The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Pro -tem Decker called the meeting to order.

Councilman Cruz offered a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY ON APRIL 13, 1982, DECLARING
THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED
BY LAW.
Moved by Councilman Cruz, seconded by Councilman Moses
and unanimously carried to waive further reading.
Moved by Councilman Cruz, seconded by Councilman Moses
that resolution be adopted. Resolution passed and
adopted by the following vote of the Council:

RESOLUTION NO. 7109
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON
APRIL 13, 1982, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW,
WHEREAS, a regular general municipal election was held
and conducted in the City of Azusa, California, on Tuesday, April
132 1982, as required by law; and
' WHEREAS, notice of said election was duly and regularly
given in time, form and manner as provided by law; that voting
precincts were properly established; that election officers were
appointed and that in all respects said election was held and
conducted and the votes cast thereat, received and canvassed and the
returns.made and declared in time, form and manner as required by the
provisions of the Elections Code of the State of California for the
holding of elections in cities; and
WHEREAS, pursuant to Resolution No. 7094 adopted March 15,
1982, the City Clerk of said City canvassed the returns of said elec-
tion and has certified the results to this City Council, said results
are received, attached and made a part hereof as"Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
a Mayor of said City for the full term of 2 years;
2 Members of the City Council of said City for the
full term of four years;
SECTION 3. That at said regular general municipal elec-
tion., the following advisory measure was submitted to the electors
of said City, to wit:
Should the Mayor and Members of the City Council
of the City of Azusa be'advised that:
It is the will of the people of the City of Azusa
that the City Council adopt an Ordinance requesting
that the entire City be included within the Consol-
idated Fire Protection District of Los Angeles
County and that the City Council enter into an
Agreement with the Board of Supervisors of Los
Angeles County and that they take other appropriate
action to effectuate the inclusion of the City
within the Consolidated Fire Protection District
' of Los Angeles County.
SECTION 4. That the whole number of votes cast in said
City (except absent voter ballots) was 3478.
That the whole number of absent voter ballots cast in
said City was 75, making a total of 3553 votes cast in said City.
SECTION 5. (That the names of persons voted for at
said election for Mayor are as follows:)

That the advisory measure voted upon at said election
is as follows:
IT IS THE WILL,OF THE PEOPLE OF THE CITY OF
AZUSA THAT THE CITY COUNCIL ADOPT AN ORDINANCE
REQUESTING THAT THE ENTIRE CITY BE INCLUDED
WITHIN THE CONSOLIDATED FIRE PROTECTION DISTRICT
OF IAS ANGELES COUNTY AND THAT THE CITY COUNCIL
ENTER INTO AN AGREEMENT WITH THE BOARD OF SUPER-
VISORS OF IAS ANGELES COUNTY AND THAT THEY TAKE
OTHER APPROPRIATE ACTION TO EFFECTUATE THE
INCLUSION OF THE CITY WITHIN THE CONSOLIDATED
FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY.
That the number of votes given at each precinct and the
number of votes given in the City to each of such persons above
named for the respective offices for which said persons were candi-
dates (and for and against the measure) were as listed in Exhibit "A"
attached.
that; SECTION 6. The City Council does declare and determine
Eugene F. Moses was elected as Mayor of said City for the
full term of twp years;
Bruce Latta was elected as Member of the City Council of
said City for the full term of four years;
June W. Hart was elected as Member of the City Council of
said City for the full term of four years;
That as a result of said election, a majority of the
qualified voters voting on said advisory measure
relating to Consolidation for Los Angeles County Fire
Protection did vote in favor thereof, and that said
advisory measure was carried, and shall be deemed
adopted and ratified.
SECTION 7. The City Clerk shall enter on the records of
the City Council of said City, a statement of the result of said
election showing:
(1) The whole number of votes cast in the city;
(2) The names of the persons voted for;
(3) The measures voted upon;
(4) For what office each person was voted for;
(5) The number of votes given at each precinct to each
person, and for and against each measure;
(6) The number of votes given in the city to each person,
and for and against each measure.
SECTION 8. That the City Clerk shall immediately make
and deliver to each of such persons so elected a Certificate of
Election signed by the City Clerk and duly authenticated; that the
City Clerk shall also administer to each person elected, the Oath
of Office prescribed in the State Constitution of the State of
California and shall have them subscribe thereto and file the same
in the office of the City Clerk. Whereupon, each and all of said
persons so elected shall be inducted into the respective office to
which they have been elected.

SECTION 9. That the City Clerk shall certify to the
passage and adoption of this Resolution; shall enter the same in
the book of original Resolutions of said City; and shall make a
minute of passage and adoption thereof in the records of the pro-
ceedings of the City Council of said City, in the minutes of the
meeting at which the same is passed and adopted.

Retiring Councilman Cruz made the following statement:
I would like to say a few words to the audience here.
It has been an honor and a pleasure to work for you for
the past 8 years. I represent the City and not just one
segment of the community, but the entire community. I
mean, the north end, the south end, the east end and west
end. I never did represent just the Mexicans, so they
call me now, I've always considered myself an American,
I've fought for this country. Thank youl It so happens
I'm one of 7 brothers, and we all served our country well
during the call of duty. Therefore, in the future, I
hate to see this stigma placed on people of our community.
When we run for office, we run for the entire community,
not a special group;' not a certain section. I represent
the entire city, I always have. I did a lot of work for
the north side; signals were installed for the golf course
people; we had the crossing guards at one time and they
had a little dispute between the city and the school,
it was the school responsibility, but they wouldn't
accept the responsibility, so I fought for, I mentioned
it to our Chief, we must take the bull by the horns and
do it ourselves, too many children in jeopardy. Then,
I'm proud to say for the Senior Citizens, I did a lot
for them, during my time in office; and they're a mixed
group also. We have the home refurbishing for them
also, they're a mixed group of people. In the entire
community I never did segregate people from different
things of our community. The youth, same for the youth.
I've always fought for the youth; gave them better parks,
completed parks that are completed now. So I would
like to thank you, again, and hopefully, you'll vote
for me in November, if there's a special election.

Councilman Latta made the following statement:
Well, just very briefly, I just came from Citrus
College, where I just had to resign, as required by
law, as a Trustee to represent the City of Azusa, and I
had some regrets, you know, I've been there almost five
years. But, conversely, I look forward to spending some
time here and developing the same close working relation-
ships that I had with the Staff and everybody there at
the College, and I want to thank those of you that supported
my candidacy and have given me this opportunity, and I
look forward to the challenges ahead. Thank you.
Councilwoman Hart made the following statement:
I would like, at this time, to thank the people that
voted for me. I will try to represent you as well as
I, the same as I would represent myself. We have a
very good city, let's keep it that way. Thank you.
Mayor Moses made the following statement:
I would like to say a few words. I feel that we have
won a victory here, but also feel that I have a deep
wound, and that wound is my constituent, Mr. Cruz. I've
worked side by side with him and as he has said previous
to this that he has worked for all of the people of this
community, he will be deeply missed. I want to thank
the people of Azusa for giving me the opportunity of
being their new Mayor and also want to thank the former

Mayor and Councilmen for their years of service to the
City of Azusa. As your Mayor I will do everything in
my power to conduct city business in a dignified manner.
I will try to work with harmony along with my constitu-
ents; I will seek a new and progressive approach to the
issues that affect our lives. Azusa needs fresh ideas
that will blossom our city instead of wilting like a
dying flower. However, it's impossible to keep all of
the people happy on the issues that affect our lives,
but when I make a decision, I will study the problem
scientifically, and with your help, and the help of God,
perhaps we will come up with a good decision. I want
to apologize for certain circumstances that has happened
to me during the election, that I had no control of.
Once again, please allow me to thank you for your loyal
friendship and faith with me. Thank you.

and unanimously carried to adjourn.
