The City Council of the City of Azusa met in regular session in the Civic Auditorium, at the above time and place. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend James Redner of the Invocation Foursquare Gospel Church. Said Proclamation Leo Nasser was read in full by City Administrator. City Administrator introduced Utility Director Joseph Introduction Hsu to Council and members of the audience. Councilwoman Hart and unanimously carried by roll call vote. 1. The Minutes of the December 20, 1982 regular meeting Min. Appvd. were approved as written. 2. Claim vs City by Wilfredo Perez for alleged damages Claim vs City to his vehicle by falling tree limbs occurring W. Perez November 30, 1982, was denied. 3. RESOLUTION NO. 7212 Res. #7212 req.assessed A RESOLUTION OF THE CITY COUNCIL OF THE valuation of CITY OF AZUSA REQUESTING AN ESTIMATE OF property THE ASSESSED VALUATION OF PROPERTY WITH- IN THE CITY. 4. Sergeant Noriega and Corporal'Collins were authorized Off.Sfty.& to attend an Officer Safety and Field Tactics Course F1d.Tactics in San Luis Obispo, February 21st through the 25th, Course -Noriega, 1983• Collins 5. Notice was given that Planning Commission by Resolu- tion No. 1852 conditionally approved a variance to permit a reduced side yard of 0' instead of the required 5' in order to construct a 3 unit apartment with an attached 5 car garage on the pro ert located at 409 Dalton. Educational reimbursement in the amount of $200.00 was approved for Mrs. Bonnie Woodson, Consumer Service Manager. 10. 1 RESOLUTION NO. 7215 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING«THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. AUDIENCE PARTICIPATION Moved by Councilman Latta, seconded by Mayor Moses and carried by roll call that alleged excessive weed abatement charges for property located at 1465 Hilltop be referred to staff for report. Councilmembers Decker and Hart dissenting. It was consensus of Coune:l that Dr. Giltence Brown's request for a Senior Citizens' Commission be re_iired City Administration for evaluation and recommendation; copies of Dr. Brown's communication be forwarded t6,, Council. The City Clerk read , the affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on December 22, 1982, and affidavit of proof of posting said property on December 24, 1982. Moved by Councilwoman Hart, seconded by Councilman Decker and unanimously carried by roll call to close the Hearing. 'After due discussion the City Council considered the initial study of assessment of environmental impact with respect to the matter above described. The City Council, as a result of said consideration,.and the evidence presented at the meeting on said matter, determined that the Negative Declaration/Environmental Impact Report had been prepared and considered pursuant to the provisions of the California Environmental Quality Act of 19703 as amended, and the State CEQ,A Guidelines, and approved the said Negative Declaration/Environmental Impact Report. Gladstone. Case No. C-283, George Rosenfeld. Said appeal was made by McKeand Mechanical and Jammco Invest- ment, Inc. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said Hearing published in the Azusa Herald on December 22, 1982 and proof of posting said property on December 24, 1982. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to close the Hearing. After due discussion the City Council considered the initial study of assessment of environmental impact with 'respect to the matter above described. The City Council, as a result of said consideration, and the evidence presented at the meeting on said matter, determined that the Negative Declaration/Environmental Impact Report had been prepared and considered pursuant to the provisions of the California Environmental Quality Act of 1970, as amended, and the State CEQA Guidelines and approved the said Negative Declaration/Environmental Impact Report. Moved by Councilman Cruz, seconded by Councilman Decker and carried by roll call, to deny appeal and grant the conditional use permit with conditions as set forth by the Planning Commission; further that City Attorney be directed to prepare the necessary resolution. Councilwoman Hart dissenting. � 413 Res. #7214 Vacation of Alley Pub.Hrg.re: CUP - 1050 W. Gladstone Moved by Councilman Decker, seconded by Councilwoman Hart Amend #124 and carried by roll call to approve Amendment No. 124, pkng-side parking of vehicles in side yards and that City Attorney yards be directed to prepare the necessary Ordinance. Council- man Cruz dissenting. Moved by Councilwoman Hart, seconded by Councilman Latta Rpt. on a� and unanimously carried that Staff study proposals from Proposals Management Services Institute and Arthur Young and Company for fee for fees and charges for various city services, with schedules report and recommendation to Council at next meeting. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried by roll call to approve the installation of a traffic signal at the intersection of Vernon Avenue and First Street and that the Director of Public Works be directed to prepare the plans for its installation.
