The City Council of the City of Azusa met in adjourned regular session at the City Hall Conference Room at the above time and date. Mayor Moses called the meeting to order and led in the Call to Order' salute to the Flag. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: CRUZ, LATTA, MOSES ABSENT COUNCILMEMBERS: NONE . 4. ALSO PRESENT Interim City Administrator/Chief of Police Wood, City Treasurer Talley, Finance Officer McFarlane,City Clerk Solis, Deputy City Clerk Lara. Councilman Cruz offered a resolution entitled: Res. $7357 Commending & A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Honoring J. HONORING AND COMMENDING JOHN CORTEZ UPON HIS ORDINA- Cortez' TION INTO THE PRIESTHOOD. Ordination Moved by Councilman Cruz, seconded by Councilman Latta that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES,: COUNCILMEMBERS: CRUZ, LATA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE A lengthy discussion was held with Finance Officer City Finances and City Treasurer regarding city finances. It was consensus of Council that Interim City Administrator request department heads to review their budgets and recommend suggestions for saving money. It was also consensus that Council meet some day in the near future to go over the budget for possible adjustments. A Utility Users Tax was also discussed for future review. Thirteen maintenance -type requests for the downtown Downtown Maint. area were submitted by the merchants and were dis- Requests cussed separately for possible resolution. It was moved by Councilman Latta, seconded y Mayor Moses and unanimously carried by roll call that Council enthusiastically endorse the list as submitted and direct staff to follow through as soon as possible. 1 ' It was consensus of Council that letter drafted by Ltr. to RACE Org. Interim City Administrator to the RACE Organization re: Alcohol outlining the Council's displeasure of the dis- during Golden pensing of alcoholic beverages during the Golden Days Days festivities be approved and that letter be forwarded to that organization. Moved by Mayor Moses, seconded by Councilman Cruz Tree Trimming and unanimously carried by roll call that tree Downtown Area trimming be prioritized to the downtown area first and then schedule as submitted by the Director of Community Services be followed. Interim City Administrator apprised Council that the City was denied Federal Grants for tree planting, due to the fact that the City failed to meet the minimum 608 labor requirement. It was consensus of Council that said terminology be defined and submitted to Council. Directorof Community Services presented a list of t proposed bus shelters in the City. It was consensus of Council that an additional shelter be installed at Sierra Madre and San Gabriel Avenue and that an estimate be given as to proposed time when the rest of the bus shelters throughout the City be installed, in particular on Citrus the north and south corners of Alosta. Fed. Grants Tree'Plantivi Bus Shelteaa Iterim City Administrator advised that the Price Price Club Club is due to open on Monday, October 24th; however, that the landscaping requirements have not be ful- filled and will be done under City direction. Moved by Mayor Moses, seconded by Councilman Cruz Davies Claim and unanimously carried by roll call that claim vs City by Mr. Davies be settled by City's Insurance Administrator as soon as possible. It was consensus that Interim City Administrator Rayburn Claim review claim vs City and Mr. Rayburn for possible settlement, as is authorized per Resolution No. 7269 (City Administrator to settle tort claims under $3,000.00). ' Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call that services of Engineer Carlos Alvarado of the City of Irwindale be solicited for certain documents/plans that must be approved by an engineer, at a cost of $50.00 per hour, during the three month sick leave of the Director of Public Works. Interim City Administrator reported on incident of representative from Miller Brewery Company consuming beer at Golden Days functions and adverse publicity received in the Azusa Herald, and stated that all concerned were advised of the City Council's and his displeasure of the incident. CITY COUNCIL RECESSED TO EXECUTIVE SESSION AT 5:02 P.M. CITY COUNCIL RECONVENED AT 5:55 P.H. Appvl. to Hire Eng.for Ctn. ' Moved by Mayor Moses, seconded by Councilman Latta and unanimously carried by roll call that Interim City Administrator review policy of City purchasing trophy for the Field Tournament of Bands, hosted by Azusa High School, and if warranted to authorize pay- ment. Moved by Mayor Moses, seconded by Councilman Cruz and unanimously carried by roll call that Interim City Administrator also review policy on'purchasing Football Trophy, Gladstone High School, and if warranted to authorize payment. 10/20/83 !
