SUBJECT: DISCUSSION AND DIRECTION ON CITY OF AZUSA MEMBERSHIP IN
THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS
BACKGROUND:
During the April 7, 2025 City Council meeting, Mayor Gonzales requested an item for
discussion concerning the City’s membership with the San Gabriel Valley Council of
Governments (SGVCOG). The information in this report details the City’s involvement in the
COG and includes annual dues, current projects and programs, committees, and regional funding
opportunities.
RECOMMENDATIONS:
Staff recommends the City Council:
1) Discuss the City’s membership with the SGVCOG and provide direction to staff.
ANALYSIS:
SGVCOG’s cities participate in a number of programs and benefit from SGVCOG’s project
management. These include programs that SGVCOG organizes and leads for cities, particularly
related to state compliance; programs the SGVCOG fully funds through grant sources or as a
pass-through agency on behalf of cities; and projects that SGVCOG delivers on behalf of cities.
The City’s membership in the SGVCOG allows it to participate in and benefit from these
regional programs. Among the advantages are project management and funding support for
smaller municipalities who may lack the necessary resources to administer their own programs.
The City of Azusa became a member in 1994. Annual dues for the current fiscal year was
$25,338.66 of which $11,873.07 is paid through the City’s Proposition A and C funds. Currently,
Mayor Gonzales is the City delegate to the SGVCOG, and Councilmember Bow serves as the

alternate. In addition, Mayor Gonzales serves on the SGVCOG Homelessness Committee and
Councilmember Bow serves on the SGVCOG Transportation Committee.
To date, the City has received support from the SGVCOG with its regional participation across a
wide variety of projects:

It is important to note that maintaining membership with the COG is required for continued
administrative support of these regional programs and individual services per the agreements
entered into between the City and the SGVCOG.
Current/Ongoing Project Support
• The SGVCOG is partnering with the City of Azusa on the East SGV “SMIP” project, a
series of projects that support access to A Line Stations. In Azusa, a $30M+ project is
planned to reconfigure San Gabriel Ave and potential segments of Azusa Ave from one-
way to two-way streets and implement complete streets improvements.
• SGVCOG is funding and leading the design – secured $400,000 in MSP funds for this
work on behalf of the city; procured a design consultant overseeing work.
• SGVCOG has applied for multiple CON funding sources in the city’s name to ensure the
project can be constructed, including State ATP, Metro MAT, and plans to apply for
more. SGVCOG plans to lead the construction phase once funding is secured.
• The SGVCOG provided direct benefits for homelessness programs and activities in the
City. In FY 24-25 the city benefitted from $182,421.95 worth of homelessness outreach
services from a contract between SGVCOG’s and LA CADA. However, this program
will not be available to Azusa as the City will receive Measure A funding through the
COG for ARC operations beginning the new fiscal year, therefore no longer eligible for
the regional program.

• $225,000 through the SGVCOG’s Rapid Housing Development RHoD) Program. The
funding is intended to support the Azusa Resource Center “ARC” – the City’s 25-bed
interim housing shelter operations. This is one-time funding approved for the current
year of ARC operations.
• The SGVCOG administers the City’s Cal Recycle local assistance grant to ensure the
city’s compliance with SB 1383. SGVCOG conducts inspections at businesses; manages
edible food recovery requirements. The value of these services is $100,649, according to
the SGVCOG.
FISCAL IMPACT:
There is no fiscal impact with this report. However, should Council decide to withdraw, it would
constitute an annual savings of approximately $25,000, of which $14,000 would be attributed
back to the city’s general fund. However, it would require the City to end programs provided by
the SGVCOG or find alternate funding sources.

SGVCOG’s cities participate in a number of programs and benefit
from SGVCOG’s project management. The following lists
summarize this participation across a wide variety of project
types. These include programs that SGVCOG organizes and leads
for cities, particularly related to state compliance; programs the
SGVCOG fully funds through grant sources or as a pass through
agency on behalf of cities; and projects that SGVCOG delivers on
behalf of cities from cradle to grave - at little to no cost to local
jurisdictions.
While this document lists projects and programs run by SGVCOG,
it does not include a wide variety of other services and benefits
that members receive. These include SGVCOG’s efforts to
advocate for local, state, and federal policies with a unified,
regional voice; support for and notification of funding
opportunities; technical expertise staff lend to member agency
staff related to planning, data analysis, legislative tracking, and
other complex subject matters; and networking and educational
opportunities through free workshops, regular working group
and committee meetings, and events.

SR 57/60 Confluence Project (Project Delivery Recipient)
SGVCOG serves as project manager for a massive construction effort to reconfigure a two-mile stretch of the freeway
interchange connecting SR-57 and SR-60 in Diamond Bar and Industry to reduce dangerous lane weaving. SGVCOG
handles day to day construction activities on behalf of Metro and local jurisdictions. The project will mitigate the
hazardous chokepoint ranked as the seventh worst truck bottleneck in the nation, and will cost $444.12 million.

ACE Project (Project Delivery Recipient)
SGVCOG is the primary funder and implementer of the Alameda Corridor-East Program, a series of 19 grade separation
projects and at-grade safety improvements designed to mitigate collisions and delays where local roads intersect Union
Pacific railroad tracks. Approximately 16% of all oceangoing containers in the U.S. travel through the high-volume
transcontinental freight corridor and the project was designated by Congress as a Project of National and Regional
Significance.
ESGV SMIP / First-Last Mile Projects (Project Delivery Recipient)
SGVCOG is the primary funder and project implementer for a series of active transportation, first/last mile, and bus
system improvements that will complement Metro A Line stations and Metrolink stations in the East San Gabriel Valley.
GoSGV E-Bike Share (Program Beneficiary)
GoSGV offers San Gabriel Valley residents the opportunity to reserve a pedal assist e-bike for monthly use. During the
rental period, the participant has exclusive use of the e-bike as their own. SGVCOG is working on a voucher program to
make the e-bikes more accessible to income qualified users.
Broadband Study (Program Beneficiary)
The SGVCOG’s Regional Broadband and Strategic Plan serves as a roadmap to address the digital divide and help
identify opportunities for connecting unserved and underserved communities to high-speed internet throughout the
San Gabriel Valley. The Study, fully funded through a CPUC grant, was administered by SGVCOG on behalf of its
members.
Coyote Program (Program Partner)
The Neighborhood Coyote Program is a partnership between SGVCOG and member cities to encourage residents to
report coyote interactions and assist in monitoring coyote behavior. Additional education and outreach activities led by
SGVCOG staff teach residents key safety tips.
Food Recovery (COG-Organized Compliance Effort)
The SGVCOG's Regional Food Recovery Program, FRESH SGV, helps tackle food waste and food insecurity by establishing
a network of efficient food donation and distribution sites throughout the SGV. The program, grant funded and free to
member agencies, helps cities comply with state law SB 1383 by working with businesses, schools, and institutions to
reduce organics waste.
Energy Efficiency Programs (Program Beneficiary)
SGVCOG leads three regional energy efficiency programs geared towards helping cities and residents save money on
utility bills, improve energy efficiency, and complete long overdue facilities upgrades. Funding partners for these
programs include SoCalREN, SoCalGas, and the Clean Power Alliance.

Homelessness Programs (Services/Funding Recipient)
SGVCOG runs a homelessness outreach program with the aim of connecting clients to interim or permanent housing
and preventing clients from falling into homelessness. These programs are supported through County funding and
other sources at no direct cost to cities. Cities and service providers could also apply for access to funds for direct
prevention or housing assistance.
Mobile Crisis Response (Services Recipient)
The SGV CARE program provides 2-person teams that respond to non-violent 911 emergency calls related to mental or
behavioral health crises. The teams provide de-escalation, crisis support, follow-up, and linkages to other services. The
program is free to participating cities.
Anticipated: Measure A Regional Program (Services Recipient)
SGVCOG anticipates establishing a program to provide housing and case management for households experiencing
homelessness in participating cities utilizing Measure A local funds. Each participating city – as well as outreach teams
serving their jurisdictions – will be able to refer clients to these housing resources.
Measure M Subregional Funding (Funding Recipient)
SGVCOG programs and administers Measure M sales tax funds via the Metro Subregional Program. The funds are
awarded to local agencies through a competitive process, primarily for Active Transportation and First/Last Mile project
types.
Rapid Housing Development (Funding Recipient)
The Rapid Housing Development Program provides cities and service providers with additional funding support to
secure units or beds on a longer-term basis that are available more quickly than the time it takes to construct affordable
housing. Examples include funding the rehabilitation of buildings to be used as housing or purchasing furniture for a
shelter site.
Open Streets (Program Beneficiary/Funding Recipient)
SGVCOG secures funding and partners with member agencies to host Open Streets events that provide communities
the opportunity to experience city streets without vehicles. These events temporarily close streets to automobile traffic
and open them to cyclists, pedestrians, and other modes of non-motorized transportation.
REAP 1.0 & 2.0 Housing Planning & Development (Program Beneficiary)
Utilizing state REAP funding, and at no cost to cities, the SGVCOG’s Affordable Housing Incubator supported the
development of pre-approved ADU plans, an inclusionary housing ordinance template, guides for developing affordable
housing on city-owned land, and ready-to-use RFP templates for affordable housing projects. Under REAP 2.0 funding,
the Incubator in continuing to provide technical assistance to SGV cities with the goal of accelerating affordable housing
production. Planned projects include zoning code amendments that streamline housing production, site analyses for
potential developments, and the drafting of regional objective design standards.
RHT Project Pipeline Funding (Local Investment)
The SGV Regional Housing Trust’s (RHT) Project Pipeline offers gap financing for affordable housing development,
providing construction to permanent financing in the form of residual receipt loans. These are long-term investmentss
that help leverage additional funds by boosting a project’s scores on County and State applications. To date, 15 affordable
housing projects totalling 824 units have received funding with an average project award of $2 million.

RHT Revolving Loan Fund (Local Investment)
The SGV Regional Housing Trust’s (RHT) Revolving Loan Fund provides access to short-term capital for acquisition,
predevelopment, and construction loans. This is a renewable source of funding that can support new construction or
rehabilitation projects at a below market interest rate. To date, 255 units have been funded across 6 projects with an
average investment of $1.8 million per project.
Tiny Homes/Housing Innovation (Project/Services Delivery)
The SGV Regional Housing Trust (RHT) has provided capital funding and technical assistance to develop innovative
housing sites. The RHT invests $25,000 per unit for interim housing (or “Tiny Home”) sites or $150,000 per unit for
affordable housing projects. Previously, SGVCOG also provided some operational funding for these projects.
ULAR (COG-Organized Compliance Effort)
SGVCOG leads the Upper Los Angeles River Watershed Management Group, helping cities monitor water quality of the
watershed and comply with the MS4 Permit.
SGV Transit Feasibility Study (Program Beneficiary)
The SGV Transit Feasibility Study, funded by Metro, investigated an array of short- and long-term project alternatives to
provide high quality transit in the SGV. The study’s proposed projects, which include a variety of bus priority and bus
rapid transit alignments, are poised to enter the implementation phase as funding sources are accumulated.
Vehicle Miles Traveled (COG-Organized Compliance Effort)
To assist member agencies with SB 743 compliance, the SGVCOG worked with cities to develop baselines for CEQA
thresholds and create a web-based analysis tool for future land use and transportation projects. Program participants
benefit from cost efficiencies and ensure compliance with state law.
Water Studies (COG-Organized Compliance Effort)
The Safe Clean Water Program Studies research the effectiveness of stormwater projects with the goal of helping cities
improve water quality and comply with the Clean Water Act.
Rio Hondo LRS (Project Delivery Recipient/Compliance)
SGVCOG is the implementer of the Rio Hondo Load Reduction Strategy Project, which assists 9 agencies in meeting their
MS4 permit requirements related to the Los Angeles River Bacteria Total Maximum Daily Load. The project examines
options to divert stormwater flows at three locations that contribute to the overall Rio Hondo River. The Project is being
funded through a joint resource agreement with the participating municipalities and the Safe Clean Water Program.

Wildfire Programs (Program Beneficiary)
SGVCOG’s wildfire programs provide public outreach and education activities geared at wildfire prevention and
adaptation for communities located in Very High Fire Hazard Severity Zones. The program includes wildfire prevention
workshops, community events, social media education campaigns, informational webinars, planning activities, and
more.
Workforce Development (Program/Services Recipient)
The SGV Works program provides paid job training and wrap-around supportive services to vulnerable populations,
including persons experiencing homelessness and at risk youth. Participating cities either receive paid labor (at no cost
to the city) and an investment in their long-term workforce, or their vulnerable residents gain workforce training and
services, placing them on a pathway to economic security.
