CRITICAL INFRASTRUCTURE AND MODERNIZATION PROJECT (CIP
NOS. 51023A AND 51024A) AND AUTHORIZE STAFF TO SOLICIT BIDS
FOR CONSTRUCTION SERVICES
BACKGROUND:
The Azusa City Library was awarded a grant through the California State Library (CSL) Building
Forward Facilities Improvement Program. This grant program funds capital projects for public
library buildings that address critical maintenance needs, safety upgrades, improve energy
efficiency and sustainability, extend digital access, and expand physical access to library facilities.
The City of Azusa previously approved and allocated a required local match toward this project.
The Grant Agreement was finalized between CSL and the City of Azusa in January of 2024, which
was followed by the initial disbursement of 50% of the grant award in February of 2024.
On June 17, 2024 the City Council awarded a Professional Services Agreement (PSA) to IDS
Group for design consultation services which included predesign scope and cost development,
conceptual, schematic and design development, preparation of construction documents, plans,
specifications, and bid process and construction administration support services. IDS Group has
completed the Ready for Construction (RFC) set of plans and specifications and is ready to assist
the City in revieing the bids received.
Additionally, the City Council awarded a PSA to Transtech Engineering, Inc. for
Project/Construction Management consultation services. These services include pre-construction
reviews, construction management, and post-construction phase coordination services through
project close-out. Transtech has been coordinating with City staff and has concurred that the plans
and specifications are acceptable for bid solicitation.

RECOMMENDATIONS:
Staff recommends that the City Council take the following actions:
1) Approve the Construction Plans and Specifications for CIP Project Nos. 51023A and
51024A; and
2)Authorize staff to solicit a Notice Inviting Bids for the construction of the Azusa Library
Critical Infrastructure and Modernization Project.
ANALYSIS:
The current Azusa City Library building opened in 1959. Since that time, no major improvements
have been made to the building with the exception of limited flooring and bathroom upgrades in
2019, and the replacement of HVAC units in 2023. Various critical maintenance, energy
efficiency, accessibility, and infrastructure improvements are necessary at this time to ensure long-
term continuity of programs and quality services for the community.
Toward this end, the City conducted a building assessment in 2023 and applied for and was
awarded state grant funding for the ‘Azusa Library Critical Infrastructure and Modernization’
Project in 2024. This project will be a full-scale renovation of the library, including major
structural and design improvements to both the exterior and interior of the building.
Over the past several months, the City’s integrated design consultant, IDS Group, and city staff
have worked together to develop the project’s design plans, specifications, cost estimates, and
construction documents. With assistance from Transtech reviewing the project Plans and
Specifications, City Staff is ready to issue a Notice Inviting Bids for construction of the Azusa
Library Modernization Project.
Construction for this project is expected to take approximately fifteen months, with the City’s
library services being relocated temporarily off-site during the construction stage. Staff will return
separately at a future Council meeting to award the construction contract for this project.
ENVIRONMENTAL CLEARANCE:
This action is categorically exempt from the requirements of the California Environmentally
Quality Act (CEQA) pursuant to Section 15301 Class 1 (a) – Interior or Exterior Alterations.
Before the contract is awarded, staff will file a Notice of Exemption with the Los Angeles County
Clerk’s Office.
FISCAL IMPACT:
The recommended actions do not have a fiscal impact at this time. In addition, funding for the
Azusa Library Modernization Project was included in the approved FY 2024-2025 annual CIP
budget. Staff will return to Council to award a contract.
