The City Council of the City of Azusa met in regular 'session in the Civic Auditorium at the above time and date. Mayor Moses called the meeting to order and led in the salute to the Flag. Call to Order Invocation was given by Mr. Hal Moore of the Church of Invocation Christ. Tuition reimbursement for Audrey Carney, Senior Secretary in the Police Department, in the amount of $63.07 was approved. 17. Captain Lara was authorized to attend Seminar at Rialto Police Department on "Skelly" and "Bill of Rights", on April 13, 1963. ' 18. RESOLUTION NO. 7249 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND THE SIGN- ING OF A CONTRACT FUR PROVIDING SERVICES FOR ELDERLY PERSONS. 19. Pians and specifications from the Los Angeles County Flood Control District to construct storm drain in Crescent Drive was approved, further that the Los Angeles County Flood Control District shall not be held accountable for the expense of relocation, alter- ation, or modification of this project, once installed, necessitated by future street improvements, realign- ments, alteration or reconstruction. 04/04/83 Page 2 Tuition reimb. The Contract for Catered food service for Senior Bid Opening Sr. Citizen Meal Program was awarded to Cabaret Catering Prog.Food Svs. at $2.24 per meal, based on past performance and the fact that they are only .04 higher per meal Cabaret Catering than the lowest bidder. Three bids were received and opened in the City Clerk's office on Thursday, March 31, 1983. (Quotes are on file). 23. The Contract for Dietician/Nutritionist for Senior Sr. Program Meal Program was awarded to.the low bidder, Lavon Nutritionist/ Urbonas at $15.50 per hour. Three bids were Dietician - received and opened in the -City Clerk's Office on Lavon Urbonas Thursday, March 31, 1983.. (Quotes are on file). 24. RESOLUTION NO. 7250 Res. #7250 Commending A RESOLUTION OF THE CITY COUNCIL OF THE Deacons CITY OF AZUSA COMMENDING THE DEACONS CLUB FOR ITS SERVICE TO THE CITY. 25. RESOLUTION NO. 7251 Res.#7251 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE'SAME ARE TO BE PAID. 26. Assistant City Librarian was authorized to attend Asst. Lib. ' a seminar at Chapman College, May 5-8, 1983 dealing Seminar - with Cultural and Historical Landmark Preservation, Chapman in preparation of working with newly formed Commission. College 27. The purchase of a 300"KVA pad mount transformer for Parch .300 KVA stock replacement from lowest bidder McGraw -Edison transformer was approved, in the amount of $5,099.22. Formal bidding procedures were waived as stipulated in the Municipal Code. 30. Certain vehicles were declared surplus property and Certain veh. Councilman Decker offered an Urgency Ordinance entitled - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, EXTENDING THE EFFECTIVENESS OF ORDINANCE NO, 2145 DECLARING A MORATORIUM ON THE ESTABLISHMENT OF ANY ARCADES PENDING A STUDY BY THE PLANNING COMMISSION OF A 'PROPOSAL FOR MORE EFFECTIVE REGULATION ON SUCH USE. SAID ORDINANCE TO BE ADOPTED AS AN URGENCY ORDINANCE PURSUANT TO SECTION 65858 OF THE GOVERNMENT CODE, Moved by Councilman Decker, seconded by Mayor Moses and unanimously carried by roll call to waive further reading. Moved by Councilman Latta, seconded by Councilwoman Hart and unanimously carried by roll call that two landscape maintenance districts be established in the City; Azusa Avenue south of Gladstone with Orkney Avenue and Sierra Madre Blvd., from Todd Avenue to San Gabriel Avenue; further, that Agreement be executed by the Mayor with 'C. G. Engineering to form the two districts. Moved by Councilwoman Hart, seconded by Councilman Latta and unanimously carried by roll call that Business License Ordinance be amended to reflect a charge of $58.00 per. machine for video/amusement game machines,not to exceed $500.00, Moved by Councilman Latta,.seconded by Mayor Moses and carried by roll call that a formal thank you letter from the City Council be forwarded to Conrock for assisting Fred Lyte in correcting the subdivision map of the Todd Avenue extension in order to sell the Huffy property. Councilman Decker dissenting. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried by. roll call to approve.the contract with Interim Finance Officer Alex McFarlane. Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call to receive'and file status report on building at 701 N. Azusa Avenue. SPECIAL CALL ITEMS ' NONE OTHER BUSINESS/CITY COUNCIL City Administrator apprised Council of the status of Council Pending Report and directed the Deputy City Clerk to place certain items on that report on the Agenda•of 317 CUP req.of Penny Lane refrd to P.C. Agmt.for land- scape maint. dist. (C. G. Eng.) Amend AMC re: video game mach. fees Formal thank you to Conrock for aid w/Huffy prpty.sale Contract w/ Interim Fin. Mayor requested that statud`of•railroad crossings be RR Xings placed on the Council pending report. Moved by Councilwoman Hart, seconded by Councilman Latta and unanimously carried by roll call to authorize donation of $250.00 to Alice Williams for compilation of historical book of the City, with five books to be received by Council. As a point of interest to the public, these books will be sold at $25.00 each with the purchaser's name inscribed therein. Moved by Councilman Decker, seconded by Mayor Moses and unanimously carried by roll call that Director of Public Works and Chief of Police study intersection of Foothill Blvd. and Vernon for feasibility of traffic signal at that location.
