SUBJECT: APPROVE PLANS AND SPECIFICATIONS FOR THE SENIOR CENTER
MODERNIZATION AND AUTHORIZE STAFF TO SOLICIT A NOTICE INVITING
BIDS
BACKGROUND:
Aligning with City Council’s goals of enhancing and sustaining public facilities and infrastructure, the
FY 22-23 approved budget included a capital project that set aside $4,000,000 in excess reserves to
modernize the Senior Center. Several significant milestones have been met, and the plans and
specifications have now been approved and are permit ready. Our consultant, Totum Corp., has
completed this stage of the process, and the package is now ready for Council consideration.
RECOMMENDATIONS:
Staff recommends that City Council take the following actions:
1) Approve the Plans and Specifications for the Senior Center Modernization, subject to non-
substantive changes; and
2) Authorize staff to solicit a Notice Inviting Bids for the modernization of the Senior Center.
ANALYSIS:
The Azusa Senior Center was opened as a newly constructed building in 1987. Since original
construction, remodeling efforts have been minimal and limited to lighting upgrades, roof replacement,
HVAC upgrades, and some aesthetic improvements. With excess reserves set aside for modernization
efforts, the City wishes to implement an approach to the new design, that integrates the needs of people,
systems, and practices, while maximizing project results through design and construction.
Totum Corp. was contracted to provide architectural, interior design, engineering & construction
services. Plans were submitted and approved through the proper approval process, making this project
permit ready.

The next step is to approve the Notice Inviting Bids, including Plans and Specifications, for the
modernization of the existing Senior Center. This project includes interior and exterior renovations,
hardscape/landscape and trellises. Key tentative dates are as follows, with construction anticipated to
begin mid-summer:
Issue Notice Inviting Bids: 5/5/2025
Mandatory Job Walk: 5/12/2025 @ 2:00 p.m.
Questions Due: 5/29/2025 @ 11:00 a.m.
Bid Addendums Issued By: 6/16/2025 @ 5:00 p.m.
Bids Due: 7/1/2025 @ 11:00 a.m.
FISCAL IMPACT:
There is no fiscal impact associated with the proposed actions. Staff will return to the City Council with
bid results and request authorization to award a contract.
