MINUTES OF THE CITY CCUNCIL
REGULAR MEETING
DECEMBER 20, 1982 -•7:30 P.M.
The City Council of the City of Azusa met in regular
session in the Civic Auditorium, at the above time
and date.
Mayor Moses called the meeting to order and led in
the salute to the Flag.
Invocation was given by Reverend Larry Payne of the
United Pentecostal Church.

CEREMONIAL
Mr. Bud Coe of the Azusa Elks presented a trophy to the Elks honor
Mayor for all his support to the Elks, as well as a Council
letter of gratitude to the entire Council and City Staff
for their cooperation with that organization.
Councilwoman Hart presented a resolution, which the City Res.to Randy
Administrator read in full, to Officer Randy Phillips Phillips
for his services to the City.
City Administrator introduced newly appointed Police Intro.of Capt.

Moved by Councilman Decker, seconded by Mayor Moses, and
unanimously carried by roll call to continue Item J-1,
Amendment No. 124 to the Azusa Municipal Code, Parking
of vehicles in side yards, to afford Planning Department
to prepare report regarding this amendment for Councilman
Cruz, incorporating locations of property wherein these
circumstances exist as well as possible problems that
such an amendment might create on the residents.
City Administrator apprised Council of status of Fire
Merger, as well as scheduled meeting of December 28th,
1982, with the County for finalization of the transfer
of personnel.

SPECIAL CALL ITEMS
Moved by Councilman Latta, seconded by Councilman Decker
and unanimously carried by roll call that claim vs City
by Raymond and Delia Ochoa for alleged destruction of
trees due to cropping tops completely off, occurring
September 22, 19b2, be denied and referred to City's
Claims Administrator, requesting that Council be apprised
of their decision in this matter.

that the East San Gabriel Valley Consortium receive a
30 day cancellation notice of the abolishment of City's
Agreement with them regarding the transportation program,
and that the program be returned to the Community
Services Department.

It was the consensus of Council that Staff be directed to
move with all expediancy on the transition of the Trans-
portation.Program.
OTHER BUSINESS - CITY COUNCIL
Moved by Councilman Cruz, seconded by Councilwoman Hart
and unanimously carried by roll call that request of the
United Pentecostal Church for a street light on First
Street between Vernon and Barbara, be referred to City
Administrator and Acting Superintendent of Light Arid
Power for report.
,It was consensus of Council that City Administrator report
on possibility of acquiring land adjacent to Zacatecas
Park, on a lease -agreement from the Los Angeles County
Sanitation District.
Moved by Councilman Latta, seconded by Mayor Moses and
carried by roll call that staff be directed to investi-
gate methods of using Proposition A funds for the construc-
tion of benches/shelters and lights at RTD bus stops, and
also other forms of transportation such as trams or mini
buses for the City. Councilwoman Hart dissenting.

unanimously carried by roll call that Por. Sal Velasquez
receive a plaque for his services to the City.
Chief of Police Wood apprised Council and the audience
of the "Adopt a dog for Christmas" program. As this
rogram has not been publicized, it will be continued
for a two week period after the holidays.
