The Pledge of Allegiance was led by Ms. Arlette Torres and Mr. Jayden Fisher The Invocation was led by Pastor Adrian Greer, Foothill Community Church CLOSED SESSION REPORT City Attorney Marco Martinez reported City Council met in closed session for two items and reported there were no reportable actions for the two items. CEREMONIAL 1. Presentation of Proclamation proclaiming the week of October 23-31, 2024 as Red Ribbon Week in the City of Azusa Mayor Pro-Tem Alvarez. read aloud the Proclamation proclaiming the week of October 23-31, 2024 as Red Ribbon Week in the City of Azusa. 2. Presentation of Certificate of Recognition to Rick McMinn, Community Improvement Manager, for 25 years of service to the City of Azusa Councilmember Beckwith read aloud the Certificate of Recognition to Rick McMinn, Community Improvement Manager, for 25 years of service to the City of Azusa. PUBLIC PARTICIPATION Dan Simpson, resident at 925 North Orange Avenue, celebrated the groundbreaking for the Historic Schoolhouse and the ribbon-cutting for the Azusa Library’s Outdoor Learning Space. He expressed concern regarding a dog park being constructed less than 150 feet from his home. He felt certain that the dog park would negatively affect the quality of his life. Thirteen mature pepper trees were destroyed. No official notice was given by the City for any kind of public hearing or opportunity to speak. The lack of notification seems like an egregious failure of City government. He urged the Council to ensure that such a failure never happens again, and he requested that the big trees that were destroyed be replaced with more big trees. City Manager Gonzalez remarked that the dog park project has been in the books for over ten to fifteen years. He apologized if not everyone has been getting the individual invitation to come to a Council meeting, but the project has been a long-term process and has gone through the Parks and Recreation Commission. There have been approximately four to five meetings at Council to determine the design, scope of work, costs, award of contract, and the naming of the dog park. Residents throughout the City deserve to be notified, but the City does not have the ability to notify every single resident when making a decision at the City Council. Most comments regarding the dog park have been very positive. He apologized for having to remove the mature trees. Staff found that the trees can be toxic to dogs and did not want to take any risks. Additionally, the footprint itself needed to be cleared. The City is trying to balance the budget with the growth of appropriate tree for the area. He stated that living near or around a park actually improves property value, and he felt this would be an amenity for all residents to benefit. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. ‘Pet of the Month’ Presentation by Los Angeles County Animal Care & Control Councilmember Beckwith presented a flyer for Omar, an eight-month-old, neutered Shepherd mix. Omar is available for adoption at the Baldwin Park Animal Care Center. 2. City Manager Communications City Manager Gonzalez announced that election day was approximately two weeks away. This is the first year that the City will be going to a district-based election. If there are any discrepancies, residents can contact the City Clerk’s office. The City’s website has a link where individuals may type in their address to determine where their district is. COUNCIL COMMENTS Mayor Gonzales announced a Spooky Fall Paintings event is scheduled for October 22, 2024 at 5 p.m. at the Azusa City Council October 21, 2024 Page | 3 Library. The official groundbreaking for the Canyon City Dog Park is scheduled for October 30, 2024, and will also collaborate with the Canine Companion Costume contest. There will be prizes for the first thirty residents that bring a costumed dog. He shared that he would be donating walking blinkers that can be attached to a harness or leash to help make pets more visible in hard-to-see areas. He urged the community to drive slower on Halloween because kids cannot see with their mask and get excited. Mayor Pro-Tem Alvarez announced that the Azusa City Library will be hosting a Fall Festival on October 23, 2024, from 4pm to 6pm. The Azusa City Library will also present an Emotional Wellbeing and Stress presentation on October 30, 2024, from 6pm to 7:30pm at the library auditorium. The Emotional Wellbeing and Stress presentation is sponsored by the LA County Department of Mental Health. He thanked the Golden Days Committee for all of the great efforts and hard work. Councilmember Avila Jr. announced that on October 26, 2024, the Community Resource Department will have Halloween Fright Fest at Memorial Park at 6:30pm. The Dia de los Muertos event is scheduled for November 1, 2024, at Memorial Park North Recreation Center. Azusa’s Annual Cruising Back 2 Route 66 event will be November 10, 2024. Car registration is $25 plus an unwrapped toy. He reported that he was honored to represent the City of Azusa as a voting delegate on October 16th, 17th, and 18th in Long Beach at the League of California Cities Conference. Congratulations to Rick McMahon on his retirement. He commended and thanked Jeffrey Cornejo and the entire Golden Days Committee for putting on another fabulous Golden Days show. Councilmember Beckwith announced attending the League of California Cities Conference as the alternate. There were many great sessions that included topics regarding homelessness, housing, code enforcement, and disaster preparedness. He also attended the Joint Powers Insurance Authority Conference, where there were discussions about the City’s insurance authority and ways to protect and take care of the important things that the City does in keeping the City and staff safe. Thanks to the Golden Days Committee and all staff that supported all of the things that went around Golden Days Week. It was an incredible, wonderful week with many diverse events. The theme this year was fun by having two different ways to dress up. He stated that he enjoyed the parade and thought it was the best attended in many years. He reported attending APU’s annual fundraiser dinner. SCHEDULED ITEMS 1. N/A Fund/Account No: N/A Budget and Revenue Manager Richard Lam provided the staff report regarding the first reading of the amended and restated ordinance under Chapter 2, Article VII of the Azusa Municipal Code. He noted two errors under the ordinance, adding that under the ordinance on line three of the title, it should be 2.538(7), and under section 1, the 2.539 should be 2-538(7). He provided background information on the ordinance and responded to Council questions. After Councilmember discussion, direction was provided for staff to begin setting parameters and return at a future date with some fiscal analysis on the findings. 3.
