The City Council of the City of Azusa met in regular session at the Civic Auditorium at the above time and date. 'Mayor Moses called the meeting to order and led in the salute to the Flag. Invocation was given by Reverend Larry Payne of the United Pentecostal Church. Councilman Decker offered an Urgency Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING TITLE 10 CHAPTER 12 SECTION 10.12.040 AND SECTION 10.12.050 RELATING TO DOG LICENSES, SAID ORDINANCE 'SHALL BE ADOPTED AS AN URGENCY MEASURE. Moved by Councilman Decker, seconded by Councilwoman Hart, and unanimously carried by roll call to waive further reading. It was consensus of Council that Community Development/ Planning Director correspond with Mrs. Welden and Mrs. La Casella with regard to differences they have and request that they possibly resolve these in a manner acceptable to both parties. Dalton Moved by Councilman Decker, seconded by Councilman Latta and unanimously carried by roll call to close the Public Hearing. Moved by Councilman Decker, seconded by Councilman Latta and unanimously carried by roll call that the matter of the sub -standard building be turned over to the District Attorney for prosecution. Moved by Councilman Decker, seconded by Councilwoman Hart Lease lift - and carried by roll call to approve the lease of a lift equipped vari- equipped van for the Senior Citizen Transportation Program Consortium in accordance with the proposed budget as submitted by the East San Gabriel Valley Consortium. Mayor Moses dissent- ing. Moved by Councilman Decker, seconded by Councilwoman Hart Rate increase and unanimously carried by roll call that 20% rate increase for comm.users to commercial users for trash disposal be approved as (trash disposal) requested by Western Disposal Company, Inc. Moved by Councilman Decker, seconded by Mayor Moses and carried by roll call that City Attorney prepare the 'necessary ordinances to amend the Municipal Code to allow on-going auctions in an M-1 and M-2 zone, subject to a conditional use permit, to be forwarded to the Planning Commission for necessary action. Councilwoman Hart dissenting. Councilman Decker offered a resolution authorizing payment of warrants by the City which the City Clerk read in full.
