NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak in-person during the Public Participation portion of the Agenda or on a Public Hearing item
shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted
after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may
submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due
by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the
City Council and will be part of the record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

1. DESIGNATION OF VOTING DELEGATE & ALTERNATE FOR THE LEAGUE OF
CALIFORNIA CITIES 2024 ANNUAL CONFERENCE AND CONSIDERATION OF PROPOSED
RESOLUTIONS PACKET.
RECOMMENDED ACTION:
1) Designate a Voting Delegate and an alternate for the League of California Cities Annual Business
Meeting, scheduled for Friday, October 18, 2024; and

2) Concur with Staff’s position and authorize the City Council’s Voting Delegate to support the League of
California Cities 2024 General Assembly Resolutions Packet.

2. OVERVIEW AND FUTURE DIRECTION CONCERNING CITY OF AZUSA SCHOLARSHIP
AND SPECIAL ASSISTANCE PROGRAMS.
RECOMMENDED ACTION:
1) Consider and provide direction regarding the ‘City of Azusa Scholarship Program’ and the City’s
‘Special Assistance Program’; and
2) Direct staff to return at a future meeting with revised program guidelines and/or policy language, as
needed, to reflect program changes as directed by Council.

3. DECLARATION OF SURPLUS PROPERTY PURSUANT TO AB 1486 – 725 NORTH AZUSA
AVENUE IN THE CITY OF AZUSA, CALIFORNIA, COUNTY OF LOS ANGELES, (APN: 8608-
023-927).
RECOMMENDED ACTION:
1) Authorize and adopt Resolution No. 2024-C50 that finds that the declaration of surplus property is
exempt from environmental review pursuant to the California Environmental Quality Act; and declaring
that the property located at 725 North Azusa Avenue (APN: 8608-023-927) is surplus land and is not
necessary for the City’s use and directing the City Manager to follow the procedures set forth in the
Surplus Land Act, California Government Code Section 54220, et seq., as amended by AB 1486, for the
sale of surplus land.

2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED AUGUST
15, 2024 THROUGH SEPTEMBER 11, 2024.
RECOMMENDED ACTION:
Adopt Resolution No. 2024-C51 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.

4. REQUEST TO APPROVE A 3-YEAR PROFESSIONAL SERVICES AGREEMENT WITH SDI
PRESENCE, LLC FOR INFORMATION TECHNOLOGY SERVICES.
RECOMMENDED ACTION:
Approve a Professional Services Agreement with SDI Presence LLC for information technology services
from July 1, 2024 through June 30, 2027; and Authorize the City Manager to execute a contract, in a form
acceptable to the City Attorney, on behalf of the City; and waive the competitive bidding process as
authorized under Azusa Municipal Code Section 2-517(38) – Computers, Computer Components and
Services.

5. CONTRACT WITH AERODOME, INC. FOR UNMANNED AIR SYSTEMS STAFFING,
CONSULTING, AND DIGITAL FLIGHT PROGRAM SERVICES.
RECOMMENDED ACTION:
Approve funding $196,000 for services with Aerodome Inc, so that the Azusa Police Department can
enhance public safety by adding needed capability to the DFR program; and Approve funding pursuant to
Municipal Code 2-520(b), sole source. Aerodome, Inc. provides a unique and sole source service.

7. APPROVAL OF AMENDED AND RESTATED MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF AZUSA AND THE SERVICE EMPLOYEES INTERNATIONAL
UNION, LOCAL 721.
RECOMMENDED ACTION:
Approval of amended and restated Memorandum of Understanding between the City of Azusa and the
Service Employee International Union, Local 721.

8. APPROVAL OF SECOND AMENDMENT TO AGREEMENT FOR SLAUSON POOL

DBA COMMERCIAL AQUATIC SERVICES.
RECOMMENDED ACTION:
Approve the Second Amendment to the Slauson Pool Maintenance and Repair Agreement between the City
and Hasa, Inc., DBA Commercial Aquatic Services; and Authorize the City Manager to execute an
amendment to the contract, in a form acceptable to the City Attorney, on behalf of the City.

9. APPROVAL OF AMENDMENT TWO OF LEASE AGREEMENT, ALLOWING FOR ONE YEAR

RECOMMENDED ACTION:
Approve Amendment Two of Lease Agreement, which allows for a one-year lease extension to Options for
Learning for the property at 328 N. Orange Place; and Authorize the City Manager to execute Amendment
Two to Lease Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to non-
substantive changes made by the City Manager and the City Attorney.

11. ACCEPTANCE OF ADULT AND FAMILY LITERACY GRANT FROM CALIFORNIA LIBRARY
LITERACY SERVICES (CLLS).
RECOMMENDED ACTION:
Accept the $48,264 in grant awards from California Library Literacy Services (CLLS) for Fiscal Year
24/25.

12. FINDING OF PUBLIC BENEFIT AND APPROVAL OF SPECIAL ASSISTANCE PROGRAM
APPLICATION AND FUND DISBURSEMENT ON BEHALF OF THE AZUSA HIGH SCHOOL
JROTC PROGRAM.
RECOMMENDED ACTION:
Approve $200 of Special Assistance funds to the Azusa High School JROTC Program for expenses related
to student educational field trip costs, admission and transportation; and Make a finding that the community
at large will receive a public benefit from the expenditure of funds for the recommended items.

RATIO (FAR) REQUIREMENTS IN RESIDENTIAL NEIGHBORHOODS), 88.22.090
(OBJECTIVE DESIGN STANDARDS FOR RESIDENTIAL NEIGHBORHOODS 5)

PLAN TO REDUCE THE SCOPE OF DEVELOPMENT WITHIN THE SPECIFIC PLAN AREA,
AND ADOPTION OF RELATED EIR ADDENDUM.
RECOMMENDED ACTION:
1) Read by title only, second reading and Adopt Ordinance No. 2024-05, amending the Dhammakaya
International Meditation Center specific plan to reduce the scope of development within the specific
