The City Council of the City of Azusa met in Closed and Special session at Azusa Light & Water at 729 N. Azusa Avenue, Azusa, CA 91702, following the Utility Board meeting. SPECIAL MEETING OF THE CITY COUNCIL Mayor Gonzales called the meeting to order at 7:45 P.M. CITY COUNCIL ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: MENDEZ, AVILA Jr., MAYOR PRO-TEM ALVAREZ, BECKWITH, MAYOR GONZALES ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Marco Martinez, Chief of Police Wenrick, Director of Community Resources Carpenter, Director of IT Guadagnino, Director of Economic & Community Development Jimenez, Director of Public Works Delgadillo, Chief Deputy City Clerk Garcia, Library Services Manager Hassen. CLOSED SESSION REPORT City Attorney Martinez reported there was a Closed Session and there were no reportable actions. SCHEDULED ITEMS 1. DISCUSSION & DIRECTION REGARDING IMPACTS TO AZUSA FROM THE PROPOSED LOS ANGELES COUNTY ½% SALES TAX INITIATIVE (THE “AFFORDABLE HOUSING, HOMELESSNESS SOLUTIONS AND PREVENTION NOW” MEASURE) TO BE SUBMITTED TO THE VOTERS AT THE NOVEMBER 5, 2024 BALLOT. RECOMMENDED ACTION: 1) Provide Staff with direction. City Manager Gonzalez provided an overview of the proposed measure, which originated from a Citizen’s Committee Initiative. This initiative saw LA County residents circulating petitions and gathering approximately 390,000 signatures to qualify the measure. He emphasized that such citizen-led initiatives are not considered special taxes and only require a simple majority for approval. Over the past seven years, Measure H has generated an estimated $13 million in the City of Azusa. However, only $500,000 of this amount has been realized, with less than 5% of the funds generated in the City of Azusa being returned. There is no local return on Measure H. The staff has presented three options for consideration: endorsing the proposed Measure A, contemplating a ballot measure to compete in the November 5, 2024, election, or taking no action. The Azusa Resources Center is projected to cost approximately $1.2 million annually to operate. Without increasing revenues or decreasing costs, the City of Azusa cannot sustain these increases. City Attorney Marco Martinez advised that to ensure a measure appears on the ballot, it must be submitted 88 days before the election, which falls on August 15, 2024. To realistically place a measure on the ballot for the City of Azusa, all necessary documents would need to be executed at least a few days, if not a week, prior to this deadline. Staff received Council input and responded to questions. ADJOURNMENT Mayor Gonzales adjourned the meeting.
