MINUTES OF THE CITY COUNCIL
REGULAR MEETING
JULY 59 1983 - 7:30 P.M.
The City Council of the City of Azusa met in regular
session in the Civic Auditorium, at the above time and
date.
Mayor Pro -tem Cruz called the meeting to order and led
in the salute to the Flag.
Invocation was given by Reverend Frank Herber of the
Church of Jesus Christ Latter Day Saints.

19. Notice was given that Plannir;:; Commission by Resolu-
tion No. 1924 recommended adoption of a land agree-
ment between the City of Azusa and Azusa Pacific
University. No action taken by Council at this
time. A Public Hearing has been set before Council
for the Meeting of July 18, 1983.
20. Notice was given that Plannini; Commission by Resolu-
tion No. 1925 conditionally approved a variance to
allow a reduced side yard setback of 3' instead of
required 5' in order for applicant to have a patio
cover connecting the main dwelling and detached two -
car garage located at 520 N. Vernon. Variance Case
No. V-802, Salvador J. Contreras.
21. Notice was given that Planning; Commission by Resolu-
tion No. 1926 disapproved a variance to allow waiver
of the two -car garage requirement to permit an al-
ready existing one -car garage conversion for the
purpose of obtaining building permits on property
located at 217 N. Angeleno Ave. Variance Case No.
V-804, Paul Perry.
22. Notice was given that Planning Commission by Resolu-
tion No. 195?7 conditionally <approved a conditional
use permit to allow sale of alcoholic beverages in
conjunction with a mini -market in the freeway service
zone and a drive-in business (service station) in
order to develop subject site located at 100 N.

23. Notice was given that Planning Commission by Resolu-
tion No. 1928 conditionally approved a conditional use
' permit to allow a non -conforming building and permit a
reduced rear yard setback of 8' instead of the re-
quired 25' in order to add a family room at 748
Hanks St. Case No. C-300 Francisco and Alice Blanco.
24. Notice was given that Planning Commission by Resolu-
tion No. 1929 recommended an Amendment to the Azusa
Municipal Code - Amendment No. 135, -Surface Mining
and Reclamation.. No action, taken'by Council at this
time. Public Hearin; set before City Council at
meeting of August 1, 1983,
25. The contract for Project No. 647, one industrial
type wheel tractor with loader and backhoe, was
awarded to Milo Equipment, Corp., low bidder in the
amount of $29,457.49 Five bids were received and
opened in the City Clerk's Office -on Thursday, June 30,
1983; said n*uotes are on file. The Mayor and City
Clerk were authorized to execute the contract and the
City Clerk directed to return unsuccessful bidders'
guarantees.

It was consensus of Council to continue Notice of Azusa
Agricultural Water Company meetings of July 22nd and
August 24th, appointing a delegate to vote City's stock,
until the meeting of July 18, 1983.
Agenda Items I-1, I-7, I-8, and I-9 were deferred for
'action until after Executive Session.
Moved by Councilman Decker, seconded by Councilwoman Hart
and unanimously carried by roll call to continue proposed
resolution approving apppropriations for the City of Azusa
for fiscal year 1983-84, to meeting of July 18, 1983.
Report,on storage of hazardous waste at American Cyanamid
was received as an information item only, at this time.

and unanimously carried by roll call to approve the Azusa
Youth Club Boxing show at the V.F.W. Hall, on July 9,
1983, from 1:00 PM to 5:00 PM.

Community Services be authorized to repair a 1970 Ford

Originally, Councilman Latta voted for the termination,

Cruz that City Council appeal Planning Commission action
denying the various variance requests by Edwards and
Krems and that moratorium continue until time of the
Hearing, August 1, 1983, failed by the following vote of
the Council:

Due to the above, no action information only, was taken
on Planning Commission Resolution No. 1921, denying var-

and Planning Commission Resolution No. 1923, denying
variance, V-789, James Edwards Jr. Said variances all
deal with waiver of required improvements for parking.
Moved by Councilwoman Hart, seconded by Mayor Pro -Tem
Cruz and unanimously carried by roll call that the
bid award to Milo Equipment for the purchase of a back-
hoe be held in abeyance at this time, until the City
Administrator, Director of Public Works and representa-
tive of Case Power Equipment discuss alleged discrepan-
cies; City Administrator was authorized to resolve the
matter.

to re-establish a Camp Program using facilities at Camp
Oak Grove, for the remaining summer months. Councilman

It was consensus of Council that Director of Community Report on
Services report on costs/feasibility for mini -trams in Mini Trams
the City of Azusa with a proposed route recommendation.
City Administrator made a progress report'on generating Generating
plants using methane gas and combustion methods for Plant using
producing energy. It was consensus of Council that more Methane Gas
information be secured for report to Council.
Moved by Councilman Latta, seconded by Mayor Pro -Tem Cruz CRA consultants
and unanimously carried by roll call that CRA consultants to Report on
investigate validity of proposal to build a senior Sr. Citizen
citizens' center on 9th St., between Azusa and San Gabriel Center
and report to Council.
