Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Director of Community Services Invocation Joe Guarrera. I Present at Roll Call: Council Members: Decker, Hart, Roll Call Latta, Moses Also Present: City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Personnel Clerk Filer, Chief of Police Wood, Assistant City Librarian Vandale, Community Development/Planning Director Cunningham, Director of Public Works Wells, Fire Chief Littlefield, Acting Superintendent of Light and Power Hastings, Director of Community Services Guarrera, City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Min.of the regular meeting of April 19th and the Minutes of the 4/19 & 4/20 adjourned regular meeting of April 20th, 1982, stand mtgs. approved as written. City Administrator read Proclamation regarding Child Proclamation Passenger Safety Week which was presented by Councilman Child Passen- Decker to Fran Measom, Headstart Director, Azusa ger Safety Unified School District. City Administrator read Proclamation in honor of Proc.Correct Correct Posture Month, which was presented by Councilman Posture Latta to Doctor Halburian. Month City Council adjourned to Community Redevelopment Agency Adj. to CRA at 8:06 p.m. City Council reconvened at 8:07 p.m. Reconvened City Clerk announced that bids were opened in his Bid Opening office on Thursday, April 29, 1982, for a 6" water line 6" water _along Rodecker Drive, Duell, Hanks and Second Streets, line Proj. Project No. 630. #630 City Clerk read affidavit of proof of publication of (T.A.Rivard, Notice Inviting Bids published in the Azusa Herald on Inc. April 14th and 21st, 1982. Moved by Councilman Decker, seconded by Councilman Latta and unanimously carried by roll call to award contract for 1982 five yard dump truck to Bob Thomas G.M.C. Truck and Coach, in the amount of $18,965.00. The hour of 7:30 p.m. being the time set for Continued Public Hearing on appeal from action of the Planning Com- mission granting approval for a conditional use permit for a privately owned recreational facility (children's bicycle moto-cross course), Case No. C-271, as appealed by Johnny E. Johnson, the Mayor declared the Hearing re -opened. (Bob Thomas GMC) Cont.Pub.Hrg. Children's Bicycle Moto -X C-271 (granted) Moved by Councilwoman Hart, seconded by Councilman Latta and unanimously carried to close the Hearing. Mayor Moses abstained from voting on subject moto-cross Mayor Moses as he has property adjacent to proposed moto-cross and abstained thus would constitute a conflict of interests. Moved by Councilwoman Hart, seconded by Councilman Latta and carried by roll call to uphold the action of the Planning Commission and grant a conditional use permit for privately owned moto-cross in a C-3 zone, subject to conditions as stipulated by the Planning Commission; further, that the City Attorney be directed to prepare the necessary resolution. Mayor Moses abstaining.
