The City Council of the City of Azusa met in regular session in the Civic Auditorium,at the above time and date. Mr Moses called the meeting to order and led in the salute MI the Flag. Invocation was given by Reverend Rick McDonald of the Four- square Gospel Church. ICEREMONIAL Call to Order Invocation Roll Call Mayor Moses presented a proclamation to Cristina Cruz Madrid; Proc. C. Cruz commending her as the first Hispanic woman Deputy City 1st Deputy City Attorney in Los Angeles. Attny. L.A. RESOLUTION NO. 7338 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DETERMINING URBAN LIMITS, FUNCTIONAL CLASSIFICATION OF ROADS, AND DESIG14ATING CERTAIN ROADS TO BE IN THE FEDERAL -AID SYSTEM. Execution of consent to easement structures for the U.S. Corps of Engineers was accepted. The Mayor and the City Clerk were authorized to execute the document. Plans and specifications for Project No. 651, improve- ment of Todd Avenue from Foothill Blvd. to southerly terminus, was approved. City Clerk was directed to advertise for bids. RESOLUTION NO. 7339 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF. Notice of Completion for Project No. 645, reconstruction of Vincent Avenue from Gladstone Street to city limits (Robert Escudero), was approved. ORDINANCES/SPECIAL RESOLUTIONS Councilman Cruz offered for second reading and adoption an Ordinance entitled: ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, IFORNIA, AMENDING THE AZUSA MUNICIPAL CODE TITLE 19, BY ADDING SECTIONS 19.04.615 AND 19.40.140 RELATING TO POLITICAL CAMPAIGN SIGN REGULATIONS. Moved by Councilman Cruz, seconded by Mayor Moses and unanimously carried by roll call to waive further reading. Moved by Councilman Cruz, seconded by Mayor Moses that Ordinance be adopted. III TO THE AZUSA CENTRAL BUSINESS DISTRICT) Moved by Councilman Cruz, seconded by Councilman Latta that resolution be adopted. Moved>by Councilman Latta, seconded by Councilman Cruz and unanimously carried by roll call to adopt staff's recommen- dation3i£hat the Housing and Commercial Rehabilitation con- tracts wliich are now in the name of Bill Bond Associates for an indefinite period of time be terminated. Furthermore, to investigate the possibilities of providing the same program by alternative means including the use of existing City staff,`,acombination of City staff from more than one depart- ment',or the desirability of recontracting with a consultant Page 4 Housing & Comm. Rehab. Program in which case a bid package would be prepared. In the latter case, Bill Bond Associates would be given oppor- tunity to submit a proposal along with other consultants. Moved by Councilman Cruz that City join California Calif. Cities Cities and Counties for Cable. Motion died for the lack & Co. for Cable of a second. Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call that staff be directed to contact group lobbying for California Cities and Counties for Cable for more information on the subject. CITY COUNCIL RECESSED TO EXECUTIVE SESSION AT 7:53 P.M CITY COUNCIL RECONVENED AT 8:52 P.M. It was consensus of Council that an investigation be conducted regarding City employees time and assistance in preparing Chamber of Commerce exhibit at County Fair. OTHER BUSINESS/CITY COUNCIL Exec. Session Reconvened Investigation re: C of C Exhibit at Fair Moved by Councilman Latta, seconded by Councilman Cruz Utilities and unanimously carried by roll call that in consider- Commission ation of establishing a Utilities Commission, a sample Ordinance be brought back to Council for more discussion. Moved by Councilman Cruz that City put out competitive Ambulance bids for ambulance service. Action was tabled until Service specs next Council meeting. Finance Officer McFarlane noted that specifications for ambulance service had been completed and reviewed will be submitted at next Council Meeting for 'and approval. Moved by Councilman Cruz that bill collecting services Bill Collecting be put out to bids. Motion died for the lack of a Services second. Finance Officer McFarlane noted that he has received four proposals regarding bill collecting services and would submit his report at the next Council meeting. Moved by Mayor Moses, seconded by Councilman Latta and Prevailing Word unanimously carried by roll call to refer matter of Pre- Ministry Church vailing Word Ministry Church placement in 14-1 zone to City Attorney for appropriate procedure to use to return to City Council for action. It was consensus of Council that in light of existing UFO Arcade moratorium on Arcades, matter of UFO Arcade be referred to City Attorney for opinion regarding the legality of request to expand business facility. Moved by Councilman Cruz, seconded by Councilman Latta Inspect bldg. and unanimously carried by roll call that Building 633 Glenfinnan Inspector be instructed to inspect apartment at 633 regarding complaint by resident that building was not adequately inspected for fire preven- 'Glenfinnan tion.
