BACKGROUND:
In compliance with California Government Code Section 65400, cities and counties are required
to prepare an Annual Progress Report (APR) on the implementation of their General Plan’s
Housing Element. The APR provides key data, including housing unit production across
affordability levels, development applications received, and building permits issued or finalized.
It also includes updates on housing program implementation and other relevant topics. The report,
prepared using a form provided by the State Department of Housing and Community Development
(HCD), must be submitted to both HCD and the Office of Land Use and Climate Innovation (LCI)
for review. Before submission, the APR is presented to the City Council for review. The deadline
for submitting the report to HCD for the 2024 reporting year is April 1, 2025.
RECOMMENDATIONS:
Staff recommends that the City Council take the following action:
1)Receive and file the 2024 Housing Element Progress Report.
ANALYSIS:
The City of Azusa’s 2024 APR outlines the city's progress in implementing its 6th Cycle
Housing Element (2021-2029). The report provides a summary of housing production,
permitting activity, affordability progress, and policy implementation to meet state housing
requirements. It is attached to this report (please note that the formatting is prescribed by the
LCI).

A key component of housing planning in California is the Regional Housing Needs Assessment
(RHNA), a state-mandated process that determines the number of housing units cities and
counties must accommodate across various income levels. The California Department of
Housing and Community Development (HCD) assigns RHNA targets to regional planning
agencies, which then distribute housing allocations to local jurisdictions. The goal is to ensure
that cities plan for and facilitate the production of housing to meet projected population growth
and affordability needs. For this cycle, Azusa has been allocated 2,651 housing units to
accommodate future demand. This allocation is broken down into different affordability
categories, including very low, low, moderate, and above-moderate-income housing.
The following sections highlight key takeaways from this year’s report, including development
trends, policy implementation, and challenges in meeting RHNA goals.
Key Housing Development Activity
• Total Housing Units: 172 units were completed (finaled) in 2024.
• Building Permits Issued: 89 new units received permits.
• Housing Units by Structure Type:
o Single-Family Detached: 38 entitled, 24 permitted, 1 completed.
o Single-Family Attached: 4 entitled, 0 permitted, 2 completed.
o Multi-Family (2-4 units): 14 entitled, 3 permitted, 0 completed.
o Multi-Family (5+ units): 14 entitled, 8 permitted, 129 completed.
o Accessory Dwelling Units (ADUs): 93 entitled, 54 permitted, 40 completed.
Housing Affordability
• Of all the permits issued and finaled, all of them fell into the above moderate-income
category.
Planning Entitlements
• Entitled Units: 163 units received planning entitlements in 2024.
o SB 9 Projects: Two projects approved under SB 9 (2021) for increasing density in
single-family zones.
o Density Bonus: One project was approved with Density Bonus Provisions.
Policy Implementation
• The city continues implementing housing programs, including:
o Affordable Housing Fund & First-Time Homebuyer Assistance Programs
(ongoing).
o Rental Housing Inspection & Code Enforcement Programs (annual monitoring).
o ADU Development Support: Streamlining of ADU applications.
o Residential Objective Design Standards were adopted to provide a more
streamlined approach for residential development review.
The remaining programs are ongoing initiatives, with the General Plan Amendment being the
most significant task. Staff have been actively working to bring a consultant on board. The goal
is to begin the update process in the second quarter of 2025.

RHNA Progress
In 2024, the city permitted 89 new units, reducing its remaining RHNA obligation to 2,316 units.
It is important to note that RHNA serves as a guide for future housing development/construction,
and it is not necessarily a requirement. Per California Government code section 65584(a)(2), “It
is the intent of the Legislature that cities and counties should undertake all necessary actions to
encourage, promote, and facilitate the development of housing to accommodate the entire
regional housing need, and reasonable actions should be taken by local and regional governments
to ensure that future housing production meets, at a minimum, the regional housing need
established for planning purposes.” As such, although it is strongly encouraged that cities and
counties meet RHNA goals, they will not be penalized if they fail to do so.
The APR will be submitted to the California Department of Housing and Community
Development (HCD) and the Office of Land Use and Climate Innovation (LCI) by the April 1,
2025, deadline. The report provides a critical assessment of Azusa’s housing progress and
informs future policy decisions to support housing growth, affordability, and compliance with
state housing mandates.
CEQA ACTION:
The proposed General Plan Housing Element Annual Progress Report for the 2024 Calendar Year
is not considered a project as prescribed by the California Environmental Quality Act (CEQA),
therefore, no further CEQA action is required.
FISCAL IMPACT:
The is no fiscal impact related to this item.
