/game of Police prepare a report with recommended strong machines guidelines on the control of arcades/game machines; number of machines in the city and problems experienced; further, that City Attorney investigate the possibility of preparing an Ordinance with policing powers for this type of activity to work together with zoning powers. Job Expo Moved by Councilman Fry, seconded by Councilman Decker Auction Sales and unanimously carried that request from the American @American Leg Legion Post #lbO and Richard D. Lepine to hold auction (report) sales at the Legion Hall twice monthly be referred to the Community Development/Planning Director and City Attorney for review and report. Moved by Councilman Fry, seconded by Councilman Decker Claim vs City and unanimously carried to deny claim vs City by State State Farm for Farm Insurance Co., for Michael A. Montalbano, for M.A. Montalbano alleged spray paint on his pick-up truck, occurring when Reservoir #6 was painted, January 303 1982, and refer to City's insurance carrier. Moved by Councilman Decker, seconded by Councilman Moses Claim vs City and unanimously carried to deny claim vs City by State State Farm for Farm Insurance Co. for Edward Solis, for alleged damages E. Solis to his vehicle due to malfunctioning signals at Citrus and Gladstone, occurring December 3, 1981, and refer to City's Insurance carrier. Moved by Councilman Moses, seconded by Councilman Cruz Appvl.2 week and unanimously carried to approve a two week waiver to waiver for Fire file fireworks application for Cub Scout Pack 413, in Works app.Pack order that they find a suitable site for their stand. #413 Moved by Councilman Decker, seconded by Councilman Fry Step raises/ and unanimously carried to approve step raises/permanent perm.status status for the following city employees: NAME TO STATUS EFFECTIVE R. Moved by Councilman Fry, seconded by Councilman Decker St.Dorothy's and unanimously carried to receive and file request from req.to hang St. Dorothy's Church to place a banner at Alosta and banner Barranca announcing their Oak Tree Festival. Agenda Item 9-1 was withdrawn at this time, as vehicle Item 9-1 in question requested to be declared surplus property withdrawn will be transferred to the Civil Defense Office for their use. Moved by Councilman Cruz, seconded by Councilman Decker Clean Up and unanimously carried to approve the establishment of Committee a Clean Up Week Committee as follows; Mayor, City Administrator, Director of Public Works, Fire Chief, Chief of Police, Superintendent of Light & Power, Director of Community Development/Planning, Director of Community Services and Public Works Maintenance Superintendent. Moved by Councilman Fry, seconded by Councilman Decker Appvl. specs for 'and unanimously carried to approve the specifications for 5 -yard dump trk a 5 -yard dump truck in the Street Division of the Public Works Department and authorize the City Clerk to adver- tise for bids. Moved by Councilman'Fry, seconded by Councilman Moses Appvl.specs and unanimously carried by roll call to approve the for Project plans and specifications for the construction of a 6" #630 water line in Cerritos Ave., 1st St., Rodecker Dr., Duell St., 2nd St., and Hanks St., Project No. 630, and direct the City Clerk to advertise for bids. Moved by Councilman Fry, seconded by Councilman Decker 4 -way stop and unanimously carried by roll call to authorize a 4- sign 4th & way stop intersection at the intersection of 4th Street Vernon and Vernon Avenue and direct the City Attorney to pre- pare the proper resolution. Moved by Councilman Fry, seconded by Councilman Decker Electric and unanimously carried by roll call to approve contract Rate with R. W. Beck and Associates for an electric.rate study, Study and that the Mayor be authorized to execute the contract.
