The City Council of the City of Azusa met in regular session in the Civic Auditorium, at the above time and date. 'Mayor Moses called the meeting to order and led in the salute to the Flag. Invocation was given by Monsignor Robert Stein of the St. Frances of Rome Church. Cruz as Councilmember. Moved by Councilman Latta, seconded by Councilwoman Hart and unanimously carried by roll call to approve the certification of the canvass of ballots for the November Special Election, as submitted by the Registrar -Recorder's Office in connection with Propositions 0, P. and Q, said propositions being numbered Ordinances No. 2151, 2152 and 2153 respectively. Judge Fred Felix of Citrus Municipal Court administered the Oath of Office to newly elected Councilman Lucio D. Cruz. Mr. Cruz made the following statement "I would like to thank the people of Azusa who voted for me. It was a mandate, did you notice? 3,015 votes, it's unheard of in Azusa. I would like to also thank my campaign workers that went out and worked hard, and it proves that some- thing is proper, people will come out..•stve you the full support. I will be your Councilman, I will work for you. You will be government, not me. I will represent your wishes, I will abide by them. A period, the remaining period is only one year, four months left. And I had an 8 months vacation, I enjoyed it, I'm glad to be back. I'll be working hard for you. Thank you." CEREMONIAL Councilman Cruz presented a resolution, which the City Administrator read in full, to Monsignor Stein commending his services to the City. Stein '209 Councilman Latta presented a resolution, which the City Res. to Jose Administrator read in full, commending Jose Feliciano Feliciano for his assistance to the'Police Department. CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 31 Consent Cal. was approved on motion of Councilwoman Hart, seconded Appvd.(#30 by Councilman Decker and unanimously carried by roll Spec.Call - call vote, with the exception of Item No. 5, showing #5 Latta an abstain vote by Councilman Latta, and Item No. 30, abstained) which was considered under the Special Call portion of the Agenda. 1. Authorization was given to attend Officers Safety Safety School and Field Tactiles School in San Luis Obispo from Nicassio- December 6-10, 1982, by Officer Nicassio and Ernst Corpor$l Ernst. 28. The appointment of three Police Cadets was approved Appt. Police contingent upon their successful completion of a Cadets physical examination, effective December 13, 1982. New appointees are: Timothy Harrington, Ronald Lavelle and Bruce Badoni. ' 29. Mr. Haleblian's request that City accept $225.00 in Weed abatement payment of weed abatement charges rather than amount charges - o£ $343.00 as billed, was denied, and staff directed Haleblian to return his check (225.00) with request that he resubmit proper amount of $343.00, as billed. 30. PUBLIC HEARING - on appeal of action by the Planning Commission -granting a conditional use permit to allow the use of a temporary office structure for a period of 4 years on the property located at 444 E. Foothill Blvd., San Gabriel Valley Bank. The Mayor declared the Hearing open. The City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on November 17, 1982 and affidavit of proof of posting said property on November 26, 1982. Moved by Councilwoman Hart, seconded by Mayor Moses and unanimously carried by roll call to approve conditional use permit Case No. C-282 with the conditions as set forth by the Planning Commission and that the City Attorney be directed to prepare the necessary resolution. l It was consensus of Council that if there were city funds avajlable, that perhaps a deposit could be made in the new San Gabriel Valley Bank and that this suggestion be made to the City Treasurer. Moved by Councilman Cruz, seconded by Councilwoman Hart and unanimously carried by roll call that Item K-5, proposal from Management Services Institute to conduct study into the fees and charges for various city services was rescheduled to the meeting of January 4, 19133. Moved by Councilman Latta, seconded by Councilwoman Hart and unanimously carried by roll call to forego purchasing ad in the Azusa Herald extending Christmas greetings to citizens. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to approve the re-channelization of First Street between Azusa Avenue and Alameda Avenue, as presented by the Director of Public Works. Councilman Decker offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA 'FIXING AND ESTABLISHING THE RATES TO BE CHARGED FOR WATER BY THE CITY OF AZUSA. Moved by Councilman Decker, seconded by Councilman Latta and unanimously carried by roll call to waive further reading. Angeles County Transportation Commission regarding revisions in their Proposition "A" Local Return Program Guidelines be approved,with the deletion of the section pertaining to audits. Councilwoman Hart dissenting. OTHER BUSINESS - CITY COUNCIL City Administrator apprised Council of the status of the Status of fire merger with the County of Los Angeles. No date Fire Merger has been firmed up, as yet, for the merger. Moved by Mayor Moses, seconded by Councilman Latta and Raising fine unanimously carried by roll call that City Attorney be for dumping directed to prepare a report with regard to raising the fine from $300 to $500 for dumping and littering on property within the City. Moved by Councilman Latta, seconded by Councilman Cruz Appl.policy and unanimously carried by roll call that policy be for Bds. & adopted using the application process for all appoint- Comms. 'ments to Boards and Commissions; said application to be made available in the Mayor's office with copies to all Councilmembers. Moved by Councilwoman Hart, seconded by Councilman Latta Fingerprinting and unanimously carried that fingerprinting of children of children at at the Police Department on Saturdays from noon to 5:00 PD P.M. be initiated as soon as possible and that press releases be submitted advising the residents of this free service. Moved by Councilman Latta, seconded by Councilman Cruz and carried by roll call that staff provide lapel clips for existing microphones used by Council and in the event that the sound deficiencies are not corrected, then new microphones be purchased. Councilman Decker dissenting. CITY COUNCIL RECESSED TO EXECUTIVE SESSION AT 9:25 P.M. Said Executive Session was held to discuss matters of pending litigation. CITY COUNCIL RECONVENED AT 9:45 P.M. Moved by Councilman Decker, seconded by Mayor Moses and 'unanimously carried by roll call that the Director of Public Works be directed to prepare a traffic study determining whether or not a traffic signal is warranted at that location.
