MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MARCH 79 1983 - 7930 P.M.
The City Council of the City of Azusa met in regular session
in the Civic Auditorium at the above time and date.
Mayor Moses called the meeting to order. Call to Order
Brownie Troop No. 938 from Dalton School led in the Pledge
pledge to the Flag,
Invocation was given by Reverend James Herring of the Invocation
Assembly of -God Church.

6. The appointors nt of David Richardson, Reserve Police
Officer, effective March 8, 1983, was approved.
7. Request of Future World Expo.°83, to place banners
across Foothill Blvd., announcing this event from
April 18th through May 8th, 1983, was denied.
8. The S. Hochman Company, Auctioneers, were authorized
to hold a public auction of equipment located at
Foothill Dairy on Wednesday, March 16th, 19839 with
' the condition that they secure a one day Board of
Equalization permit to afford the City of Azusa the
sales tax on those items being auctioned,
9. Request from the San Gabriel Valley YWCA for contri-
bution of $19320.00 to the WINGS shelter for battered
women, was referred sessions'.
10. Deputy City Clerk was authorized to attend the City
Clerk's Association 11th Annual Conference to be held
in Sacramento, from April 21-232 1983. `
11. Notice was given that'Planning'Commission by Resolu-
tion No. 1892 conditionally approved a conditional
use permit to allow a condominium development in
order to construct 14 units of affordable housing on
the property located at 201 W. Gladstone St. Case
No. C-286 - Seymour S.''Braverman.
12. The contract for Project No. 643, labor and material
for the installation of a traffic signal at Vernon
and First Street was awarded to Webb Electric Construc-
tion, low bidder, in the amount of $37,460.00.
Eleven bids were received and opened in the City Clerk's
Office on Thursday, March 3, 1963. The City Clerk
' was directed to return the bidders' guarantees to
the unsuccessful bidders and the Mayor and City Clerk
were authorized to execute the contract.
13. RESOLUTION NO. 7236
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA FIXING AND ESTABLISHING FEES TO BE
CHARGED FOR THE ISSUANCE OF PERMITS FOR
BUILDIi%G (INCLUDING GRADING), PLUMBING,
ELECTRICAL AND MECHANICAL INSTALLATIONS WITHIN
THE CITY.
14. RESOLUTION NO. 7237
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS
AND SPECIFYING THE FUNDS OUT OF WHICH THE
SAME ARE TO BE PAID.
15. The specifications for the Senior Citizen Nutrition
Program were approved and the City Clerk was directed
to advertise for bids.
16. The specifications for a Senior Citizen Nutritionist
' were approved and the City Clerk was directed to
advertise for bids.
17. Sergeant Ron Clark and Corporal Michael Johnson were
authorized to attend Officer Safety and Field Tactics
Schzol to be held in San Luis Obispo, April 18-22,
1983.
18. The resignation of Danny Wilson Park Maintenance
Worker I, effective March 1, 1963, was accepted.

AUDIENCE PARTICIPATION
Moved by Councilman Decker, seconded by Councilwoman Hart
and unanimously carried by roll call that request of Pete
Coussa, Azusa Arco Service Station, for construction of
an AM/PM Mini Market, with sale of alcoholic beverages,
be referred to the Planning Commission for Public Hearing
to amend existing Ordinance to allow such usage with a
conditional use permit.
Moved by Councilman Cruz, seconded by Councilman Latta
'and unanimously carried by roll call that request of
Johnny's Auto Body, for license to sell new and used
parts in conjunction with auto dismantling, be referred
to Planning Commission for review and study with recom-
mendation to Council at meeting of March 21, 1983.
Moved by Mayor Moses, seconded by Councilman Latta that
Council should stop all recalls passed by the following
vote of the Councils

Councilman Latta offered for second reading and adoption
an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADDING CHAPTER 2.58 TO THE AZUSA MUNICIPAL CODE CONSISTING
OF SECTIONS 2.58.010 AND 2.58.0209 RELATING TO THE ESTAB-
LISHMENT OF THE POSITION OF CODE ENFORCEMENT OFFICER AND
CITATION AUTHORITY FOR THAT POSITION.
Moved by Councilman Latta, seconded by Councilwoman Hart
and unanimously carried by roll call to waive further
reading. Councilman Decker absent.
Moved by Councilwoman Hart, seconded by Councilman Cruz
that Ordinance be adopted. Ordinance passed and adopted
by the following vote of the Council-

and unanimously carried by roll call that a Plaque be
prepared commending the Azusa High School Girls J.V.
Basketball team for their second year as Montview League
Champions, said plaque to be presented at the March 21,
1983 Council meeting. Councilman Decker absent.

Moved by Councilman Latta, seconded by Mayor Moses that
proposed amendment to the Municipal Code with regard to
park and recreation fees for residential developments be
continued to meeting of March 21, 19839 further, that
Director of Community Services survey surrounding cities
and report on their fee schedules.
