MINUTES OF THE CITY COUNCIL
REGULAR MEETING
APRIL 4, 1983 - 7:30 P.M.
The City Council of the City of Azusa met in regular
'session in the Civic Auditorium at the above time and
date-.
Mayor Moses called the meeting to order and led in the Call to Order
salute to the Flag.
Invocation was given by Mr. Hal Moore of the Church of Invocation
Christ.

CONSENT CALENDAR
'The CONSENT CALENDAR consisting of Items 1 through 30
was approved on motion of Councilman Decker, seconded by
Councilwoman Hart, and unanimously carried by roll call
vote.
1. The.Minutes of the March 21, 1983 regular meeting
were approved as written.
2. RESOLUTION NO. 7247
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA COMMENDING JOHN LITTLEFIELD
FOR HIS SERVICES TO THE CITY.
3. Request from the Azusa Youth Club to hold a boxing
exhibition at the V.F.W. Hall, Saturday, April 9,
1983 from 1:00 P.M. to 5:00 P.M. was approved.
4. ABC Notice for on sale beer and wine person to per-
son transfer for premises located at 407 W. Foothill
Blvd., La Terraza night club, was received and'fiied.
5. ABC Notice for off -sale beer and wine, original
license located at 730'W.'Foothill'Blvd., 99¢ only
'Store, was received and filed.
6. ABC Notice for off -sale general, (by debtor in bank-
ruptcy) for premises located -at 150 W. 9th St.,
College Farm Markets, Inc. was received and filed.
7. ABC Notice for off -sale, beer and wine, new license,
for premises located at 495 S. Citrus Ave., The

11. Notice was given that Planning Commission by Resolu-
tion No. 1897 conditionally approved a variance to
allow reduced parking spaces of 7 off-street parking
spaces instead of the required 19 and one loading
space instead of required two, in order for appli-
cant to add floor area, on the property located at
796 N. Todd Ave. Case No. V-791, Richard Ziser.
12. Notice was given that Planning Commission by Resolu-
tion No. 1898 recommended an amendment to the Azusa
Municipal Code, Amendment No. 131 - Home Occupation.
A Public Hearing has been set for Council meeting of
May 2, 1983.

16. Tuition reimbursement for Audrey Carney, Senior
Secretary in the Police Department, in the amount
of $63.07 was approved.
17. Captain Lara was authorized to attend Seminar at
Rialto Police Departmnt on "Skelly" and "Bill of
Rights", on April 13.,-1963.

THE CITY OF AZUSA AUTHORIZING THE
SUBMITTAL OF A PROPOSAL AND THE SIGN-
ING OF A CONTRACT FOR PROVIDING
SERVICES FOR ELDERLY PERSONS.
19. Plans and specifications from the Los Angeles County
Flood Control District to construct storm drain in
Crescent Drive was approved, further that the Los
Angeles County Flood Control District shall not be
head accountable for the expense of relocation, alter-
ation, or modification of this project, once installed,
necessitated by future street improvements, realign-
ments, alteration or reconstruction.

23. The Contract for Dietician/Nutritionist for Senior Sr. Program
Meal Program was awarded to the low bidder, Lavon Nutritionist/
Urbonas at $15.50 per hour. Three bids were Dietician -
received and opened in the City Clerk's Office on Lavon Urbonas
Thursday, March 31, 1983. (Quotes are on file).

bids, and/or other means of disposing of same. surplus

The Mayor declared the Hearing open. The Deputy City

PUBLIC HEARING - extending the moratorium on the establish-
ment of arca es pending a study by the Planning Commission.
The Mayor declared the Hearing open. The Deputy -City Clerk
read affidavit of proof of publication of Notice of said
Hearing published in the Azusa Herald on March 16, 1983.
Moved by Councilman Decker's seconded by Councilman Cruz
and unanimously carried by roll call to close the Hearing.
Councilman Decker offered an Urgency Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, EXTENDING THE EFFECTIVENESS OF ORDINANCE NO,
2145 DECLARING A MORATORIUM ON THE ESTABLISHMENT OF ANY
ARCADES PENDING A STUDY BY THE PLANNING COMMISSION OF A
PROPOSAL FOR MORE EFFECTIVE REGULATION ON SUCH USEg SAID
ORDINANCE TO BE ADOPTED AS AN URGENCY ORDINANCE PURSUANT
TO SECTION 65858 OF THE GOVERNMENT CODE.
