MINUTES OF THE CITY COUNCIL
REGULAR MEETING
JANUARY 17, 1983 - 7:30 P.M.
The City Council of the City of Azusa met in regular
session in the Civic Auditorium, at the above time and
date.
'Mayor Moses called the meeting to order and led in the Call to Order
salute to the Flag.
Invocation was given by Joe Guarrera, Director of Invocation
Community Services.

The CONSENT CALENDAR consisting of Items 1 through 23
was approved on motion of Councilman Latta, seconded by
Councilman Cruz and unanimously carried by roll call
vote, with the exception of Items 2, 4, 10 and 23,
which were considered under the Special Call portion of
the Agenda.

OF AZUSA, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA, CONFIRMING REPORT OF DIRECTOR
OF PUBLIC WORKS FOR THE COST OF REMOVAL OF
WEEDS, RUBBISH, REFUSE AND DIRT FROM PARK-
-WAYS., SIDEWALKS, AND PRIVATE PROPERTY AND
THE ASSESSMENT THEREOF UPON CERTAIN PARCELS

8. Notice was given that Planning Commission by Resolu-
tion No. 1883 conditionally approved a variance to
permit a reduced distance between the garage and the
main building of 6' instead of the required 10' in

tion No. 1884 recommended an amendment to the Azusa recmded Amend.
Municipal Code, Amendment No. 130, Swap Meets. Public 130 -Swap Meets
Hearing set before Council on February 7, 1983.
10. Special Call Item.
11. Planning Commission members were authorized to attend Attndnce at
the 1983 Planning Commissioners' Institute, from Institute -PC
March 2-4, 1983, at Monterey. Members
12. Max West Sporting Goods, low bidder, was awarded the Informal bids
contract for the purchase of softballs, in the amount softballs
of $33.46 per dozen. Ten bids were received and
opened in the City Clerk's Office on January 13, 1983.
13. Tuition reimbursement in the amount of $35.59 was Tuition reimb.

14. Joseph Hsu, Utility Director, and Bonnie Woodson,
Consumer Service Manager, were authorized to attend
the California Municipal Utilities Association 51st
Annual Conference in Monterey, from February 23-25,
1983.
15. Lease of Los Angeles County Sanitation Districts'
7.5 acre Azusa Water Reclamation Plant site on West
First Street was extended to February 22, 1984.
16. Recreation Superintendent was authorized to attend
a workshop entitled "Writing for Productivity", at
Long Beach, on February 25, 1983.
17. Randy Phillips, was authorized to attend an Electronic
Security Seminar in Sacramento, from February 7-9,
1983.
18. RESOLUTION NO. 7226
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS
AND SPECIFYING THE FUNDS OUT OF WHICH THE
'SAME ARE TO BE PAID.
19. The City Treasurer's Financial Statement showing a
balance of $3,346,415.46, as of December 31, 1982,
was received and filed.
20. Detective Michael Scherer was authorized to attend
the California State Juvenile Officers' Association
34th Annual Training Seminar in Fresno, March 8-11,
1983.

21. Captain Richard Lara was authorized to attend an
Administrative Services Management Seminar at Cal
Poly from March 21-23, 1983.
22. Detective Hal Linden was authorized to attend
seminar on Advanced Burglary Investigation to be
held in Eureka, February 23-25, 1983.

AUDIENCE PARTICIPATION
It was consensus of Council that Staff be directed to
contact insurance carrier requesting that they investigate
the Ochoa premises regarding palm trees that were allegedly
cropped by city crews and subsequently died; further,
that the Ochoas submit an amended letter to their
original claim.

an Ordinance entitled:
AN ORDIANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
REPEALING SECTION 11.28.180 OF THE AZUSA MUNICIPAL CODE
ADDING SECTION 11.28.280 TO THE AZUSA MUNICIPAL CODE
RELATING TO PARKING OF COMMERCIAL VEHICLES.
Moved by Councilman Latta, seconded by Councilman Decker
and unanimously carried by roll call to waive further
reading.

ADMISSIONS TAX.

Tract Map No. 42109, Pasadena Avenue south of 9th Street
and authorize its recordation after the final subdivision
report has been submitted.
Moved by Mayor Moses, seconded by Councilman Cruz that
staff be directed to investigate possibility of grant
funds for the repair of railroad crossings within the
City, and that if none are available, to proceed with
repairing same with monies in the General Fund, failed
by the following vote of the Council:

carried by roll call that City Attorney be instructed to
prepare an amendment to the Transient40ccupan@y Tax
Ordinance amending the tax from 10% to 7.5%. Council-
woman Hart dissenting.
It was consensus of Council that City Administrator
report on availability of state grants for electric
utility rate subsidies.
Moved by Councilman Cruz, seconded by Councilman Latta
and unanimously carried by roll call that claim submitted
by Wilfredo Perez and denied at Council meeting of
January 7th, be denied and referred to city's insurance
adjuster.
Council took no action on report documenting weed abate-
ment charges for premises at 1465 Hilltop (LeVan).

Moved by Councilman Decker, seconded by Councilwoman Hart $1000.donation
and unanimously carried by roll call to authorize the to Az.Aztec
expenditure of $1000.00 to the Azusa Aztec Marching Band band
to help defray costs for their attendance at the Tucson
and Phoenix Rodeos, March 2-6, 1983.

Moved by Councilman Decker, seconded by Councilwoman Hart
and carried by roll call that City Attorney be directed
to prepare an Ordinance restoring citing powers to
Business License/Zoning Inspector. Councilman Latta
dissenting.
The City Administrator, John Dangleis, had an announcement
to make to Council, as follows:
"I would like to advise you at this time, that I will be
retiring as of tomorrow, January 18, 1983, as City Adminis-
trator for the City of Azusa, with the following understand-
ing, which would be placed as part of a motion; when that
resignation for the purposes of retirement is accepted,
that is, that I be retained as a consultant to the City
Council, on-call, at the same rate of pay that I am pres-
ently receiving, and that medical insurance premiums be
paid for the same three months that I would be a consul-
tant."
'Moved by Councilman Cruz, seconded by Mayor Moses that
resignation for purposes of retirement of City Administra-
tor be accepted and that he be retained as consultant, on-
call, with salary and medical for a three month period
carried by the following vote of the Council:
