MINUTES OF THE CITY COUNCIL
REGULAR MEETING
NOVEMBER 15, 1982 - 7:30 P.M.
The City Council of the City of Azusa met in regular
-ession in the Civic Auditorium, at the above time and
date.
Mayor Moses called the meeting to order and led in the
salute to the Flag.
Invocation was given by Joe Guarrera, Director of Com-
munity Services.

CEREMONIAL
Councilman Decker, presented a Proclamation, which the
City Administrator read in full, to Mrs. Paule in recog-
nition of November 16th as Edgewood Family Counseling
Agency Day.
Councilwoman Hart presented Resolutions, which the City
Administrator read in full, to Shirley Nguyen and Ron
Lockwood, Neighborhood Watch Program Members.
CONSENT CALENDAR
The CONSENT CALENDAR consisting of Items 1 through 19
was approved on motion of Councilman Latta, seconded by
Councilwoman Hart and unanimously carried by roll call
vote.
1. The Minutes of the November 1, 1982 regular meeting
were approved as written.
2. 'RESOLUTION NO. 7199
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA COMMENDING RANDY PHILLIPS
FOR HIS SERVICES TO THE CITY.
3. Claim vs City by Alice Deremo for alleged damages
' to her vehicle and injuries sustained when vehicle
struck water trench on Duell St., west of Cerritos,
on July 14, 1982, was denied and referred to City's
Claims Administrator.
4. Claim vs City by Raymond and ,anet DeWoody, for
alleged damages to residence caused by sewer back-
up, occurring September 11, 1982, was denied and
referred to City's Claims Administrator.
5. Claims vs City for alleged damages to vehicles due
to City tree branches falling on said vehicles,

balance of $3,146,204.80 for the month of October,
1982, was received and filed.
14. Bonnie Woodson, Consumer Service Manager was auth-
orized to attend the California Municipal Utilities
Association meeting in Los Angeles, on November 19,
1982.
15. Disciplinary action consisting of a seven day sus-
pension without pay, was approved for Police Officer
Patrick Doyle.
16. Richard Rivera's acting in a higher capacity classi-
fication was extended until position of Parks Super-
intendent is filled.
17: The resignation of probationary Police Clerk, Deborah
Stewart, effective November 19, 1982, was accepted.
' 18. The appointment of probationary Police Clerk, Robin
Wilson, effective December 6, 1982, was approved.

REZONING CERTAIN PREMISES IN THE DOWNTOWN AREA FROM
C-3 TO CBD.
Moved by Councilman Latta, seconded by Councilman Decker
and unanimously carried by roll call to waive further

SCHEDULED ITEMS
PUBLIC HEARING - on appeal from action of the Planning Pub.Hrg.re:
Commission no granting a variance to allow a reduced V-771 Naim
rear yard of 8' instead of the required 25' on the Musharbash
property located at 1003 E. Fondale. Case No. V-771,
Naim Musharbash.
The Mayor declared the Hearing open. The City Clerk
read the affidavit of proof of publication of Notice of
said Hearing published in the Azusa Herald on October
27, 1982, and the affidavit of proof of posting said
property on November 5, 1982.
Due to a possible conflict of interest, Councilman Latta Cncl.Latta
abstained from the proceedings. abstained

Hart and carried by roll call to close the Hearing.

be granted, and the Negative Declaration of Environmental
Impact Report be approved; further, that variance be
approved subject to the conditions as set forth by the
Planning Commission with the City Attorney directed to
prepare the necessary resolution.

CITY COUNCIL RECONVENED AT 8:45 P.M. Reconvened
'The City Attorney apprised the audience that pursuant to Term.Pol.Off.
Government Code Section 54957 the City Council met in A.Anderson
closed session to discuss a personnel matter, and that
pursuant to Government Code Section 54957.1 the Council
adopted the recommendation of the Chief of Police to
terminate Officer Alan Anderson by a four to zero vote.
Moved by Councilman Decker, seconded by Councilman Latta Adjourn
and unanimously carried to adjourn.
