SUBJECT: APPROVAL OF A JOHN DEERE TRACTOR SKIP LOADER PURCHASE
BACKGROUND:
On June 19, 2023, the City Council adopted the City’s Fiscal Year 2023/24 budget which included
the City’s Capital Outlay and Public Works’ proposed equipment purchases. The Public Works
Park Maintenance Division maintains city trees, parkland, and street medians. The tractor skip
loader is a highly utilized and versatile piece of equipment within the City’s fleet. The equipment
will be used for regular preventative maintenance for the division, such as clean-up and
construction, and assisting in various operations.
RECOMMENDATIONS:
Staff recommends that the City Council take the following actions:
1)Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and
approve the purchase of a JOHN DEERE 210 P-tier Tractor Loader and attachments in the
amount not to exceed $152,203.52 from COASTLINE Equipment Company.
2)Authorize the City Manager to execute a purchase agreement with COASTLINE Equipment
Company for the purchase of the JOHN DEERE 210 P-tier Tractor Loader and proposed
attachments.
ANALYSIS:
The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process
of competitive bidding by using other municipalities or through joint powers programs. In this case,
JOHN DEERE was able to provide the City with a Sourcewell contract (# 011723-JDC). As a result,

the city can achieve the benefits of a competitive bid without the additional costs and delays
associated with the standard procurement process.
FISCAL IMPACT:
Funding for the purchase of the 2025 JOHN DEERE 210 P Tractor Loader was included in the FY
2024-25 approved Capital Outlay Budget in the amount of $167,206.00 under account #46-55-651-
000-7140. The final purchase price is $15,002.48 ($167,206.00 - $152,203.52) less than budgeted.
