CITY OF AZUSA
MINUTES OF THE CITY COUNCIL
REGULAR MEETING
JANUARY 4, 1983 - 7:30 P.M.
The City Council of the City of Azusa met in regular
session in the Civic Auditorium, at the above time
and place.
Mayor Moses called the meeting to order and led in the Call to Order
salute to the Flag.
Invocation was given by Reverend James Redner of the Invocation
Foursquare Gospel Church.

6. Notice was given that Planning Commission by Resolu-
tion No. 1852 conditionally approved a variance to
permit a reduced side yard of 0' instead of the
required 5' in order to construct a 3 unit apartment
with an attached 5 car garage on the pro ert

7. Staff was directed to prepare an Agreement with
First Interstate Bank for City Attorney and Council
approval re: City's H.C.D.A. commercial rehabilita-
tion loan program.

8. Boy Scout Troop, Cub Scout Pack and Explorer Post, St.No.Painting
all of Group 405, were authorized to paint house on curbs
numbers on curbs within the City from January 1 through
June 30, 1983; with materials to be supplied by the
Public Warks Dapt. as well as procedural steps to follow.

9. Educational reimbursement in the amount of $200.00
was approved for Mrs. Bonnie Woodson, Consumer
Service Manager.

CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING«THE FUNDS OUT OF
WHICH THE SAME ARE TO BE PAID.

Moved by Councilman Latta, seconded by Mayor Moses and
carried by roll call that alleged excessive weed abatement
charges for property located at 1465 Hilltop be referred
to staff for report. Councilmembers Decker and Hart
dissenting.
It was consensus of Coune:l that Dr. Giltence Brown's
request for a Senior Citizens' Commission be re_iired
City Administration for evaluation and recommendation;
copies of Dr. Brown's communication be forwarded t6,,
Council.

The Mayor declared the Hearing open. The City Clerk read ,
the affidavit of proof of publication of Notice of said
Hearing published in the Azusa Herald on December 22,
1982, and affidavit of proof of posting said property on
December 24, 1982.
Moved by Councilwoman Hart, seconded by Councilman Decker
and unanimously carried by roll call to close the Hearing.

due discussion the City Council considered the
initial study of assessment of environmental impact with
respect to the matter above described. The City Council,
as a result of said consideration,.and the evidence
presented at the meeting on said matter, determined that
the Negative Declaration/Environmental Impact Report had
been prepared and considered pursuant to the provisions
of the California Environmental Quality Act of 19703 as
amended, and the State CEQ,A Guidelines, and approved the
said Negative Declaration/Environmental Impact Report.

Decker and unanimously carried to waive further reading.

PUBLIC HEARING - on appeal of action by the Planning
Commission granting a conditional use permit to allow an
automobile dismantling operation, located at 1050 W.
Gladstone. Case No. C-283, George Rosenfeld. Said
appeal was made by McKeand Mechanical and Jammco Invest-
ment, Inc.
The Mayor declared the Hearing open. The City Clerk
read the affidavit of proof of publication of notice of
said Hearing published in the Azusa Herald on December 22,
1982 and proof of posting said property on December 24,
1982.
Moved by Councilman Cruz, seconded by Councilman Decker
and unanimously carried to close the Hearing.
After due discussion the City Council considered the
initial study of assessment of environmental impact with

as a result of said consideration, and the evidence

and carried by roll call to approve Amendment No. 124, pkng-side
parking of vehicles in side yards and that City Attorney yards
be directed to prepare the necessary Ordinance. Council-

Moved by Councilwoman Hart, seconded by Councilman Latta Rpt. on
a� and unanimously carried that Staff study proposals from Proposals
Management Services Institute and Arthur Young and Company for fee
for fees and charges for various city services, with schedules
report and recommendation to Council at next meeting.
Moved by Councilman Decker, seconded by Councilman Cruz
and unanimously carried by roll call to approve the
installation of a traffic signal at the intersection of
Vernon Avenue and First Street and that the Director of
Public Works be directed to prepare the plans for its
installation.
