Prior to going into closed session, the City Council will convene in the Auditorium serving as Council
Chambers to take public comment on the closed session items only. General public comment will be provided

NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak in-person during the Public Participation portion of the Agenda or on a Public Hearing item
shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted
after this time will not be accepted.
Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may
submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due
by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the
City Council and will be part of the record but will not be read aloud.

Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a
"project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has
the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably
foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public
agency, a private activity that receives any public funding, or activities that involve the public agency's issuance
of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code §
21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their
appropriate CEQA determination will be listed below each recommendation. If no CEQA determination is
listed, it has been determined that the action does not constitute a “project” under CEQA.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items listed or not listed
on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board
about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the
Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a
subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption
for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the
speaker or responses to the speaker's questions or comments may be handled after the speaker has completed
his/her comments. Public Participation will be limited to sixty (60) minutes.

1. PUBLIC HEARING - SECOND READING OF AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF AZUSA CALIFORNIA, AMENDING CHAPTERS 1 (GENERAL PROVISIONS),
CHAPTER 14 (BUILDINGS AND BUILDING REGULATIONS), AND CHAPTER 34 (HEALTH
AND SANITATION) OF THE AZUSA MUNICIPAL CODE (“AMC”) RELATING TO
ADMINISTRATIVE CITATIONS, ADMINISTRATIVE HEARINGS, DESIGNATED NUISANCES,
AND ADOPTING BY REFERENCE THE 2024 INTERNATIONAL PROPERTY MAINTENANCE
CODE, THE 1997 UNIFORM ADMINISTRATIVE CODE, THE 1997 UNIFORM HOUSING
CODE, AND THE STANDARDS AND DEFINITIONS CONTAINED IN CALIFORNIA HEALTH
AND SAFETY CODE 17920.3
RECOMMENDED ACTION:
1) Open the public hearing, receive testimony and close public hearing; and
2) Waive further reading and adopt Ordinance No. 2025-02: an Ordinance of the City Council of the City
of Azusa, California, amending Chapter 1 (General Provisions), Chapter 14 (Buildings and Building
Regulations), and Chapter 34 (Health and Sanitation) of the Azusa Municipal Code (“AMC”) relating to
administrative citations, administrative hearings, designated nuisances, and adopting by reference the
2024 International Property Maintenance Code, the 1997 Uniform Administrative Code, the 1997
Uniform Housing Code, and the standards and definitions contained in California Health and Safety
Code 17920.3; and
3) Determine that the adoption of this Resolution does not qualify as a “project” as defined in California
Environmental Quality Act (Public Resources Code Section 21000 et seq.) (“CEQA”). Section 15378.

2. DISCUSSION REGARDING 2025 SUMMER MEETING SCHEDULE AND CANCELLATION OF
THE MAY 19, 2025 REGULAR MEETING
RECOMMENDED ACTION:
1) Discuss and provide direction to Staff regarding the 2025 summer meeting schedule; and
2) Approve the cancellation of the May 5, 2025 City Council meeting.

3. DISCUSSION AND DIRECTION ON CITY OF AZUSA MEMBERSHIP IN THE SAN GABRIEL
VALLEY COUNCIL OF GOVERNMENTS
RECOMMENDED ACTION:
1) Discuss the City’s membership with the SGVCOG and provide direction to staff.

4. APPROVAL OF FIRST CONTRACT AMENDMENT WITH THE LOS ANGELES CENTER FOR
ALCOHOL AND DRUG ABUSE FOR CONTINUED OUTREACH AND CASE MANAGEMENT
SERVICES FOR PEOPLE EXPERIENCING HOMELESSNESS
RECOMMENDED ACTION:
1) Approve the first amendment to the contract with L.A. CADA for continued outreach and case
management services within the City of Azusa for an additional 2-year term, subject to language
modifications acceptable to the City Attorney; and
2) Direct staff to continue to seek grant funding to support homeless programs; and
3) Allocate $222,480 for FY 2025-26 and $229,154 for FY 2026-27 from the General Fund, while final

2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED APRIL 17,
2025 THROUGH APRIL 30, 2025
RECOMMENDED ACTION:
Adopt Resolution No. 2025-C25 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.

3. HUMAN RESOURCES ACTION ITEMS
RECOMMENDED ACTION:
1) Approve the following personnel action requests in accordance with the City of Azusa Rules of the Civil
Service System, Azusa Municipal Code, and/or applicable Memorandum of Understanding(s); and
2) Adopt Resolution No. 2025-C26 granting the City Manager temporary authority to make new hire
appointments (including promotions) during the periods of May 1, 2025 through May 31, 2025 and June
16, 2025 through September 14, 2025.

4. CONSIDERATION OF A RESOLUTION SETTING THE NUMBER OF TRANSITIONAL

1) Adopt Resolution No. 2025-27 setting the number of transitional fireworks sales permits available for
2025 at three (3).

5. APPROVAL OF A FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT
WITH STUDIO T-SQ., INC. FOR ARCHITECTURAL SERVICES FOR THE PROMENADE AT
CITRUS PROJECT (890 THE PROMENADE)
RECOMMENDED ACTION:
1) Approve a First Amendment to the Professional Services Agreement with Studio T-SQ., Inc. to revise
the scope and schedule of services under ‘Phase 1’ of project development, and increase the
compensation amount by $36,964; and
2) Authorize the City Manager to execute the amendment, in substantial form, subject to minor
modifications acceptable to the City Attorney, on behalf of the City.

6. REQUEST TO APPROVE ANNUAL RENEWAL INCREASE FOR EXISTING 3-YEAR
MICROSFT ENTERPRISE AGREEMENT (EA) INVOICED BY DELL INC
RECOMMENDED ACTION:
1) Approve the annual renewal increase on the existing 3-year Microsoft Enterprise Agreement (EA) from
$176,122.74 to $189,821.94 annually; and
2) Authorize the City Manager or his designee to approve remaining renewals of existing 3-year Microsoft
Enterprise Agreement (EA) for licensing and software assurance in the amount of $189,821.94 annually.

7. APPROVAL OF SECOND AMENDMENT TO AGREEMENT FOR MAINTENANCE SERVICES
BETWEEN THE CITY OF AZUSA AND MARISPOSA LANDSCAPE INC.
RECOMMENDED ACTION:
1) Approve the Second Amendment to the Maintenance Services Agreement between the City of Azusa
and Mariposa Landscapes Inc. for landscape and irrigation maintenance services; and
2) Authorize the City Manager to execute the Contract Amendment, in a form acceptable to the City
Attorney, on behalf of the City.
