The City Council of the City of Azusa met in regular session at the Civic Auditorium at the above time and date. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. 'Invocation was given by Reverend Raul Castro of the Invocation Ebenezer Spanish Assembly Church. City to hold public hearings in connection with Corcoran excavation projects allowed in the City in 1973, was denied and referred to City's insurance carrier. 3. CEREMONIAL Auction -Huffy Councilwoman Hart presented a Plaque to Mrs. Toni Orrin Plaque, to for her years of service to the City. Finance Officer Cooney and Personnel Clerk Fildr were authorized to attend the League of California Cities Workshop on "Avoiding Employment Discrimina- tion", to be held at Newport Beach, September 15, 1982. 21. William Braun, was appointed as a probationary police officer, effective September 8, 1982. 22. Robert Garcia was appointed as a probationary police officer effective September 13, 1982. ' 23. Tuition reimbursement was approved for Sallie Acero, Customer Service Representative, in the amount of $38.76. 24. Moved by Councilman Decker, seconded by Councilwoman Hart and unaimously carried by roll call that Planning Com- mission be directed to study Municipal Code requirements for garage/yard sales and report to Council. Moved by Councilman Latta, seconded by Councilwoman Hart and unanimously carried by roll call that staff be directed to prepare a study regarding costs and recommen- dation for type of vehicle needed for the canyon area. 'SPECIAL CALL ITFAS Moved by Councilman Latta, seconded by Councilwoman Hart and unanimously carried by roll call to ratify action taken by Council authorizing publication of official Golden Days Program by the Highlander Publications, Inc., in the amount of $2,100.00, and also a one-half page ad in the San Gabriel Valley Tribune; said ad to cover the entire subscription area of the Tribune, rather than areas duplicated by the Highlander Publications, if cost as listed, $456.51, is similar for this, added exposure of the ad. Moved by Councilman Decker, seconded by Councilwoman Hart and unanimously carried by roll call that formal bidding be waived pursu<rmt to the Azusa Municipal Code, and that authorization be given for purchase of hardware equipment for City's computer system from Hewlett-Packard, for approximately $38,000.00. Moved by Councilwoman Hart, seconded by Councilman Latta and unanimously carried by roll call to receive and file communication requesting the rezoning of the 1000 block N. Alameda from Rlc to Ric. 'Councilman Decker apprised Council and audience that it was very commendable that citizens were making donations for the purchase of police dogs, however, he wanted to be on record as stating that the Council has not yet deter- mined whether or not police dogs are to be approved and therefore, did want the citizenry to be aware that their donations may not be accepted for that purpose. Moved by Councilwoman Hart, seconded by Councilman Latta and unanimously carried by roll call that City Adminis- trator investigate the possibility of having court case violators clean graffiti in the city, possibly being coordinated with Business License/Zoning Inspector. The Mayor further requested that signs be posted at the entrance to the canyon, in English and Spanish that litter violators will be subject to prosecution. Moved by Mayor Moses, seconded by Councilman Decker and unanimously carried by roll call that City Attorney be directed to draft an Ordinance establishing a Cultural and Historical Landmark Commission, for review by Council. It was consensus of Council that a letter of protest be filed with the proper authority requesting immediate 'attention on the repair of railroad tracks within the City. Moved by Councilman Decker, seconded by Councilwoman Hart and unanimously carried to adjourn.
