The City Council of the City of Azusa met in regular session at the above time and date. -Mayor Moses called the meeting to order and led in the 'salute to the Flag. Invocation was given by Reverend Frank Herber of the Church of Jesus Christ, Latter Day Saints. ROLL CALL PRESENT: COUNCILMEMBERS: DECKER, HART, LATTA, MOSES ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Chief of Police Wood, Fire Chief Littlefield, Personnel Clerk Filer, Director of Community Services Guarrera, Community Development/ Planning Director Cunningham, Assistant City Librarian Vandale, Acting Superintendent of Light and Power Hastings, Director of Public Works Wells, City Clerk Solis. CEREMONIAL Councilman Latta presented a proclamation which the City Administrator read in full, to Captain Ron Johnson, 'Battery Commander, proclaiming October 4, through October 9, 1982, as National Guard Week. CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 20 was approved on motion of Councilwoman Hart, seconded by Councilman Decker, and unanimously carried by roll call vote, with the exception of Item Numbers 2, 4, and 5 which were considered under the Special Call portion of the Agenda. 1. The Minutes of the regular meeting of September 7, 1982 were approved as written. 2. Special Call Item 3. Claim vs City by Aqua -Chem, Inc., reserving the right to indemnify the City re: alleged explosion occurring on or about May 18, 1979, was denied and referred to City's insurance carrier. 4. RESOLUTION NO. 7183 A RESOLUTION OF THE CITY COUNCIL OF THE Res. #7183 CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND Warrants ' DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 20. Advancement of sick leave for Kenneth Deck, Water Adv.of Sick Maintenance Leadworker, in the water division of Lv-Kenneth the Public Works department was approved. Phillips 22 through the 24th, 1982. 12. The purchase of a City Vehicle by Azusa Crime Pre- Purch.of veh. vention Unit was approved. by Crime PreV, Unit 13. Reimbursements for the following officers who had Reimbursements items damaged or lost while on duty were approved: M.Johnson,T. Reconvened ORDINANCES/S>PECIAL RESOLUTIONS 'Councilman Decker offered an Ordinance for first reading 1st rdg.Ord. entitled: re:Historical Landmark AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA Commission AMENDING THE AZUSA MUNICIPAL CODE BY ADDING THERETO CHAPTER 2.18 CONSISTING OF SECTIONS 2.18.010 - 2.18.040 REFERRING TO THE ESTABLISHMENT OF A CULTURAL AND HISTORICAL LANDMARK COMMISSION. Moved by Councilman Decker, seconded by Councilwoman Hart and unanimously carried by roll call to waive.further reading. Councilwoman Hart offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. #7184 APPROVING THE TERMS AND CONDITIONS OF THE HAAS -KINGS Haas -Kings RIVER PROJECT LICENSING APPLICATION AGREEMENT, AUTHORIZ- Agreement ING THE MAYOR AND CITY CLERK TO EXECUTE SAID AGREEMENT AND APPROVING THE FILING OF A COMPETING LICENSE. Moved by Councilwoman Hart, seconded by Councilman Decker and unanimously carried to waive further reading. Moved by Councilwoman Hart, seconded 'ly Councilman Decker that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCIL MEMBERS: DECKER, HART, LATTA.. MOSES NOES: COUNCIL MEMBERS: NONE ABSENT: COUNCIL MEMBERS: NONE SCHEDULED ITEMS PUBLIC HEARING - Regarding proposed amendment prohibiting sale of alcoholic beverages in service stations. The Mayor declared the Hearing open. The City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald, on September 8, 1982. Pub.Hrg.re: Sale of Alcoholic Bev. in Serv.Stat. Moved by Councilman Decker, seconded by Councilman Latta and unanimously carried to close the Hearing. Moved by Councilman Latta, seconded by Councilwoman Hart and unanimously carried to refer the matter to City Attorney for preparation of an Ordinance. 'Moved by Councilman Decker, seconded by Councilman Latta, Auction and unanimously carried to direct the City Attorney to Sales prepare an Ordinance which establishes legitimate use of ongoing Auction Sales. Moved by Councilman Latta, seconded by Mayor Moses and Garage & carried by roll call that City Attorney prepare the Lawn Sales necessary ordinance to amend the Municipal Code to allow two sales a year for three consecutive days each on garage and lawn sales. Councilman Decker voting no. Moved by Councilman Latta, seconded by Councilman Decker and unanimously carried to approve payment of $55.00 to Mary L. Garavito, for alleged illegal tow -away of vehicle occurring August 31, 1982.
